A.K. Motswana The Integrated Development Plan (IDP) marks another step in the on-going quest for continuous improvement. Opposed from just being a mechanistic made- for-the-shelf product; we want to continue to use this IDP 2018/2019 as the principal strategic planning instrument which guides and informs all planning and development, and all decisions with regard to planning, management and development, in the Mamusa Local Municipality. It is in that context that we will continue giving our IDP life. This IDP review process (2018/2019) is built on past work, our experience in governing Mamusa Local Municipality, and the inputs of our citizens through continuous interaction. While the annual review of the IDP is legislated, it is also critical for the Mamusa Municipal Council’s planning to consistently update these plans and to continue communicating with our stakeholders. The review further allows the Mamusa Municipal Council to address emerging challenges and political priorities. Mamusa Municipal Council will not discard the information contained in the 2017-2022 five-year IDP approved in 2017 but through the annual review of the IDP it will seek to give implications and annual meaning of the five-year IDP. In essence, the annual review is used as a tool to help realize the medium to long-term objectives of the municipality. Mamusa Municipal Council will continue to use the IDP as a roadmap to help meet community needs, while ensuring continued growth, equality and empowerment of the poor. I trust that this IDP will serve to stimulate and synergize our partnership with our colleagues in government, the people of Mamusa and all those who live, work, study, do business and play in our Villages, Townships and Small Dorpies - not by prescribing and regulating but by outlining a common vision on which to build “…the best Mamusa by using all available resources sustainably to the benefit of the community in a growing and a thriving Municipality.” __________________________ Cllr. MOTSWANA MAYOR Page 12 of 176 (ii) Overview by the Accounting Officer The Integrated Development Plan (IDP) is the principal strategic planning instrument which guides and informs all planning, budgeting, management and decision – making processes in a municipality. It is with great pleasure to present to the communities of Mamusa Municipality the Fourth Generation Integrated Development Plan (IDP) 2018/2019, in the first term of office for our principals. The Republic of South Africa’s Constitution of 1996 places great responsibility on us local government, to provide services to the people in our municipal area. Ours is therefore to ensure provision of sustainable services to our communities, community involvement and participation in matters of local government. The following provisions in the Constitution sum up our key responsibilities as local government. The Republic of South Africa’s Constitution, 1996, section 153 refers to the developmental duties of municipalities as follows: a) A municipality must structure and manage its administration and budgeting and planning processes to give priority to the basic needs of the community, and to promote the social and economic development of the community, and b) Participate in national and provincial development programs. The process of developing Integrated Development Plans aims to make these constitutional provision a reality, hence as a municipality we have undertaken continuous consultative processes with our communities.
