Bericht des Landesrechnungshofes über die Vertragliche Regelung des Landes mit der ASFINAG Oktober 2005 LRH – 3 -92 /6 - 200 5 Landesrechnungshof ASFINAG K u r z f a s s u n g Das Land Salzburg und die ASFINAG (Autobahnen - und Schnellstraßen - Finanzierungs -AG) haben mit W irkung 1. Jänner 1997 eine vertragliche Reg e- lung (Werkvertrag) betreffend „die Verwaltung und Erhaltung von Autobahnen und Schnellstraßen im Bunde sland Salzburg“ getroffen. Diesem Vertrag zufolge hat das Land Salzburg bestimmte Leistungen (Projek t- manageme nt, betriebliche Erhaltung u.a.) zu erbringen. Die ASFINAG entrichtet dafür dem Land je nach Art der Leistung ein entsprechendes Entgelt. Der Landesrechnungshof prüfte insbesondere die Abwicklung der Akontoza h- lungen sowie die Richtigkeit der Schlussabrechnungen. Dabei wurde festgestellt, dass die von der A SFINAG geleisteten Akontozahlungen in mehreren Fällen nicht fristgerecht erfolgten. Auch bei den vom Land vorzulegenden Schlussab- rechnungen lagen in einzelnen Fällen gerin gfügige Verzögerungen vor ; bei de n Abrechnungen selbst waren keine Mängel fes tzustellen . Entsprechend dem Ergebnis der Schlussabrechnung entstand entweder für das Land oder für die ASFINAG eine Zahllast. Für die Bereiche „Projektmanag e- ment“ und „Netto -Normkosten“ wurde je eine Schlussabr echnung jährlich erstell t; für den Bereich „ betriebliche Erhaltung“ sah der Vertrag alle zwei Jahre eine A b- rechnung vor . Der Ausgleich der Zahllast erfolgte durch das Land im Einzelfall mit einer Verspätung von über einem Jahr; durch die ASFINAG erfolgte d er Au s- gleich mit einem Verzug von bis zu knapp drei Mon aten. Die Prüfung der im Jahr 2004 abgewickelten Vergabeverfahren im Bereich der „betrieblichen Erhaltung“ ergab keine Mängel. -

HADLOW CONSERVATION AREAS Introduction The objective of the Hadlow Conservation Areas Appraisal is to analyse and record the special character of the Conservation Areas. The Hadlow High Street Conservation Area was originally designated in 1972. Following an assessment of the conservation area boundary, the Borough Council proposes to update it to include new areas and exclude others. Aseparate Conservation Area at The Freehold is also proposed. The appraisal covers the areas within the revised High Street Conservation Area boundary, together with the proposed additional Conservation Area, and provides further details to assist with the interpretation and use of planning policies. It will help guide the Council in making planning decisions on planning applications and to this end will be adopted for development control purposes. It is intended that this appraisal will inform and influence the activities of the Council and other bodies (e.g. Kent County Council and other statutory agencies), where these impact on the Conservation Areas. It will also assist in the identification of any APPRAISAL programmes of action that are considered appropriate by these bodies, subject, of course, to financial limitations and other priorities they may have. Importantly, it is hoped that the appraisal will prove to be of help to residents, businesses and landowners. For anyone proposing new development or changes within the Conservation Areas, the appraisal should be read in conjunction with the Borough Council’s Conservation Area Advice Note. This includes guidance on the broad issues to be considered and the special controls that apply in Conservation Areas. AREAS As the purpose of this appraisal is to describe the character of the area, it does not include a detailed description of every feature or building. -

Band IV Klaus Reinhold Chronik Arnstadt 704 - 2004 1300 Jahre Arnstadt 2. erweiterte und verbesserte Auflage Teil 4 (Fortsetzung) Hebamme Anna Kessel (Weiße 50) verhalf am 26.10.1942 dem viertausendstem Kind in ihrer langjährigen beruflichen Laufbahn zum Leben. 650 „ausgebombte“ Frauen und Kinder aus Düsseldorf trafen am 27.10.1942 mit einem Son- derzug in Arnstadt ein. Diamantene Hochzeit feierte am 28.10.1942 das Ehepaar Richard Zeitsch (86) und seine Ehefrau Hermine geb. Hendrich (81), Untergasse 2. In der Nacht vom Sonntag, dem 1. zum 2.11.1942, wurden die Uhren (um 3.00 Uhr auf 2.00 Uhr) um eine Stunde zurückgestellt. Damit war die Sommerzeit zu Ende und es galt wieder Normalzeit. Zum ersten Mal fand am 14.11.1942 in Arnstadt eine Hochzeit nach dem Tode statt. Die Näherin Silva Waltraud Gertrud Herzer heiratete ihren am 9.8.1941 gefallenen Verlobten, den Obergefreiten Artur Erich Hans Schubert mit dem sie ein Töchterchen namens Jutta (7 30.8.1939 in Arnstadt) hatte. Die Heirat erfolgte mit Wirkung des Tages vor dem Tode, also 8.8.1941. Die Tochter wurde „durch diese Eheschließung legitimiert“. 1943 Der Sturm 8143 des NS-Fliegerkorps baute Anfang 1943 auf dem Fluggelände Weinberg bei Arnstadt eine Segelflugzeughalle im Werte von 3500 RM. Die Stadt gewährte einen Zuschuß von 1000 RM und trat dem NS-Fliegerkorps als Fördermitglied mit einem Jahres- beitrag von 100,00 RM bei. Der fast 18-jährige Schüler Joachim Taubert (7 24.2.1925 in Arnstadt) wurde am 6.1.1943, 9.00 Uhr, in der Wohnung seiner Mutter, der Witwe Gertrud Elisabeth Taubert geb. -
