Operation Rainbow was created by Plateau State Government which includes civilians to address the perceived harassment by the Federal Government Joint Security Task Force in Plateau State to coil the lingering crises that engulfed the State most especially Jos North and Jos South Local Government Areas. The result shows that resource rivalry, power politics are factors that promote conflict in Plateau state as people struggle for power; there is collaboration between the Operation Rainbow and other security agencies to tackle the crises which leads to significant Peace-building. This study concludes that the lack of sincere conflict resolution efforts in Jos resulted in the transformation of a once-localized confrontation between political elites of different ethnic groups into a protracted communal conflict with a strong religious dimension. The study recommended that there is need to address Constitutional Reforms to political structure in the country. 1. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election.

Yohanna Ezekial Dutse Magaji was an evangelist, pastor and church administrator in Nigeria for nearly 50 years. Early Life and Education Pastor Ezekiel Dutse Magaji was born on October 10, 1945, at Fadama Shano, Bassa, Plateau State, Nigeria, to the family of Habila and Keziah Magaji, two of the early converts to Christianity in the area. In addition to spiritual conviction, Magaji was motivated to be a preacher by the attractive preaching abilities of Adventist primary school teachers who came to his village each Sabbath, such as Mr. Chima, Teacher Henry, and Teacher Ola (their full names are not known). An Adventist nurse, Sister Mergot, also took special interest in him and encouraged him. On the Friday he graduated from the Adventist primary school in Jengre, he took his exam results to Mergot, who seeing that he took third position, instantly employed him. Two days later, on Sunday, January 1, 1962, he began his career in the Adventist Church as a hospital ward aid. Due to his burning zeal for evangelism, he was also made hospital chaplain. In April, he became an evangelist/school teacher until September 1962, when he enrolled at the Adventist College of West Africa (ACWA, now Babcock University) in western Nigeria to study for the certificate course in theology. He also earned a diploma in Christian religion from ACWA in 1975, a BA in theology in 1982, and a Master of Arts degree in pastoral ministry in 1992-1995.1 Ministry In 1964, ill health forced Magaji back home.

In the past decade, the Nigerian government has witnessed dwindling revenues owing to fluctuating oil prices. This has necessitated the search for alternative revenue sources. For the authorities in Jos, the administrative city of Plateau State in north-central Nigeria, taxes within housing production and consumption loop were thought to be the easiest catch. Accordingly, the authorities intensified the generation of land titling fee, capital gains tax, value added tax, land use charge, ground rent, development permits, probate fee, with- holding tax among others. These efforts came with some implication for urban housing. The paper aims to provide an understanding of this and it employed a wide range of secondary data of quantitative and qualitative forms in pursuits of two objectives. The first objective examined how property taxes were administered and found that multiple agencies were involved in tax administration and, as a result, double taxation occurred in land titling, seeking of development permits and probate. Furthermore, sporadic land and property registration impeded the development of a cadastre, thereby allowing the government to arbitrarily and outrageously apply taxes, which tax payers tried to evade through informal house building and property transactions.

Although it was not originally intended to compare the coverage of the conflicts between papers in the North and those in the South of Nigeria, the perceived differential situations of the media in the two regions necessitated such a comparison. It is a qualitative research project consisting of three studies: First, there was a comparative critical examination, through critical discourse analysis, of the reports by two newspapers, THISDAY and Daily Trust, during the November 2008 religious violence in Jos, a central Nigerian city. Second, by means of interpretative phenomenological analysis interview data obtained through the semi-structured technique from Nigeria were critically analysed. Third, also applying interpretative phenomenological analysis data obtained by means of focus group interviewing from Nigeria were critically analysed. The results in all three cases suggest the newspapers are regionally, ethnically and religiously inclined; they are particularly affected by factors like ownership, location, staffing and audience perception, which determine how they tailor reports; the newspapers are not usually the cause of religious crises but they stoke the problem through biased and sometimes inflammatory reports; and, although, they are very vibrant factors like Nigeria’s economic recession, political culture – arguably comprising of violence, corruption and tribalism – and new media/technology and so on, contribute towards making their role in the conflicts one of amplification rather than mitigation.

Unfortunately, this is not the case in Langtang North. It is against this backdrop that this study examines the causes and impacts of the manipulation of the electoral process in Langtang North local government area of Plateau State. It focuses on the local government chairmanship elections which has recorded the highest number of cases of electoral manipulation over the years. The research was carried out through a field work that involved interviews and telephone conversation with the electorate, politicians and other relevant stakeholders from Langtang North. Other scholarly works were used in a corroborative manner to throw more light on the focus of the study. The Marxist theory of democracy was utilized to unearth the principal role played by the political elite in perpetuating electoral manipulation before, during and after the local government chairmanship elections in Langtang North. From the data collected and analysed, we identified poverty, clannish sentiment, lack of voters’ education among others as the factors responsible for the manipulation of the electoral process in Lantang North. And thus, we highlighted the impacts of electoral manipulation on democracy and party politics in Langtang North to include mistrust of the electoral commission, imposition of undesired leadership, disunity among others.

Conventionally, the latter is normally the duty of the police. However, in Nigeria as in many African states, as violence erupts and the security situation worsens, government often relies on deploying the military to enforce orderliness and the return of peace. This action is largely due to the inability of the police to contain violent conflicts, especially where the security of the citizenry is threatened by armed groups. This is the situation in Plateau State, Nigeria where the military is used for military internal security operations since violence broke out between Christians and Muslims in Jos, on 7 September 2001. Several studies have indicated support for the use of the military as a ‘necessary evil’ to enforce ceasefires and ensure the return to peace.

    EIGHT PLATEAU STATE AND COCIN CHURCH Can you imagine that when Dr. Karl Kumm and his con- temporaries came to the North of Nigeria in 1904, they were explicitly instructed by Lord Lugard not to evangelize the Muslims but to go to the Pagan tribes down the hills. These same Pagan tribes received the Gospel and brought education, hospitals, rural development and total civilization to the North. Today, they are [considered] enemies enough to be wiped out. How can we accept this? Alexander Lar, 20041 The [Muslim] North appears to have a messiah complex in the nation’s political life, always thinking: we alone can sal- vage Nigeria. Indeed, the Muslim North sees ruling Nigeria as their birth right. Yiljap Abraham, 20062 Plateau State is not only geographically central in Nigeria, but also in the ongoing struggle between Christians and Muslims. It is one of the two northern states in which Christians are in undis- 336 Studies in Christian–Muslim Relations puted majority,3 the other being Benue State. This has become more clearly the case since Nasarawa State was carved out of Plateau to establish a new state that was to be dominated by Muslims, even if their majority has not been established.4 In Plateau, that move greatly changed the proportion of Muslims to Christians in favour of the latter. As important as it is, Benue State has for a number of reasons not been involved in the Christian- Muslim struggle as has Plateau, though it undoubtedly is also a tar- get for Islamization. Though Plateau is no sharia state, there has been much turmoil there that most Christians and, certainly, COCIN, insist on closely associating with the struggle for sharia.
