  • Algeria–Mali Trade: the Normality of Informality
101137 DEMOCRACY Public Disclosure Authorized AND ECONOMIC DEVELOPMENT ERF 21st ANNUAL CONFERENCE March 20-22, 2015 | Gammarth, Tunisia 2015 Public Disclosure Authorized Algeria–Mali Trade: The Normality of Informality Sami Bensassi, Anne Brockmeyer, Public Disclosure Authorized Matthieu Pellerin and Gael Raballand Public Disclosure Authorized Algeria–Mali Trade: The Normality of Informality Sami Bensassi Anne Brockmeyer Mathieu Pellerin Gaël Raballand1 Abstract This paper estimates the volume of informal trade between Algeria and Mali and analyzes its determinants and mechanisms, using a multi-pronged methodology. First, we discuss how subsidy policies and the legal framework create incentives for informal trade across the Sahara. Second, we provide evidence of the importance of informal trade, drawing on satellite images and surveys with informal traders in Mali and Algeria. We estimate that the weekly turnover of informal trade fell from approximately US$ 2 million in 2011 to US$ 0.74 million in 2014, but continues to play a crucial role in the economies of northern Mali and southern Algeria. Profit margins of 20-30% on informal trade contribute to explaining the relative prosperity of northern Mali. We also show that official trade statistics are meaningless in this context, as they capture less than 3% of total trade. Finally, we provide qualitative evidence on informal trade actors and mechanisms for the most frequently traded products. JEL classification codes: F14, H26, J46. Keywords: informal trade, Algeria, Mali, fuel, customs. 1 The authors would like to thank Mehdi Benyagoub for his help on this study, Laurent Layrol for his work on satellite images, Nancy Benjamin and Olivier Walther for their comments and Sabra Ledent for editing.

Issues/threats Once widely distributed across the Sudano-Sahelian Zone, from Senegal to Lake Chad, West African giraffe (Giraffa camelopardalis peralta)1 have been eXtirpated from most of their former range as a result of anthropogenic pressure (Hasannin et al. 2007; Ciofolo & Le Pendu 2002; Le Pendu & Ciofolo 1999; Ciofolo 1995; Dagg & Foster 1976; Happold 1969). Population growth, civil unrest, illegal hunting, habitat alteration, destruction and fragmentation as well as a series of intense droughts have all contributed to the dramatic decline in the distribution and range of West African giraffe (Hasannin et al. 2007; Suraud & Dovi 2007; Niandou et al. 2000; Le Pendu & Ciofolo 1999; Ciofolo & Le Pendu 1998; Ciofolo 1995; Dagg & Foster 1976; Happold 1969). The last surviving population of West African giraffe occurs in the arid Sahelian scrubland of the south- western parts of the Republic of Niger (referred to as Niger in this report) where they persist in a densely 1 Although East (1999) referred to G.

  • West and Central Africa: Early Warning/Early Action
Emergency appeal n° MDR61005 West and Central Africa: Operations update n° 2 Early Warning/Early 10 May, 2010 Action Period covered by this Ops Update: 1 November 2009-2 April 2010. Appeal target (current): CHF 918,517 (USD 896,114 or EUR 605,283) Appeal coverage: 100%; <click here to go directly to the updated donor response report, here to link to contact details> Appeal history: · This Emergency Appeal was initially launched on 6 August 2009 for CHF 918,517 for 9 months to assist 25,000 beneficiaries. · Disaster Relief Emergency Fund (DREF): CHF 200,000 was allocated from the Federation’s DREF to support this Appeal and related action. · Programme update no. 1 was issued on 19 October, 2009; Period covered: 6 August - 7 October 2009; Appeal target (current): Demo on the use of agricultural tools in Niger/WCAZ CHF 918,517; Appeal coverage: 91%; Summary: Despite the effectiveness of this early warning and early action initiative and the related activities carried out, the flood occurrence in many countries has been very severe due to the fact that the heavy precipitation came at the end of the rainy season often after two months of normal rainy to dry conditions. The location of these rains (in areas with poor urbanization planning) exacerbated an already difficult situation. Based on ongoing updated meteorological reports from the African Centre of Meteorological Application for Development (ACMAD) highlighting heavy precipitations, other countries were covered by the EW-EA appeal. Therefore, some 51 climate risk bulletins for the humanitarian community in West Africa have been disseminated to the National Societies within the zone through the Disaster Management volunteer’s network (93 members of RDRT, 600 members of CDRT and 240 members of NDRT) as early warning for appropriate actions.
