By adopting the Kyoto Protocol and implementing its mechanisms, it is expected that the use of conventional energy sources shall stabilise and decrease on global level. The European Union’s legal framework, through its appropriate directives, sets very clear objectives for the use of renewable energy sources for member states. Serbia is a country with significant potentials in renewable energy sources, which are, regretfully, underused. Renewable energy source potentials are featured by very favourable indicators in matters of both capacity and distribution. The status is especially favourable in the field of geothermal energy potentials in the Autonomous Province of Vojvodina, situated in the Pannonian Basin, where there are significant sources of this fuel. The paper presents the basic forms and characteristics of renewable energy sources in Serbia and provides an overview of the possibilities for their use. INTRODUCTION Solving global energy problems implies an interdisciplinary approach and considering the issues from different perspectives. Decreasing overall energy consumption, increasing energy efficiency, modernising the installation, using alternative energy sources and adopting and implementing a number of legal regulations and international covenants are the points of departure in solving this exceptionally complex issue. -

The political environment has also stabilized in a business friendly trajectory, after two successful democratic elections and two Western oriented governments. The banking system has devel- oped to a level of sufficient quality for all normal foreign trade operations. The unresolved status of the State Union of Serbia and Montenegro will delay integration into the WTO until as least 2008. Nevertheless, quotas are likely to be eliminated via bi-later- al agreements with the US and EU in 2005. This market environment will be positive over time. The cost of production will continue to rise in EU member states and the US. The expansion of the EU to Central and Eastern Europe will accel- erate the rising production costs in these new member countries. Serbia will remain one of the last continental European markets for high skill low cost labor-intensive production. Progress in the textile and garment industry can be expected in a spontaneous ad hoc manner. -

- OCTOBER 2020 SERBIA MONTHLY UPDATE One hundred and seventy-three intentions to seek asylum were registered in October (compared to 382 in September) and 20 persons applied for asylum (comp. to 19 in September). The Asylum Office (AO) adjudicated on 19 asylum applications by granting refugee status to six persons and subsidiary protection to eight (the highest monthly recognition rate for this year), and by rejecting applications of another five persons. Eleven asylum-seekers gave power of attorney to UNHCR project lawyers in October for representation in asylum procedure, 950 displaced persons received legal counselling and two asylum-seekers underwent psychological assessment for the purpose of asylum procedure. By end-October, AO has granted international protection in Serbia to 30 persons (15 have been granted asylum and 15 subsidiary protection) in 2020. UNHCR partner BCHR issued a short analysis of sections of EC 2020 Progress Report on Serbia relating to progress in asylum and migration areas. Two new cases of Covid-19 amongst the refugees/migrants were reported in October, including a seven-year-old child, both with milder symptoms, bringing the total number of cases thus far recorded since to nine. With additional amounts of PPE and disinfectants procured for and delivered to Ministry of Labour, Employment, Veteran and Social Affairs SCRM, the value of UNHCR’s Covid-related procurements reached 220,000 USD. On 19 October, the Serbian Commissioner for Refugees and Migration (SCRM) circulated a decision by which all non-state actors will be allowed in governmental centres accommodating refugees and migrants only with a negative PCR test or under a full PPE equipment. -
Integration Stalled
12 March 2013 SERBIA Integration stalled In 1999, over 245,000 members of local minority communities fled from or within Kosovo in fear of reprisals from the ma- jority Albanian population after NATO air strikes had forced the withdrawal of Yugoslav troops and ended years of op- pression of ethnic Albanians. As of December 2012, there were an esti- mated 225,000 internally displaced people (IDPs) from Kosovo within Serbia, including an estimated 15,000 displaced Roma who have never been registered as displaced. In addition, around 17,000 remain displaced An internally displaced family in Kraljevo built this home with materials it received within Kosovo. in kind from UNHCR. This new housing helps them integrate in the area they were displaced to. (Photo: UNHCR, 2011) One in five IDPs are from minority commu- nities. Roma are the most vulnerable IDPs. They tend to lack documentation which then limits their access to basic services such as educa- tion, health and social security. They frequently endure extreme poverty in squalid informal set- tlements and have been subject to evictions. Thirteen years after the conflict the prospects for return in Kosovo remain limited due to security concerns, discrimination and difficulties in repossessing property and obtaining legal documen- tation. The rate of return continued to remain very low in 2012. According to estimates by Serb IDP associations, as few as three per cent of those displaced may have actually achieved sustain- able return in the decade since 1999. The Serbian authorities have consistently emphasised return rather than explicitly seeking to provide IDPs with other durable solutions. -
Tracking Special Economic Zones in the Western Balkans
Since the economic crisis and the consequent reduction in global nancial ows, Western Balkan economies underwent a structural shift from consumption-fuelled to investment-based and export-oriented growth. In their eort to strengthen market-oriented enterprises and promote job creation – two of the major challenges to development in the region – special economic zones (SEZs) are becoming prominent policy tools for Western Balkan economies. The number of zones has quadrupled over the past eight years as some economies expanded their existing zone networks and others created them for the rst time. SEZs and their accompanying incentives have also become relevant drivers in the intensifying regional competition for foreign direct investment, but while their direct contribution to investment and job creation has been positive, their broader impact on the industrial structure of the Western Balkan economies is more limited. Because of considerable gaps in technological and managerial capacity, local enterprises still struggle to build strong supply connections with foreign companies, and their exposure to foreign enterprises is not yielding a signicant transfer of know-how and increase in competitiveness. This report represents an in-depth analysis conducted under the OECD South East Europe regional programme, which supports partner economies in developing and implementing structural reforms, with the aim of boosting growth and fostering competitiveness. The study takes a closer look at the main features and trends in the development of SEZs in the Western Balkans and raises key questions for further analysis of this important topic. NGO Social Contracting Omladina JAZAS-a Novi Sad / Youth of JAZAS Novi Sad Case Report from Serbia Sustainable Financing of National HIV Responses 1 ABOUT YOUTH OF JAZAS NOVI SAD Youth of JAZAS Novi Sad was established in 1996 mostly by medical students who wanted to get involved in HIV prevention in Novi Sad. The first programme implemented by Youth of JAZAS focused on peer education among youth for the prevention of HIV and drug use. Numerous activities, campaigns, sports events and access to various forms of support for people living with HIV were organized through the Clinic for Infectious and Tropical Diseases in Belgrade, which at the time was the only clinic providing antiretroviral treatment in Federal Republic of Yugoslavia. The majority of programmes were conducted by volunteers but the organisation had some support of the local self- government of Novi Sad, the provincial government of Vojvodina, private donors and other types of in kind support. Up to 2007, there were no activities targeting men who have sex with men and sex workers and based on consultations with the Institute of Public Health of Vojvodina the organisation started these programmes. The main result was building relationships and trust of clients and creating bridges with public institutions. The Youth of JAZAS Novi Sad became their only link with the system and a key source of support. These programmes are still running in Novi Sad.
