S~~RY: This dataset contains information on every in Chicago Police Department analysis files for the years 1965-1981. Data are provided on place of homicide, sex, race, and age of victim, time of occurrence, type of weapon used, age, race, and sex of offender, and relationship of victim to the offender. CLASS IV

UNIVERSE: All homicides in Chicago Police Department murder analysis files from 1965 through 1981. NOTE: Because the data were collected in many stages by many people over a long period of time, the codes used have undergone repeated reV1Slons. In most cases, these revisions have been added to the coding categories without changing the existing codes. Some variables were added to the study in later years. This is especially true of variables attempting to capture sentence information, which was very seldom present in the Chicago Police Department analysis reports. Geographical location was collected differently in different years. From 1971 through 1976, a north-south and east-west grid code was used. After 1976, an actual address was written on the codesheet. This address was later converted to a "pin map" location using the Census DIME Files, producing a new geographical data file.

Th is codebook was the basis for the collection of data on every hvmicide in Chicago Police Department (CPD) murder analysis repor~ flles from 1965 through 1981, a total of 12,875 incidents. The codebook will be helpful for those who want to use this data set for their own analysis, and for those interpreting the details of analysis conducted by others. In addition, the codebook will be useful to anyone designing a similar study of homicide. Data Collection Data collection for 1965-1970 began in 1968. Additional data collection continued periodically through 1982. It has been pos­ sible only with the close cooperation, over the years, of the Chicago Police Department, in particular, former Superintendent James Rochford, former Deputy Superintendent Michael Spiotto, former Homicide Division Commander Joseph DiLeonardi, Homicide/Sex Division Commander Rudolph E. Nimocks (now Commander of Area 4 Detective Division), former Superintendent Richard Brzeczek, Deputy Superintendent Thomas J. Lyons, Chief William Hanhardt, Lieutenant Michael Caccitola, Sergeant Timothy Tidmarsh and former Detective Patrick Conway. Homicide data from 1965 through 1976 were collected under the supervision of Franklin E. Zimring of the Center for Studies in Criminal Justice of the University of Chicago Law School, and Richard L. Block of Loyola University of Chicago. Data~collection was supported, in part, by PHS Grant No. 1R01M27575, NIMH, to the Center for Studies of Crime and Delinquency. -- Homicide data from 1977 and 1978 were collected under the su­ pervision of Richard .Block; collection of 1979 through 1981 data was supervised by Richard Block and Carolyn Rebecca Block, and was supported by Bureau of Justice Statistics Grant No. 3960D to the Illinois Law Enforcement Commission, now the Illinois Criminal Justice Information Authority. Those who participated in data collection and coding over the years included Ruth O'Brien-Perrin, John Piegore, Ronald Gilbert I Nancy Haverfield, Ted Nagengast, Barbara Gilloley and Keith Cooprider. Consistency of Codes Over Time Because the data were collected in many stages by many people over a long period of time, the codes used have undergone repeated revision. In most cases, these revisions added to the coding categories. They did not change the existing codes. For example, the coders of 1965 homicides began with a list of categories of weapon. When a coder came across a weapon not on the list, after consul tation with the coding supervisors, that weapon would be added to the list. In this way, the number of categories for weapon, relationship and place expanded until each has close to 100. Some of these categories, as it turned out, occurred only

1 once or twice. In actual analysis, it is easy to combine all of the codes into broader categories. Some variables were added to the study in later years. This is esp~cially true of variables attempting to capture sentence in­ format:on. which was very seldom present in the CPO analysis report. The best outcome information is "Outcome of Grand Jury or Preliminary Hearingll (column 69), which began to be collected in 1971, and had additional categories added in 1977. The "Codes" and the "Notes" sections of this codebook include details of available information by year. Geographical location was collected differently in different years. From 1971 through 1976, a north-south and east-west grid code was used. After 1976, actual address was written on the codesheet. This address was later converted to a "pin map" loca­ tion using the Census DIME file, producing a new geographical data file. This codebook does not apply to the new geographical file. For information about the geographic data, see Richard Block. For most years, data reflect information available in mid-1982, even though the data were originally collected earlier. For the years 1971 through 1978, Authority staff updated the coding by searching police department files for cases that had not been cleared at the time of the original coding, but were cleared by 1982. (Because of the ID used, this would have been very difficult to do for the years 1965 to 1970.) For these cas-es, additional a\·ailable information was collected. Information about case outcome, in particular, was updated. Organization of this Codebook The major section of this report is the codebook itself, con­ sisting of detailed coding instructions and categories for each piece of information gathered over the years. Since the coding was done by many people over a long period of time, categories were added to some variables and new variables were also added. Therefore, the codebook details specific categories or variables that apply to only some of the 1965 to 1981 years. These and other problems with data interpretation are detailed in the "Notes" section.

Following the "Codes II and the "Notes" sections, the report includes a listing of the program that created the SPSSx system file at the Authority. This is followed by frequency tables for all variables, including recoded, corrected, and constructed vari­ ables. In addition, the report includes a bibliography of publications that have used the Chicago homicide data.

Teen/Youth The CPO designates as a teen or youth Gang gang-related homicide any homicide in (Code 4) which the motive for the killing was re­ lated to gang acti vi ty . Although it is frequently stated in the press and else­ where that CPO uses gang membership as the criterion for classifying a crime as gang-related: thi~ is a misconception. CPO has used motive, not gang membership as the criterion since at least the mid-1970s and probably before. For ex­ ample, if witnesses say the offender as­ y;:ed the victim for his or her gang af­ filiation and then shot the victim, the murder would be counted as a gang murder, even if the victim was not a gang member. An innocent victim killed in the cross­ fire of a gang shoot out or the purposeful killing ot the innocent sister of a gang member to punish the gang member would both be classified as teen/youth gang­ related. On the other hand, if two gang members enter into an altercation over some subject not related to the gangs and one kills the other, the murder would not be counted as a gang murder. Therefore, gang membership is !l.2.1 a criterion for classifying a homicide as gang-related. In a questionable case, the decision to classify a homicide as teen/youth gang­ related is conservative. If no clear evi­ dence of a gang-related motive exists, the case is not classified as gang­ related. The ages of the offender and victim are not criteria in the teen/ youth gang decision. FIGHT Coded 1 if the homicide was not a felony (see above) and the victim/offender relationship was-not a mystery. PRECIP This variable combines all available in­ formation about the events that precipitated the homicide. A rape homicide (male or female sexual assault) that was also a robbery and/or a burglary is coded here as a rape homicide (code 2) . A robbery homicide that was also a burglary is coded here as a robbery (code 3) .
