By Private Chef Amalia Damgaard CHILEAN PANORAMA Although it appears slim and small, Chile is a long and narrow country about the size of Texas, with a vast coast line covering about 3,998 miles. The Pacific Ocean borders to the west; Argentina is a neighbor to the east; Bolivia, to the northeast; and Peru, to the north. Because of its geographical location, Chile has an unusual and fun landscape, with deserts, beaches, fjords, glaciers and icebergs, fertile lands, the Andes mountains, over 600 volcanoes (some active), and sub-artic conditions in the South. Since Chile is below the equator, their seasons are different from ours in the United States. So, when we have winter they have summer, and so on. Even though Chile had years of political and economic turmoil, it has evolved into a market-oriented economy with strong foreign trade. Currently, it has the strongest economy in South America, with a relatively-low crime rate, and a high standard of living. Chile is a land rich in beauty, culture, and literature. It is called “the Switzerland of South America” because of its natural splendor. World renowned poets, Pablo Neruda and Gabriela Mistral, won Nobel Prizes. The majority of Chileans are descendants of Europeans, namely Spanish, French, and German, and others in smaller numbers. Allegedly, the original inhabitants of the region prior to Spanish conquest were not natives but merely nomads who lived in the area. Their descendants are today about 3% of the population. A mixture of the so-called natives and European settlers is called “mestizo.” Today’s mestizos are so well blended that they look mostly European. -

IN THE SHADOW OF EMPIRE AND NATION: CHILEAN MIGRATION TO THE UNITED STATES SINCE 1950 By Cristián Alberto Doña Reveco A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY Sociology History 2012 ABSTRACT IN THE SHADOW OF EMPIRE AND NATION: CHILEAN MIGRATION TO THE UNITED STATES SINCE 1950 By Cristián Alberto Doña Reveco This dissertation deals with how Chilean emigrants who have migrated to the US since the 1950s remember and define their migration decision in connection to changing historical processes in both the country of origin and that of destination. Using mainly oral histories collected from 30 Chileans I compare the processes that led to their migration; their memories of Chile at the time of migration; the arrival to the United States, as well as their intermediate migrations to other countries; their memories of Chile during the visits to the country of origin; and their self identifications with the countries of origin and destination. I also use census data and migration entry data to characterize and analyze the different waves of Chilean migration to the United States. I separate each wave by a major historical moment. The first wave commences at the end of World War II and the beginnings of the Cold War; the second with the military coup of September 11, 1973; the third with the economic crisis of 1982; and the fourth with the return to democratic governments in 1990. Connecting the oral histories, migration data and historiographies to current approaches to migration decision-making, the study of social memory, and the construction of migrant identities, this dissertation explores the interplay of these multiple factors in the social constructions underlying the decisions to migrate. -

Finally, we outline the 1994 plan to modernize the Chilean Army. Our conclusion is that the process of modernization of the Chilean Army in the transition to democracy emerged within the armed institution, coming from the very top level, and it was mainly motivated by international and domestic prestige. Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy. -

Using original documents I gathered in research trips to Chile and Spain, I am able to reconstruct the debates that went on both sides of the Atlantic over funds, protection from ’ th pirates, and indigenous slavery that so defined Chile s formative 17 century. While my conclusions are unique, frontier residents from Paraguay to northern New Spain were also dealing with volatile indigenous alliances, threats from European enemies, and questions about how their tiny settlements could get and keep the attention of the crown. -

AN INNOVATIVE AND TAILORED OPERATIONAL RESPONSE The most recent example is the Chilean Visa Service Centre (Centro de Atención de Visados para Chile - CAVC) which was officially opened on 20 August 2018 on behalf of the Consular Section of the Embassy of Chile in Haiti. The centre was established following an agreement between IOM and the Government of Chile to provide visa support services to assist Haitians wishing to join their families in Chile through the Family Reunification Visa Program. Chile’s steady economic growth, political stability and relatively open job market have made it one of the more attractive destinations for a rising number of migrants in recent years, many from crisis-affected countries, such as Venezuela, the Dominican Republic and Haiti. From 2007 to 2015, immigration to Chile is estimated to have increased by 143% or 465, 000 people. -

On November 1, 1999, the Inter-American Commission on Human Rights (hereinafter “the Commission” or the “IACHR”) received a petition from the Corporación de Promoción de la Defensa de los Derechos del Pueblo [Corporation for the Promotion and Defense of Human Rights], or CODEPU (hereinafter “the petitioners”), against the Republic of Chile (hereinafter “the State” or “the Chilean State”), alleging that Víctor Améstica Moreno, Alberto Araneda Muñoz, Héctor Martínez Vasquez, Oscar Sepulveda Alarcon, and Alejandro César Sánchez Canales—all members of Carabineros de Chile2 (hereinafter “the Carabineros”)—had been victims of an arbitrary evaluation process carried out by officials of the Carabineros, in which their basic rights were violated, and that they had then been expelled from the institution with no substantive judicial decision having been issued regarding the violation of their rights. Peruvian Migration to Chile: Challenges for National Identity, Human Rights and Social Policy
Solange Muñoz September 5, 2005 CLASPO Report: Summer 2005 Chile and CELADE Peruvian Migration to Chile: Challenges for National Identity, Human Rights and Social Policy Introduction My field research was conducted in Santiago, Chile over the course of approximately 8 weeks, with the support of the Centro Latinoamericano de Demografia (CELADE), an institute affiliated with the Comisión Economica Para América Latina (CEPAL) of the United Nations, and under the guidance of Jorge Martínez, who has worked extensively on the topic of international migration within the region and in Chile. My research was on Peruvian migration to Chile. I directed my field research toward developing a general understanding of the legal, political and social conditions of the Peruvian migrant communities in Santiago. My analysis focused on the different organizations (local, state, non-governmental and international) that work with the Peruvian migrant communities; the main issues surrounding these communities, the different programs that they provide, their effectiveness and goals, if and how these organizations collaborate with each other and the effectiveness of this collaboration. NGO’s, grassroots, local and even international organizations are an increasingly important actor in relation to such issues as policy making, group rights, social participation and justice. For this reason I was interested in looking at the social organizations working with the Peruvian migrant community in Santiago, Chile. Social organizations not only represent this specific migrant community, but they often play a significant role in determining how this community is viewed and the debates surrounding it. I suggest that although organizations and interest groups exist as an alternative form of representation (versus what historically was the State), these same organizations can also determine the problems and debates that may ultimately characterize the situation and opportunities of the Peruvian migrant communities in Chile.
