RESUME L’appartenance de Madagascar dans le bassin cyclonique Sud-ouest de l’Océan Indien fait d’elle une zone vulnérable aux aléas cycloniques. La région SAVA (Sambava, Andapa, Vohemar, Antalaha) et plus particulièrement, Antalaha n’échappe guère à cette situation, en tant que ville côtière. L’aspect de la vulnérabilité d’Antalaha se conjugue sous diverses manières. D’une part, les facteurs physiques qui la constituent, font d’elle un milieu fragile, d’autre part, l’extension spatiale rapide et anarchique qui se calque par la pression démographique crée un aspect désordonné. A cela s’ajoute à l’omniprésence des cyclones tropicaux, qui ne font qu’empirer la situation. En effet, dans ces dernières années, la ville est devenue le théâtre de ces cyclones. Par conséquent, les dégâts enregistrés restent toujours énormes et les risques touchent aussi bien les riches que les pauvres. Ces derniers sont néanmoins largement dépassés dans tous les cas et demeurent les plus vulnérables, du fait surtout de leur faible résilience. La dite situation s’explique par le manque de planification et de stratégies appropriées pour y faire face. Cependant, le problème de la Commune résulte en grande partie d’un manque de concertation entre les acteurs (autorités locales, organismes humanitaires, populations locales) et les coordinations des actions. Bref, les risques révèlent d’un système de gestion aussi injuste qu’inefficace. Par ailleurs, le défi pour les acteurs humanitaires consiste à trouver de nouveaux moyens de travail avec les autorités locales et la population vulnérable afin de réduire les risques liés aux Matyas and Sarah VanSchoick * Department of Geography, University of Florida, Gainesville, FL 32611, USA; matyas@ufl.edu * Correspondence: sm.vanschoick@ufl.edu; Tel.: +1-3523-920-494 Abstract: Tropical cyclones (TCs) that landfall over Madagascar and Mozambique can cause flooding that endangers lives. To better understand how environmental conditions affect the rain fields of these TCs, this study utilized spatial metrics to analyze two storms taking similar paths two months apart. Using a geographic information system, rain rates of 1 mm/h were extracted from a satellite- based dataset and contoured to define the rain field edge. Average extent of rainfall was measured for each quadrant and asymmetry was calculated along with rain field area, dispersion, closure, and solidity. Environmental conditions and storm intensity were analyzed every six hours. Results indicate that although both TCs intensified prior to first interaction with land, stronger vertical wind shear experienced by Eline was associated with higher asymmetry and dispersion. Additionally, rain fields were less solid although the center was mostly enclosed by rain. Storm shape was altered as both storms tracked over Madagascar, with Hudah recovering more quickly. Moisture increased for both storms and shear decreased for Eline, allowing it to become more centered and solid, and grow larger. Relationships between intensity, land interaction, and rain field shape support the results of previous research and demonstrate the global utility of these metrics.     ANNUAL REPORT OF THE HUMANITARIAN / RESIDENT COORDINATOR ON THE USE OF CERF GRANTS Country Madagascar Humanitarian / Resident Coordinator Mr. Xavier Leus Reporting Period 1 January 2007- 12 August 2007 I. Executive Summary On the 20 February 2007, the Malagasy Government declared a national state of emergency in Madagascar after a succession of particularly severe storms – including Bondo, Clovis, Favio and Gamede – had battered the island since December. By the end of March, the combined effects of extensive floods in the northern part of the country and drought in the south resulted in nearly 500,000 people in need of assistance. Against this backdrop, a new cyclone, Indlala, struck the north-eastern coast of Madagascar on 15th March, with winds of more than 230 km/h. Even after moving inland, it still registered gusts up to 125 km/h. The storm also continued to unleash torrential rains. Floods washed away villages in the northeast of the country, silted paddy fields and other large agricultural areas, damaged road infrastructure, washed away bridges and made it impossible to reach a number of remote villages where communities remained in dire need of immediate relief aid. These conditions contributed to extensive flooding in heavily populated and cultivated areas throughout the country, including the capital region, the northwest, the northeast, and the southeast. The food security situation deteriorated dramatically, and the risk of maternal and child mortality linked to lack of access to services, and water- and vector-borne diseases, increased. The situation threatened to deteriorate further were timely assistance not provided to address immediate needs and restore agricultural production and livelihoods before the next cyclone season.

With strong winds of up to 200 kilometres/hour (km/h), the cyclone ravaged the immediate area in its path (mainly Maroantsetra) and left considerable damage on the Northeast and Northwest regions. Cyclone Indlala was the fifth cyclone to have hit Madagascar within the past months: Cyclone Bondo made landfall on 25 December 2006; Cyclone Clovis on 3 January 2007; Cyclone Favio on 18 January 2007; and Cyclone Gamede on 26 February 2007. On 3 April 2007, a sixth cyclone (Cyclone Jaya), hit the country, causing further damage and displacement; its wind speed was 150 km/h at the highest peak while Indlala's was 235 km/h. Cyclone Jaya did not make significant impact compared to Indlala because vulnerable groups had lost all their belongings during successive cyclone passages and their related floods. This is the first time that Madagascar has been struck by so many cyclones in such a short period. Seasonal rains have been made worse by the Inter-Tropical Convergence Zone (ITCZ) moving slightly south, resulting in continuous rains - from the end of December 2006 to the present moment - and resultant flooding. ACT member Church of Jesus Christ in Madagascar (FJKM) is appealing for support to enable them to provide immediate needs including targeted food distribution, non-food items (NFI), basic recovery items and the rehabilitation of schools damaged by the cyclones.

Summary: The frequency of cyclones affecting Madagascar and the extent of damage caused in recent years, have enabled the Malagasy Red Cross Society to increase its capacity to respond. Volunteers were trained in carrying out assessments, distributions and follow up evaluations. Procurement of containers and use in pre-positioning stocks in seven different locations, improved the National Society’s rapid response capacity for the 2008 to 2009 season. As in previous years the time required to complete local procurement procedures was underestimated resulting in some distributions and pre-positioning of stocks being behind schedule. Hygiene kits were also distributed to the beneficiaries; however this activity was constrained due to untimely distribution in some areas. This operation was conducted in collaboration with the Malagasy Government and United Nations Children’s Fund (UNICEF).
