Only answers provided by the GRDA Central Purchasing Unit will be considered official and valid by GRDA. 1 NOTICES/INSTRUCTIONS 1.1 INTRODUCTION This request is for information is only to assist the Grand River Dam Authority in determining how best to fulfill requirements described herein. 1.2 PURPOSE The purpose of this Request for Information (RFI) is to solicit technical and performance narratives along with suggested pricing information from vendors and identify additional supply or product resources. 1.3 BACKGROUND GRDA is looking for the design, manufacture and installation of a trash collection and management boom located at our Kerr Dam location near Locust Grove, Oklahoma. 1.4 CURRENT CIRCUMSTANCE/SITUATION The Hydropower Operations Group for the Grand River Dam Authority (GRDA) operates Kerr Dam on the Neosho River. The water management includes hydropower generation, recreation, water supply and flood control. The flow control spillway and powerhouse intake have a simple steel cable and buoy as a safety measure to reduce the potential for access to this area by boating traffic. The cable collects floating debris from flow going past the cable and thru the spillways and toward the hydropower turbines. During generation significant floating debris accumulates at the turbine intake area. The turbines have steel trash racks as a second line of defense from passage of the accumulated debris. The trash racks perform well and there is only minimal debris passing the racks. The debris is flushed downstream utilizing the spillway gates. This operation is effective but inconvenient, wastes manpower and water that would otherwise be used for generation. The cable barrier gathers large floating debris well in excess of the cables strength. Recent flooding over the past five years has resulted in complete failure of the cable twice. The loss of the barrier necessitates resetting of the cable in high flow conditions and closing the lake to boating for several miles upstream until repairs can be completed. GRDA is soliciting information to aid in the design, manufacture and install a trash collection and management boom expected to be between 2,200 feet to 2,500 feet long that will improve the management of floating debris, boat safety and public safety at Kerr Dam. The lake routinely fluctuates in level by as much as 20 vertical feet. This request for information is intended to obtain suggestions as to best value systems and mooring options with maximum safety and best cost. 1.5 RESPONSE REQUIREMENTS Please keep your response to 10 pages or less. Site Visit A mandatory site visit will be required to assess the current situation and answer questions that may not be foreseeable at the time of this request. The site visit will be held at Kerr Dam – 4221 E 545 Rd., Locust Grove, OK 74352, and is scheduled for March 11, 2020 at 10:00 AM CT. The site visit will be at the expense of the vendor and at no cost to GRDA.
