* From Indifference to 19-12-2003 17:26 Pagina 1 NORBERT BOTH NORBERT NORBERT BOTH Fr om Indifference to Entrapment to om Indifference The Yugoslav crisis represents a formidable foreign policy challenge to many Western and Islamic government bureaucracies. From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs? This study is based on interviews with key players, including former Cabinet Minis- ters, and on documents from the Netherlands Ministry to Entrapment of Foreign Affairs, made available under the Dutch ‘freedom of information act’. ISBN 90-5356-453-5 Dr. Norbert Both, formerly a research assistant The Netherlands for David Owen, now works at the Netherlands Ministry of Foreign Affairs. -

Article The Balkans of the Balkans: The Meaning of Autobalkanism in Regional Popular Music Marija Dumnić Vilotijević Institute of Musicology, Serbian Academy of Sciences and Arts, 11000 Belgrade, Serbia; [email protected] Received: 1 April 2020; Accepted: 1 June 2020; Published: 16 June 2020 Abstract: In this article, I discuss the use of the term “Balkan” in the regional popular music. In this context, Balkan popular music is contemporary popular folk music produced in the countries of the Balkans and intended for the Balkan markets (specifically, the people in the Western Balkans and diaspora communities). After the global success of “Balkan music” in the world music scene, this term influenced the cultures in the Balkans itself; however, interestingly, in the Balkans themselves “Balkan music” does not only refer to the musical characteristics of this genre—namely, it can also be applied music that derives from the genre of the “newly‐composed folk music”, which is well known in the Western Balkans. The most important legacy of “Balkan” world music is the discourse on Balkan stereotypes, hence this article will reveal new aspects of autobalkanism in music. This research starts from several questions: where is “the Balkans” which is mentioned in these songs actually situated; what is the meaning of the term “Balkan” used for the audience from the Balkans; and, what are musical characteristics of the genre called trepfolk? Special focus will be on the post‐ Yugoslav market in the twenty‐first century, with particular examples in Serbian language (as well as Bosnian and Croatian). Keywords: Balkan; popular folk music; trepfolk; autobalkanism 1. -

The data have been obtained and XML-annotated using the Python program- ming language and the libraries lyricsmas- ter/yattag. The corpus has been preprocessed and basic statistical data have been gener- ated by the XSL transformation. The diacritic restoration has been carried out in the Slovo Majstor and LeXimir tools (the latter appli- cation has also been used for generating the frequency analysis). The extraction of socio- cultural topics has been performed using the Unitex software, whereas the prevailing top- ics have been visualised with the TreeCloud software. KEYWORDS: corpus linguistics, Yugoslav rock and roll, web scraping, natural language processing, text mining. Evropski centar European Center za mir i razvoj for Peace and Development Terazije 41 Centre Européen 11000 Beograd, Serbia pour la Paix et le Développement Centro Europeo ECPD Headquarters para la Paz y el Desarrollo Европейский центр мира и развития University for Peace established by the United Nations ECPD International Conference FUTURE OF THE WORLD BETWEEN GLOBALIZATION AND REGIONALIZATION (Belgrade, City Hall, 28-29 October 2016) POST CONFERENCE SUMMARY ANNOUNCEMENT The XII ECPD International Conference examined pathways between Regionalization and Globalization as determinants for the future of the world. The asked what stands in the way of integration, whether we can simultaneously think globally and think regionally and what are the strengths and weakness in the inherent processes and present outcomes over the many domains of society (which approaches to the challenges involved could be most effective for all parts of society) and in all parts of the world. In continuation, the Balkan world received a check up and (and the pressures affecting the region were assessed and global pulse was measured. Tensions between the Russian Federation and the United States of America, migration resulting from armed conflict and poverty in the Middle East, tensions within the European Union after the UK Brexit vote, and the new strategic paradigm of macro-regionalization were high on the agenda. The role of China was agreed to be of key importance in the global system. A number of presentations / additional discussion covered the ongoing global socio-economic crisis and a description of potentially accelerating global catastrophe; the survival of humanity and man’s future together with its rough edges and the paradoxes of life; our responsibility as a precondition for peace, the new Cold War and allocation of guilt; migration as an exceedingly complex problem, peace in the Middle East and the lack of Global Governance.
