It aims at high efficiency and high quality, uses technology as its means, and takes nature as its carrier. Agricultural cultural resources are the product of the rapid development of modern economy. It promotes the development of the national economy and profoundly affects people's production and life. DEA model, also known as data envelope analysis method, is an algorithm that uses multiple data decision units for input and output training to obtain the final model. This article explains the concept and basic characteristics of agricultural culture. Through questionnaire surveys and expert interviews, we collected development data, screened human, material, and financial data, and calculated information on economic and social resources. On this basis, this paper establishes the evaluation index of agricultural culture based on DEA model. Then, through empirical analysis from a specific perspective, it can be concluded that increasing human, material and financial input can achieve economic and social benefits. Generally speaking, cultural investment can promote the development of the industry. The research results of this paper laid a theoretical foundation for the development of agricultural culture, and put forward a development model focusing on technology development, improving investment efficiency, and investing in material resources. The flowchart of cohort establishment As of February 15th, 2020, a total of 68,500 laboratory-confirmed cases have been identified in China. The largest percentage (82.12%) of cases were diagnosed in Hubei province (56,249 patients). The percentage of cases with severe pneumonia in Hubei province (21.20%) was higher than that outside of Hubei province (10.45%). The mortality was also higher in Hubei province (2.84% vs. 0.56%).     1 CRIMINAL JUSTICE Introduction During the Commission’s 2017 reporting year, Chinese govern- ment and Communist Party officials continued to abuse criminal law and police power to further their priorities in ‘‘maintaining so- cial stability’’ and perpetuating one-party rule at the expense of in- dividual freedoms.1 Ongoing Use of Arbitrary Detention Extralegal and extrajudicial forms of detention that restrict a person’s liberty without judicial oversight 2 violate Article 9 of the Universal Declaration of Human Rights (UDHR) 3 and Article 9(1) of the International Covenant on Civil and Political Rights (ICCPR).4 Some commonly used forms of extralegal and extrajudicial detention in China are described below. BLACK JAILS ‘‘Black jails’’ are detention sites that operate outside of China’s judicial and administrative detention systems.5 After the Chinese government abolished the reeducation through labor system in 2013,6 the Commission continued to observe Chinese authorities’ use of ‘‘black jails’’ 7—including a type known as ‘‘legal education centers’’ 8—to suppress individuals such as Falun Gong practi- tioners 9 and petitioners.10 The Commission also observed multiple reports of Chinese authorities detaining rights advocates in ‘‘black jails’’ prior to and during the annual meetings of the National Peo- ple’s Congress and Chinese People’s Political Consultative Con- ference in March 2017.11 [For more information on Falun Gong practitioners and petitioners, see Section II—Freedom of Religion and Section III—Access to Justice.] PSYCHIATRIC

International Federation Appeal history: • Launched on 30 July 2007 for CHF 9,462,000 for 12 months to assist 400,000 beneficiaries. • Disaster Relief Emergency Funds (DREF): CHF 240,000 (USD 199,465 or EUR 146,468) was initially allocated from the Federation’s DREF to support the national society to respond. Summary: In late May 2007, torrential rains and swelling rivers devastated more than 980 countries in 24 provinces, autonomous regions and municipalities of China, affecting an estimated 200 million people and resulting in more than 1,000 deaths. In the areas where the International Federation supported the flood operations, at least 243,000 houses were reported totally collapsed in five provinces: Henan, Hubei, Anhui, Sichuan and Chongqing municipality. It was reported to be the worst flooding seen in more than 50-80 years for some hard hit areas of the country. The Red Cross Society of China (RCSC) was able to respond rapidly and effectively to the needs of thousands of people affected by the floods.
