Whiter and Wealthier: “Local Control” Hinders Desegregation by Permitting School District Secessions MEAGHAN E. BRENNAN* When a school district is placed under a desegregation order, it is to be monitored by the district court that placed the order until the district is declared unitary. Many school districts have been under desegregation orders since shortly after Brown v. Board, but have failed to desegregate. Even when a school district is making an honest attempt, fulfilling a de- segregation order is difficult. These attempts can be further complicated when a racially-identifiable set of schools secedes from the district. Such school district disaggregations make traditional desegregation remedies more difficult by further isolating children of different races. In the past few decades, dozens of school districts have seceded to create wealthy districts filled with white children adjacent to poorer districts with children of color. This Note argues that school district secessions harm desegregation efforts and, in turn, the educational achievement of students in those districts. Two school districts — one in Jefferson Coun- ty, Alabama and another in Hamilton County, Tennessee — serve as ex- amples of how secession movements arise and how the conversations pro- gress. Secession proponents often advocate for increased “local control” — seemingly innocuous rhetoric that serves as a guise for racism and other prejudice. This Note argues that school district disaggregation is made far too easy by judicial preoccupation with local control and by the moral- political failure of state legislatures. But it is possible to discourage segre- gative school district disaggregation by reworking the concept of local con- trol so that it prioritizes all children, and by adopting state legislation that promotes consolidated, efficient school districts. -

SCIENCE OLYMPIAD NEWSLETTER Volume 9, No. 1 Fall, 2001 John C. Cairns Editors Gerard J. Putz Dr. Gerard Putz Receives National Award Dr. Gerard J. Putz has been named the recipient of the prestigious 2001 Outstanding Science Supervisor Award. Dr. Putz is a Science Coordinator and Director of the Macomb Science, Math and Technology Center for the Macomb County in Michigan. Gerard was presented with the award on March 21, 2001, at a reception of the National Science Educators Leadership Association (NSELA) in St. Louis and was honored again at a luncheon at the same conference. This award is given annually to the one science supervisor in our nation’s schools that has made significant contributions to the supervision of science education. The awards program is administered by the National Science Education Leadership Association and sponsored by the Prentice Hall publishing company. Dr. Putz and the Prentice Hall Representative Begun in 1979 by NSELA, the awards program is to the students and teachers of Macomb County. He has designed to recognize an outstanding science supervisor demonstrated his vision of what science education each year. Dr. Putz received a plaque and a $1,000 should be – connecting the content and the process of check from Prentice Hall. Prentice Hall has sponsored what science education is to the real world. 1 “Race was a motivating factor”: The Rise of Re-Segregated Schools in the American States Richard Johnson (Lancaster) & Desmond King (Oxford) . 2 Introduction. In the two decades after the Brown v Board of Education (1954) decision, analysis of school desegregation focused on federal, judicial mechanisms. However, as the federal courts withdrew from school integration efforts, state-level mechanisms to advance school desegregation gained greater relevance. The salience of state actions grew during the eight years of the Obama presidency when Republicans gained over 1,000 state legislative seats from the Democrats. As Obama left office, Republicans dominated thirty-two state legislatures and thirty-three governorships, a record high since the New Deal. A major but largely unexamined consequence of this profound shift in state-level partisan control is the resurgence of efforts to re-segregate public education. School integration across the United States has been uneven, but many states responded to the departure of the federal courts from school integration by maintaining integrationist mechanisms. As Republicans gained partisan control during the Obama presidency, state legislatures reversed their earlier initiatives and proposed measures to erect new barriers to integration. One strategy is reviving ‘neighbourhood schools’, a code phrase for schools which reflect narrow, racially homogenous communities rather than more racially heterogeneous school districts (Delmont 2016); the term unabashedly resurrects language from the 1960s when it was used to fight the Brown directive to desegregate (Hackett and King 2017). We examine new re-segregation policies, especially school district secession and anti-busing laws, which have passed in states where Republicans assumed control during the Obama presidency. -

2021 Science Olympiad National Tournament Prizes & Awards – Winners! Science Olympiad Alumni Where Are They Now? Stories of Scientific Achievement and Inspiration To celebrate the 20th anniversary of national competition in 2004, Science Olympiad began an effort to track down its most illustrious alumni. We were specifically interested to discover if Science Olympiad had an impact on the choice of a career in science or technology. Of the hundreds of respondents, more than 80% answered with a resounding “Yes!” Kathleen Markiewicz Teacher, Boston Public Schools Competed from 1998 to 2000 “It solidified my love for science. I enjoyed getting to learn about many areas of science in Science Olympiad, and I continue to be interested in lots of science disciplines. In particular, Science Olympiad showed me that I love chemistry and physics, which ultimately were my majors for my undergraduate degree. I am also coaching my own Science Olympiad team at the Boston Latin School, and it’s a great way to come full circle. My fiancé, who I met while on the Grand Haven High School Science Olympiad team, is also helping me coach.” Rich Radke Assistant Professor, Department of Electrical, Computer and Systems Engineering Rensselaer Polytechnic Institute Competed in the early 1990s “I believe that Science Olympiad was very helpful in showing me that science could be interesting and fun, and that there were organizations that rewarded people for achievement in science and math,” said an 18-year-old Radke in 1993. Today, Radke is a celebrated researcher and the winner of the National Science Foundation’s Early Career Development Award for his work with networked cameras.
