1 ANEXO 4 LA TRAGEDIA EN LA REGIÓN FRONTERIZA DE COAHUILA: ALLENDE, LOS CINCO MANANTIALES Y PIEDRAS NEGRAS Manuel Pérez Aguirre y Anuar Ortega Galindo El estado de Coahuila se ubica en el noreste de la República Mexicana, en la frontera con Estados Unidos. Al norte colinda con el estado de Texas, al este con Nuevo León, al sur con San Luis Potosí, Zacatecas y Durango, y al oeste con Chihuahua. Es la tercera entidad más extensa del país, con una superficie de 151 751 km2, que representa 7.74% del territorio nacional, apenas detrás de Chihuahua y Sonora. Coahuila de Zaragoza, nombre oficial del estado, tiene 38 municipios y su capital es Saltillo. Para 2010, según el Censo de Población y Vivienda del INEGI 2010,1 la población del estado era de 2 748 391, lo que representaba 2.5% de la población nacional. La distribución por género era de 53.3% de hombres y 46.7% de mujeres. El municipio de Saltillo, situado en la frontera con Nuevo León, San Luis Potosí y Zacatecas, es el más poblado; en el año de referencia concentró 26.4% de la población estatal, seguido por Torreón, con 23.3%, y Monclova, con 7.9%. Según el INEGI, cada uno de estos municipios pertenece a una región metropolitana distinta; el primero a La Laguna, que también incluye a los municipios de Matamoros, Gómez Palacio y Lerdo (los dos últimos pertenecen a Durango); el municipio de Saltillo da nombre a otra región metropolitana, que también incluye a los de Arteaga y Ramos Arizpe; en tanto, los municipios de Monclova, Castaños y Frontera integran la zona de Monclova- Frontera; el estado tiene otra zona metropolitana, la de Piedras Negras, integrada por el municipio del mismo nombre y el de Nava. -

Venustiano Carranza, A Violation of the Sovereignty of Mexico, 1916 As Venustiano Carranza attempted to consolidate power, one of his most well-known and popular backers, Francisco ‘Pancho’ Villa, turned against him. Though a brilliant strategist, Villa was unable to keep Carranza’s much larger forces from overwhelming his own troops. In desperation, and remembering that Carranza had said he would fight U.S. occupying forces in Veracruz, even though they had been initially been sent to help him, Villa hoped to provoke a U.S. invasion and attacked the town of Columbus, New Mexico. He hoped that Carranza would fight the United States, and that conflict would give him time to regroup and gain momentum against a weakened Carranza. Woodrow Wilson responded as Villa had hoped and authorized an invasion of northern Mexico to find Villa. In this document Carranza’s responds to the invasion. 1. The Mexican Government has just been informed that a group of American troops, crossing the international boundary, has entered Mexican territory and is at the present time near a place called El Pino, located about sixty miles south of the line. The crossing of these troops effected again without the consent of the Mexican Government gravely endangers the harmony and good relations which should exist between the Governments of the United States and Mexico. This Government must consider the above action as a violation of the sovereignty of Mexico, and therefore it requests in a most urgent manner that the Washington Government should consider the case carefully in order to definitely outline the policy it should follow with regard to the Mexican Nation. -

MEMORIA SOBRE LAS PROVINCIAS DE SONORA, SINALOA y LAS CALIFORNIAS (1820), POR MIGUEL RAMOSARIZPE Introducción y notas de Juan Domingo VmARGAS DEL MORAL Mientras que en el escenario político de la metropóli española y en casi todas sus colonias americanas la segunda década del siglo XIX se signi- ficÓ como un periodo de fuerte actividad política por el influjo de los trabajos parlamentarios desarrollados en las Cortes de Cádiz, las pro- vincias noroccidentales de la Nueva España parecían permanecer igno- radas <:>poco atendidas por los diputados participantes en las delibera- ciones gaditanas. Durante el primer ciclo constitucional (1809-1814:) se pueden citar apenas uno o dos decretos que concernían a esa región y fue hasta diciembre de 1820 que surgió a la luz un documento más amplio y de factura formal que llevó por título el de Exposición o Memoria sobreel estadonatural, civil y político militar de las provincias de Sonora, Sinaloa y las Californias. Esta Memoria se debe a la pluma y al ánimo inquieto de Miguel Ra- mos Arizpe cuya carismática personalidad le hizo destacarse entre los diputados americanos que participaron en la sesiones de Jas Cortes de Cádiz y en la elaboración de la Constitución de 1812. Nacido en San Nicolás de ras Labores, hoy Ramos Arizpe, cerca de Saltillo, siguió la carrera eclesiástica y luego de una complicada época de su vida en Monterrey se trasladó a la ciudad de México donde concluyó sus estu- dios universitarios hasta titularse como abogado en agosto de 1810. La agitada marea política de aquellos tiempos le permitió un rápido acceso a la vida pública c\lando en la península ibérica se convocó a las Cortes para elaborar una Constitución con la participación de diputados de to- das las provincias del imperio. -

Inspiration for this thesis comes from a desire to understand an important participant of the Revolution, Venustiano Carranza, whose story deserves further investigation because of his catalytic role in the ten-year conflict. This thesis poses the argument that fluctuations in the rhetoric of Carranza’s Constitutionalist campaign reflect a sense of willingness on his part to adapt strategically to new contexts; however, to show deep conviction, he always stood behind a platform that was characterized by an unwavering faith in the political doctrine of constitutionality.
