C 82/2 EN Official Journal of the European Union 16.3.2011 V (Announcements) ADMINISTRATIVE PROCEDURES EUROPEAN COMMISSION Calls for proposals under the 2011 work programme ‘People’ of the Seventh EC Framework Programme for Research, Technological Development and Demonstration Activities (2011/C 82/02) Notice is hereby given of the launch of calls for proposals under the 2011 work programme ‘People’ of the Seventh Framework Programme of the European Community for Research, Technological Development and Demonstration Activities (2007 to 2013). Proposals are invited for the following calls. Further details can be found on the EPSO website http://eu-careers.eu C 82/4 EN Official Journal of the European Union 16.3.2011 PROCEDURES RELATING TO THE IMPLEMENTATION OF THE COMMON COMMERCIAL POLICY EUROPEAN COMMISSION Notice of the expiry of certain anti-dumping measures (2011/C 82/04) Further to the publication of a notice of impending expiry ( 1 ) following which no request for a review was lodged, the Commission gives notice that the anti-dumping measure mentioned below will shortly expire. Since in this case the number of Union producers affected by potential dumping is very high and many of them are SMEs, the Commission considered appropriate to monitor for one year the evolution of the imports of footwear with uppers of leather originating in the People's Republic of China and Vietnam and of imports of footwear with uppers of leather consigned from Macao SAR, with a view to facilitate swift appropriate action should the situation so require. This notice is published in accordance with Article 11(2) of Council Regulation (EC) No 1225/2009 of 30 November 2009 ( 2) on protection against dumped imports from countries not members of the European Community. On 8 March 2011 the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 ( 1) by which the undertakings ENI SpA (‘ENI’, Italy) and AcegasAps SpA (‘AcegasAps’, Italy) acquire, within the meaning of Article 3(1)(b) of the Merger Regulation, joint control of the business division of Isontina Reti Integrate e Servizi SpA (‘Target’, Italy) active in the distribution and retailing of gas and electricity, by way of purchase of shares. 2. The business activities of the undertakings concerned are: — ENI: the ENI group carries out, also through numerous subsidiaries, global operations in the petroleum, natural gas, electricity, petrochemicals, finance, engineering and services sectors, — AcegasAps: operates in the management and distribution of water, electricity and gas, in the collection and processing of waste and in the main municipal services, primarily in and around Trieste and Padua, — Target: is active in the distribution and retailing of gas and electricity in some local areas of the province of Gorizia. 3. On preliminary examination, the Commission finds that the notified transaction could fall within the scope the EC Merger Regulation. However, the final decision on this point is reserved. 4. The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission. Observations must reach the Commission not later than 10 days following the date of this publication. On 10 March 2011, the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 ( 1) by which the undertakings EDF Trading Logistics (‘EDFT-L’, France) belonging to the EDF Group (‘EDF’, France) and Sea-Invest MONTOIR (‘SIM’, France) belonging to the Sea-Invest Group (‘Sea-Invest’, Belgium) acquire within the meaning of Article 3(1)(b) of the Merger Regulation joint control of Opérateur du Terminal Charbonnier de Montoir (‘OTCM’, France) by way of purchase of shares in a newly created company constituting a joint venture. 2. The business activities of the undertakings concerned are: — EDF: wholesale generation and supply of electricity; retail transmission, distribution and supply of electricity, — EDFT-L: logistics services for dry-bulk commodities and fuel, — Sea-Invest: land and sea transport, logistics and freight handling services, — SIM: freight handling services in the Loire estuary, — OTCM: Operation of the Montoir-de-Bretagne coal terminal at the Grand Port Maritime de Nantes Saint- Nazaire. 3. On preliminary examination, the Commission finds that the notified transaction could fall within the scope of the EC Merger Regulation.
