Supplement to the Histelec News No. S67b December 2017 With the successful Weekend in the Cotswold organised by David Peacock, member Roger Hennessey sent his interesting electricity research of the area, for the benefit of members who joined the weekend away. It has been decided to give it further coverage. STROUD AND ELECTRICITY by Roger Hennessey The relationship between the Stroud area and electricity is a long one, summarised perhaps in the short phrase, 'From rear-guard to vanguard'. Although early developments seemed promising, Stroud took a long time to receive public supplies of electric power, even by the UK's notorious standards in the field. For example, the first English scientist to verify Benjamin Franklin's theory that lightning and electricity were the same was the Stroud-born John Canton, FRS (1718-72). In Victorian times one of the earliest enthusiasts for public electricity was a local textile magnate, Alfred Apperly, who installed electricity in his mansion (Rodborough Court) in the late 1880s. The story of electric power for the people of Stroud was, however, very different. Some of the district's many textile mills generated their own power, but repeated attempts to set up an undertaking for public supply ran into difficulties. As early as 1888 'A Ratepayer' was reported in the press suggesting the establishment of electricity undertaking for the town; soon afterwards the House-to-House Electric Supply Co supported the idea and applied for a Provisional Order [PO], but the initiative fizzled out. Another proposal in 1900 was opposed by the local Urban District Council which claimed that it was considering a PO itself. -

WELCOME 1.1 Chair of the Committee, Cllr Kevin Cromwell, opened the meeting by thanking Gloucester City Council for hosting the Committee. 1.2 It was explained that the purpose of the meeting was to focus on issues relating specifically to the economic agenda for Gloucester City and for members to consider proposals on how engagement between the Gloucestershire First Local Enterprise Partnership (LEP), the Gloucestershire Economic Growth Joint Committee, the Joint Scrutiny Committee and the District Authorities might be improved. 1.3 The Chair informed members that this was the final local meeting and in March the Committee would be considering an outcome report which would address all local meetings and issues raised. 2. APOLOGIES Apologies were received from Cllrs Stephen Davies, Gina Blomefield (Cotswold District Council) and Jim Dewey (Stroud District Council). Cllr Patrick Coleman was present as a substitute for Cllr Gina Blomefield. Apologies were also received from Colin Chick and Simon Excell. 3. DECLARATIONS OF INTEREST No declarations of interest were made. 4. VCH Glos Cheltenham post-1945 – Economic Activity Draft 1.0 Economic Activity Jan Broadway In the immediate post-war period the economic strategy of Gloucestershire County Council was guided by the aims of safeguarding the aircraft industry workforce and encouraging the provision of jobs in the smaller towns and the Forest of Dean. There was consequently little provision for industrial development in Cheltenham, where the arrival of GCHQ, UCCA and Eagle Star increased the proportion of white-collar employment. There was also an emphasis on the town's development as a retail and tourism hub. At the end of the 20th century 28% of the town's economic output derived from the financial and business sectors, 20% from public administration, 18% from manufacturing, and 20% from distribution, hotels and catering. Its particular strengths were in tourism, shopping, education, construction and manufacturing.1 Manufacturing In 1946 a report by the county's former chief planning officer foresaw Cheltenham's future development as 'an industrial centre of no small importance'.2 However, as a result of its failure to acquire county borough status3, Cheltenham was obliged to follow the G.C.C. moratorium on new industrial development within the town.4 A 1947 survey of small, local firms found a majority in favour of moving to purpose-built, out-of-town facilities5, which of necessity would predominantly be built beyond the borough boundaries. In response to this the council purchased land across the borough border at the Runnings, Swindon for factory development.6
