[email protected]. Chapter 1 INTRODUCTION What is the Comprehensive Plan? The Comprehensive Plan identifies what has happened to make the town what it is today and what is happening that will change the town in the future. And, more importantly, the plan is a public statement of what we like about Fryeburg, and what we would like our town to become in the future. The Comprehensive Plan should be thought of as a blue print or a road map. It is a guide that, if used properly, will help us to achieve our community goals. The Comprehensive Plan does not attempt to understand and plan for the ultimate development or ―build-out‖ of the town, rather it recognizes the planning process as a continuing process and that various parts of the plan are subject to refinement, periodic review, and updating so as to be of constant value. Why should we have a Comprehensive Plan? As the town grows, changes in land use - housing developments, commercial developments, and so forth - tend to change Fryeburg.
