WEAPONIZED HUMOR: THE CULTURAL POLITICS OF TURKISH-GERMAN ETHNO-COMEDY by TIM HÖLLERING B.A. Georg-August Universität Göttingen, 2008 M.Ed., Georg-August Universität Göttingen, 2010 A DISSERTATION SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (Germanic Studies) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) June 2016 © Tim Höllering, 2016 Abstract My thesis aims to show how the humor of Turkish-German ethno-comedians fulfills a double purpose of entertaining its audience while advancing a cultural political agenda that Kathrin Bower called “transnational humanism.” It includes notions of human rights consensus, critical self-reflection, respect, tolerance, and openness to cultural diversity. Promoting these values through comedy, the artists hope to contribute to abating prejudice and discrimination in Germany’s multi-ethnic society. Fusing the traditional theatrical principle of “prodesse et delectare” with contemporary cultural politics, these comedians produce something of political relevance: making their audience aware of its conceptions of “self” and “other” and fostering a sense of community across diverse cultural identifications. My thesis builds mainly on the works of Kathrin Bower, Maha El Hissy, Erol Boran, Deniz Göktürk, and Christie Davies. Whereas Davies denies humor’s potential for cultural impact, Göktürk elucidates its destabilizing power in immigrant films. Boran elaborates this function for Turkish-German Kabarett. El Hissy connects Kabarett, film, and theater of polycultural artists and ties them to Bakhtin’s concept of the carnivalesque and the medieval jester. Bower published several essays on the works of ethno-comedians as humorous catalysts for advancing a multiethnic Germany. -

Mario Draghi: Laudatio for Theo Waigel Speech by Mr Mario Draghi, President of the European Central Bank, in honour of Dr Theodor Waigel, at SignsAwards, Munich, 17 June 2016. * * * James Freeman Clarke, a 19th century theologian, once observed that “a politician is a man who thinks of the next election, while a statesman thinks of the next generation”. This captures well why we are here to honour Theo Waigel today. Theo Waigel’s political career cannot just be defined by the elections he won, however many there were during his 30 years in the Bundestag. Nor can it be defined by his time as head of the CSU and as finance minister of Germany. It is defined by his legacy: a legacy that is still shaping Europe today. He became finance minister in 1989 at a turning-point in post-war European history – when the Iron Curtain that divided Europe was being lifted; when the walls and barbed wire that divided Germany were being removed. It was a time of great hopes and expectations. But it was also a time of some anxiety. It was clear that the successful reunification of Germany would be a tremendous undertaking. And many wondered what those changes would mean for the European Community – whether it would upset the balance of power that had prevailed between nations since the war. In that uncertain setting, Theo Waigel’s leadership was pivotal – both as a German and as a European. He was one of the strongest advocates of German reunification, and was instrumental in getting Germany’s federal and state governments to finance the reconstruction and modernisation of East Germany. -

Ostracized in the West, Elected in the East – the Successors of the SED
Volume 10. One Germany in Europe, 1989 – 2009 The Red Socks (June 24, 1994) The unexpected success of the successor party to the SED, the Party of Democratic Socialism (PDS), at the ballot box in East Germany put the established (Western) parties in a difficult situation: what response was called for, ostracism or integration? The essay analyzes the reasons behind the success of the PDS in the East and the changing party membership. The Party that Lights a Fire Ostracized in the West, voted for in the East – the successors to the SED are drawing surprising support. Discontent over reunification, GDR nostalgia, or a yearning for socialism – what makes the PDS attractive? Last Friday, around 12:30 pm, a familiar ritual began in the Bundestag. When representative Uwe-Jens Heuer of the PDS stepped to the lectern, the parliamentary group of the Union [CDU/CSU] transformed itself into a raging crowd. While Heuer spoke of his party’s SED past, heckling cries rained down on him: “nonsense,” “outrageous.” The PDS makes their competitors’ blood boil, more so than ever. Saxony-Anhalt votes for a new Landtag [state parliament] on Sunday, and the successor to the SED could get twenty percent of the vote. It did similarly well in the European elections in several East German states. In municipal elections, the PDS has often emerged as the strongest faction, for example, in Halle, Schwerin, Rostock, Neubrandenburg, and Hoyerswerda. A specter is haunting East Germany. Is socialism celebrating a comeback, this time in democratic guise? All of the Bonn party headquarters are in a tizzy. -

Abstract This is a novel study of the German press’ visual and textual coverage of the wars in Bosnia (1992-95) and Kosovo (1998-99). Key moments have been selected and analysed from both wars using a broad range of publications ranging from extreme-right to extreme-left and including broadsheets, a tabloid and a news-magazine, key moments have been selected from both wars. Two sections with parallel chapters form the core of the thesis. The first deals with the war in Bosnia and the second the conflict in Kosovo. Each section contains one chapter on the initial phase of the conflict, one chapter on an important atrocity – namely the Srebrenica Massacre in Bosnia and the Račak incident in Kosovo – and lastly a chapter each on the international involvement which ended the immediate violence. -

While a scandal usually has negative consequences for the ones being accused of a transgression, political opponents and even media outlets may benefit. Anecdotal evidence suggests that certain scandals could be orchestrated, especially if they are reported right before an election. This study examines the timing of news coverage of political scandals relative to the national election cycle in Germany. Using data from electronic newspaper archives, we document a positive and highly significant relationship between coverage of government scandals and the election cycle. On average, one additional month closer to an election increases the amount of scandal coverage by 1.3%, which is equivalent to an 62% difference in coverage between the first and the last month of a four- year cycle. We provide suggestive evidence that this pattern can be explained by political motives of the actors involved in the production of scandal, rather than business motives by the newspapers. -

1 Final Report for NATO Fellowship March 1998 Mary N Hampton University of Utah I have completed the work for my 1997-1998 NATO Research Fellowship. Because of the fellowship, I was able to finish critical secondary research and conduct many useful discussions in Germany with relevant academics and with current and past German foreign policy and security elites. My project, "The German Conception of Security: an Examination of Competing Views", has resulted in three major research papers, one which is already published, and two that are accepted for publication or under contract. I will return to these research papers below. Aside from NATO's generous assistance, the Konrad Adenauer Stiftung in Sankt Augustin and the Hessische Stiftung fuer Friedens und Konflikt Forschung (HSFK), Frankfurt, were especially helpful in allowing me to carry out my research. I had offices in both institutes. The libraries in both were very useful. The HSFK has a fine collection of security journals, including the most important ones in English and German. It also has a good collection of the German party publications, which were most helpful to my work. However, most important to my project was the interaction I had with analysts and scholars at the two institutions. I am very grateful to Dr. Harald Mueller, the Director of the HSFK, for his generous assistance, and to other analysts at the institute who read my work and discussed it with me, and who helped me obtain interview partners critical to my work. Ausblick. Liebe Bürgerinnen und Bürger, eine Hochzeit stellt man sich irgendwie romantischer vor: Per „Verordnung Nr. 46“ der britischen Militärregierung wird am 23. August 1946 die „Operation 70 Jahre NRW – Marriage“ vollzogen – Memorandum und Bindestrich machen aus den bisherigen preußischen Provinzen Rheinland und Westfalen das neue Land Nordrhein- Westfalen. Wenige Monate später stößt das Land Lippe dazu, und NRW – wie wir es heute kennen – ist komplett. Staunende Düsseldorfer erfahren aus dem Radio, dass sie künftig Hauptstädter am Regierungssitz sind. All dies passiert recht glanzlos und unspektakulär. Aber was will man erwarten in einem Land, Optimistisch das nach einem grausamen Weltkrieg in Schutt und Asche liegt. Die Aufgaben sind gigantisch, und es braucht Menschen, die sich den Heraus- forderungen stellen. Die nordrhein-westfälischen Liberalen machen sich im neu konstituierten Landtag und bei der Erarbeitung der Landesverfassung von Anbeginn stark für eine freie und Soziale Marktwirtschaft – in der Überzeu- nach vorn. gung, dass nur durch Produktivität und ohne Gängelung der Wirtschaft die große Not im Land gelindert werden kann. Die Liberalen sollten Recht behalten. So wie in den folgenden sieben Jahrzehnten mit Freiheit und Demokratie, Bildung und Chancengerechtigkeit liberale Werte und das Engagement liberaler Köpfe mitgewirkt haben, unser Land Nordrhein-Westfalen zu dem machen, was es heute ist: vielfältig, weltoffen und liebenswert. 70 Jahre NRW. Das sind auch 70 Jahre liberaler Landespolitik, die in allen Berei- chen ihre deutliche Handschrift hinterlassen hat.
