RULES 1.1 This championship will be governed by the ‘rules’ as defined in The Racing Rules of Sailing. 1.2 YA Special Regulations Part 2 (Off the Beach Boats) will apply to all entrants. 1.3 RRS Appendix B- Windsurfing Competition Rules will apply to the Windfoil/IQFoil & Techno classes as amended by their class rules. 2. ADVERTISING Advertising is allowed as permitted by ISAF Reg 20. 3. NOTICE TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located in the regatta room at the South-Eastern corner for the Club building (where registration occurs). 4. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted on the Notice Board by 0930hrs on the day they take effect, except that any change to the schedule of races shall be posted by 1800 on the day before it will take effect. 5. SIGNALS MADE ASHORE 5.1 Signals made ashore shall be made from the official regatta mast located adjacent to the launching ramp. 5.2 When flag AP is displayed ashore “1 minute” is replaced with “not less than 45 minutes” in the race signal AP. 5.3 When flag D is displayed boats shall not go afloat. 5.4 When flag D, over Class Flag; that Class shall not go afloat. 6. CLASS FLAGS Division Class Flag Optimist Open & Intermediate White Flag with Black Optimist Logo Laser 4.7 & Radial Laser Class Flag 420 420 Class Flag 29er Yellow flag with black vertical stripes Techno 293/ 293+ Techno Class Flag Windfoil/IQFoil Blue flag with a black dot 8. COURSES The diagram in Appendix A shows the courses to be sailed, including the order in which marks are to be passed, and the side on which marks are to be left. 9. MARKS Course A: 9.1 The Start Mark shall be an inflatable green buoy with orange band. 9.2 The Finish Mark shall be an inflatable green buoy with orange band. 9.3 Marks 3,4 shall be inflatable pink cylinder buoys. 9.4 Marks 1A,2A shall be orange ball buoys. 9.5 Marks 1, 2 shall be inflatable pink cylinder buoys. Course B: 9.6 The Start Mark shall be an inflatable green buoy with orange band. 9.7 The Finish Mark shall be an orange conical mark. 9.8 Marks 2(p)/2(s) shall be inflatable orange buoys. 9.9 Mark 1 shall be an inflatable orange buoy. 9.10 Mark 1A shall be an inflatable red buoy. 10. THE START 10.1 The start line will be between the flagstaff displaying an orange flag on the Committee Vessel at the starboard end of the line and the Start Mark at the port end. 10.2 Boats whose Warning Signal has not been made shall avoid the starting area. 10.3 A boat starting later than four minutes after her starting signal will be scored Did Not Start (DNS). This changes rule A4. 11. CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course the Race Committee shall move the original mark. 12. THE FINISH The finish line will be between the flagstaff displaying an orange flag on the Committee Vessel and the Finish Mark at the port end. East Coast Championship 2021 – Sailing Instructions 13. TIME LIMIT 13.1 If no boat has finished within 60 minutes of the start of that race, the race will be abandoned. 13.2 If no boat has reached the 1st mark within 25 minutes of the start of that race, the race will be abandoned. 13.3 Boats failing to finish within 10 minutes of the first boat of that division that sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4. 14. ARBITRATION Appendix T- Arbitration shall apply to all protests alleging a breach of a rule of Part 2 or rule 31. 15. PROTESTS AND REQUESTS FOR REDRESS 15.1 Immediately after finishing a boat intending to protest shall, in addition to the requirements of RRS 61.1(a), inform the race committee boat at the finish line of her intention to protest and the identity of the boat(s) protested against. The protesting boat must receive an acknowledgement from the race committee. This changes RSS 61. 15.2 Protest forms are available at the race office. Protests are to be delivered there within the protest time limit. 15.3 The protest time limit is 60 minutes after the last boat has finished the last race of the day. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area, and to request for redress. This changes Rules 61.3 and 62.2. 15.4 Notices shall be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses, the order of hearings and the time of the first hearing. Hearings will be held in the Committee Room at Georges River 16’ Sailing Club or another location as advised by the OA. 15.5 Notices of protest by the race committee or protest committee will be posted to inform boats under rule 61.1 (b). 15.6 Breaches of instructions 13, 17, and 20 shall not be grounds for protest by a boat. This changes rule 60.1 (a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.7 On the last day of the Regatta a request for reopening of a hearing shall be delivered: 15.7.1 within the protest time limit if the party requesting reopening was informed of 15.7.2 the decision on the previous day; 15.7.3 no later than 30 minutes after the party requesting the reopening was informed of the decision on that day. 16. SCORING 16.1 Three races are required to be completed to constitute a series. 16.2 When fewer than five races have been completed, a boat’s series score will be the total of her race scores. 16.3 When between five and less than ten races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 16.4 When ten races have been completed, a boat’s series score will be the total of her race scores excluding her worst two scores. East Coast Championship 2021 – Sailing Instructions 17. SAFETY REGULATIONS 17.1 All skippers intending to race shall sign on prior to launching each day, and promptly sign off upon returning to shore and not later than 60 minutes after the last boat finishes the last race of the day. 17.2 A boat that retires from racing shall notify the Race Committee prior to leaving the course area and sign off as soon as practicable. 17.3 Boats who fail to comply with SI 17.1 or 17.2 shall be scored 5 additional points, but not worse than DNF, in all races that day. This amends RRS 63.1 and Appendix A5 18. REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of competitors will not be allowed. 18.2 Substitution of damaged or lost equipment will not be allowed unless approved in writing by the race committee. Requests for substitution shall be made in writing to the committee at the first reasonable opportunity. 19. EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by the race committee to proceed immediately to a designated area for inspection. 20. SUPPORT BOATS 20.1 Team leaders, coaches and other support personnel (collectively Support) boats shall stay at least 100 metres outside areas where boats are racing from the time of the Warning Signal of the first class to start until all boats have finished. Coach and support boats shall not enter the area between the two top marks on either course. 20.2 Support boats shall carry a VHF radio and must have registered with Race Office. 20.3 Team Leaders , Coaches and Support Boats shall enter the racing area as rescue boats when called upon by the race committee. 21. RADIO COMMUNICATION A boat shall neither make electronic or radio transmissions while racing nor receive electronic or radio communications not available to all boats. This restriction also applies to mobile telephones. 22. PRIZES Prizes will be awarded as per the NOR, additional prizes may be awarded at the discretion of the Organising Authority.
