Therefore, lectures, seminars, and projects should not only focus on transfer of knowledge, but also offer incentives for (self-)education. If this comes to happen, “broadening one’s horizon” may well be taken literally: A political science and economics major from the Northwest of Germany being shipped to the University of Nebraska in Lincoln or a postgraduate student of German studies from Grand Island, Nebraska be- ing transferred from the University of New Mexico in Albuquerque being transferred to Graz University in Austria. Such experiences will not only have a lasting effect on the individual in question, but can also lead them to choose a research topic, where interdisci- plinary methods and intercultural perspectives can be brought together. At its worst, such an attempt ends as a dubious mixture, neither flesh nor bone. At its best, a new perspective is applied and new insights are to be gained – as is shown in this paper. During her studies in Austria, Kristine Sue Ankenman became interested in the strongly disputed concept of Austrian neutrality and as a researcher with a broad background in political science as well as in German studies she started to wonder, why there was so much discussion going on and so little formal change seemed to happen. Looking for an explanation for such a non- development, she became familiar with Kingdon’s model of policy windows. Using Kingdon’s concept as an analytical instrument, Ankenman, a former colleague from the University of Nebraska, was able to explain, why neutrality has been discussed for a long time, how it has been changed and re- contextualized, and why it will continue to exist. In the fall of 2005, her research has been accepted as a master thesis in German Studies at the University of Mexico. Abstract By the time Austria prepared to join the European Union on Jan. 1, 1995, neu- trality law and policy had been adapted, modified, and “re-contextualized” to the point where many policy experts maintained, that it existed only as a law on paper. Yet public opinion is still overwhelming in avour of continued neutrality. This dissonance between public perceptions and governmental avourtives came to a head in 2005, when amidst constitutional reform; the Austrian constitutional convention uncovered a conflict between the Neu- tralitätsgesetz and BV-G BGBl Art. 23f. While conditions in 2005 initially appeared to avour change to constitu- tional neutrality, this did not happen.

A Permanently Neutral State in the Security Council HERIBERT FRANZ KOECK* On October 20, 1972, the Republic of Austria was elected, by the General Assembly of the United Nations, a non-permanent member of the Security Council.' This was the first time that a permanently neu- tral state had obtained a seat in the Council, which, since the advisory opinion of the International Court of Justice on the Competence of the General Assembly for the Admission of a State to the United Na- tions,2 must be considered the leading political organ of the United Nations. This recent step in the development of the United Nations position towards neutrality was certainly not foreseen by the founding fathers of the Charter.

Reviewed by Peter Utgaard (Cuyamaca College)Published on HABSBURG (January, 2011) Commissioned by Jonathan Kwan Remembrance in Vienna In the early 1980s, historian Robert Knight discovered the 1948 cabinet papers where the Austrian leaders discussed the question of restitution for Jewish victims of the Nazi regime in Austria. Knight’s revealing of the words of Interior Minister Oskar Helmer--“I am in favor of dragging this matter out”-- spelled out exactly how Austrian policy would function. After publication of Knight’s book (resisted by the government), Helmer’s phrase became part of Austria’s political lexicon.[1] Knight’s find was concrete evidence of a postwar political culture that was dominated by what historians would later call the victim myth, victim thesis, and other names. In postwar Austria, the political system and the government was characterized by Proporz, the power sharing and divvying of patronage spoils by the two main political parties, the Socialist Party of Austria (SPÖ) and the conservative Austrian People’s Party (ÖVP). The rebirth of an independent Austria, reversing the Nazi annexation of 1938, came courtesy of the Four Powers who had defeated Nazi Germany. The political leadership in Austria seized this opportunity and immediately adopted a doctrine that Austria and most Austrians were unequivocal victims of Nazi Germany.

This dissertation empirically investigates the activities of three neutral states in the Second World War and determines, on a purely economic basis, these countries actually employed realist principles to ensure their survival. Neutrals maintain their independence by offering economic concessions to the belligerents to make up for their relative military weakness. Depending on their position, neutral countries can also extract concessions from the belligerents if their situation permits it. Despite their different starting places, governments and threats against them, Spain, Sweden and Switzerland provided similar types of political and economic concessions to the belligerents.

The electorate remained divided into three political camps—socialist/Marxist, Catholic, and nationalist/liberal—but cooperation replaced extreme political polarization. Despite his anti-Soviet reputation, Renner was chosen by the Soviet leaders to form and head a provisional government, apparently believing the aging politician would be an easily manipulated figurehead. Renner, however, established authority based on his leadership role in the last freely elected parliament, not on the backing of the Soviet Union. On April 27, 1945, the provisional government issued a decree nullifying the Anschluss and reestablishing an independent, democratic Republic of Austria under the 1920 constitution as amended in 1929. The country was occupied by the Allies on May 9, 1945 and under the Allied Commission for Austria established by an agreement on July 4, 1945, it was divided into Zones occupied respectively by American, British, French and Soviet Army personnel, with Vienna being also divided similarly into four sectors.

    THE UNITED STATES AS A NEUTRAL CHARLES CHENEY HYDEt I BEFORE the close of the eighteenth century, the United States was confronted with a problem, the solution of which was fraught with momentous consequences. The question was how it should comport itself in the course of the wars which were afflicting Europe and in which Great Britain and France were engaged. If the United States deemed itself to be truly independent, rather than under the suzerainty or wardship of a European power, and claimed supremacy over territory acknowledged to be its own, could it properly permit the French Gov- ernment to fit out and commission privateers in its territory or to hold prizes therein?. Conversely, was there a duty on the part of a belligerent towards the United States to desist or refrain from such conduct? It fell to Washington and his Cabinet to steer a straight course, and to Jefferson, in particular, to make it known. The views that Jefferson then expressed have not ceased to be significant. He took a simple stand; and his taking it made a lasting impression abroad. He informed the French Minister in 1793 that such conduct was "incompatible with the terri- torial sovereignty of the United States," declaring it to be the right of every nation to prohibit acts of sovereignty from being ex- ercised by any other within its limits, and the duty of a neutral nation to prohibit such as would injure one of the warring Powers; that the granting military commissions, within the United States, by any other authority than their own, is an infringement on their sovereignty, and particularly so when granted to their own citizens, to lead them to commit acts con- trary to the duties they owe their own country; that the departure of vessels, thus illegally equipped, from the ports of the United States, will be but an acknowledgment of respect, analagous to the breach of it, while it is necessary on their part, as an evidence of their faithful neutrality.1 Jefferson thus disclosed the root of a neutral's obligation.

    OECD Review of Policies to Improve the Effectiveness of Resource Use in Schools Country Background Report for Austria Prepared by Michael Bruneforth, Bernhard Chabera, Stefan Vogtenhuber, Lorenz Lassnigg Autumn 2015 This report was prepared by the Ministry of Education and Women’s Affairs (BMBF), the Federal Institute for Educational Research, Innovation & Development of the Austrian School System (BIFIE) and the Institute for Advanced Studies (IHS) as an input to the OECD Review of Policies to Improve the Effectiveness of Resource Use in Schools. The OECD and the European Commission (EC) have established a partnership for the project, whereby participation costs of countries which are part of the European Union’s Erasmus+ programme are partly covered. The participation of Austria was organised with the support of the EC in the context of this partnership. The report responds to guidelines the OECD provided to all countries and it aimed to prepare for the country visit of the OECD review team to Austria in June 2015. You might say that punk has played a pivotal role in my life. Needless to say, I have also seen a great deal of media misrepresentation over the years. I completely agree with Craig O’Hara’s perception when he states in his fine introduction to American punk rock, self-explanatorily entitled The Philosophy of Punk: More than Noise, that “Punk has been characterized as a self-destructive, violence oriented fad [...] which had no real significance.” (1999: 43.) He quotes Larry Zbach of Maximum RockNRoll, one of the better known international punk fanzines1, who speaks of “repeated media distortion” which has lead to a situation wherein “more and more people adopt the appearance of Punk [but] have less and less of an idea of its content.
