Vineyard City has elected officials and staff who work hard each day to assure that the City is running and developing smoothly and that your needs as a resident are being met. However, local government can sometimes be a bit of a mystery to those who aren’t involved in it daily. So we’ve created GOV101 to demystify it a bit. Every month, you can come here to find out more about what your local government does everyday to make Vineyard great!

BUILDING DEPARTMENT

The Vineyard Building Department’s purpose can best be summed up by the State adopted 2015 International Residential Code Section 101.3:

101.3 Intent. The purposed of this code is to establish the minimum requirements to safeguard the public safety, health and general welfare through affordability, structural strength, means of egress facilities, stability, sanitation, light and ventilation, energy conservation and safety to life and property from fire and other hazards attributed to the built environment and to provide safety to fire fighters and emergency responders during emergency operations.

The Vineyard Building Department achieves this intent by reviewing, permitting and inspecting built or modified structures. By obtaining a building permit and conducting inspections, Vineyard is a much safer place to live, work and play. While most construction projects require a building permit here are a few that do not require a building permit: • Sheds that do not exceed 200 square feet • Fences under 7 feet in height • Sidewalks and driveways • Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work • Swings and other playground equipment • Replacement of a circuit breaker of the same size in the same space • Minor repair work that does not alter the approval of equipment • Portable cooking, drying, heating and cooling appliances • Clearing and stopping of plumbing leaks

NEIGHBORHOOD WATCH MEETING SHERIFF’S DEPARTMENT

Our Sheriff’s Department will be holding a Town Hall The Utah County Sheriff’s Neighborhood Watch Meeting on April 8th at 6 PM at the Department - Vineyard City Offices. COMMON CODE VIOLATIONS OCCUPANCY

Just like most cities, Vineyard also has occupancy limits for single-family dwelling units. Occupancy limits exist to protect the renters by preventing landlords from crowding tenants into substandard and unsafe conditions. Occupancy limits also exist to benefit other residents of the city by reducing parking and traffic congestion. Most of Vineyard’s units are designated as single-family dwelling units (Vineyard Zoning 15.60), which means one family shall live in the unit. A family, in Vineyard code, is defined as any number of people who are related by blood, marriage, adoption, or court sanctioned guardianships, or four unrelated people, or two unrelated people and any children related to either of them (Vineyard Zoning 15.60.020). VINEYARD HERITAGE CELEBRATION

When: May 30 - June 1 We are excited to celebrated Vineyard’s 30-year anniversary this year during our summer Vineyard Heritage Celebration! This will be our biggest event yet with a carnival, golf tournament, pioneer-era activities, vendor booths, food trucks, and a huge fireworks display! EARTH DAY - ARBOR DAY CLEANUP

Are you looking to be involved in the community? Earth Day each year provides the perfect opportunity for us to select a project in the city that benefits our environment and the beautification efforts in Vineyard. This year we will be cleaning up Vineyard Beach to help prepare the area for beach access improvements! Part of the project will include planting trees in the area! “LUCK OF THE VOLLEY” INDOOR DOUBLES PICKLEBALL TOURNAMENT - REGISTER HERE One of Utah’s fastest growing sports is now available in Vineyard! We invite you to find a teammate and come join us for the St. Patrick’s Day-themed doubles pickleball tournament at the gym inside Vineyard Elementary. Medals will be awarded to the top 2 teams in each division! Divisions include: Womens 3.0, Mixed 3.0 & 3.5, and Mens 3.0 & 3.5. With many shirts being given out and a set of 6 ONIX pickleballs up for grabs with the raffle, we hope to see a lot of smiles on March 8-9.

YOUTH SPRING SOCCER - REGISTER HERE Spring time is soccer time! For children of ages 3-9, this can be a great way for kids to be active in exercise, learn good sportsmanship, and improve their teamwork skills. will be providing tickets for Vineyard Soccer participants to attend various semi-pro games! We hope to have you join us! Save $10 by registering your child by March 15th!

YOUTH T-BALL AND COACH PITCH This summer we invite your family to be a part of Vineyard’s Youth T-ball & Coach Pitch leagues for children of ages 4-7! The program will be providing each player with a ticket to attend an Owlz baseball game. A promotional Orem Owlz Vineyard-themed night is also scheduled to occur later this year. GOLD RUSH 5K - REGISTER HERE With two of Vineyard’s trails as part of the race route and a close-up view of , this race will be one to remember! Many prizes will also be awarded for: collecting coins during the race, beating the Leprechaun, being a top 3 dress-up contestant, and being a raffle bowl winner. Let’s not forget, however, that the top 3 runners in each age category will win CASH! We hope to have you join us on Saturday, March 16th at 9 AM for this St. Patrick’s Day- themed race.

GOLD RUSH 1/2 MILE KIDS RUN - REGISTER HERE Following the 5K race, we invite children ages 2-12 to join us for a ½ mile run through a “4 leaf clover” at Gammon Park. Each participant whom collects coins during the run can also look forward to a finish line prize! Truly, this is meant to be a family-friendly race day.

SUMMER CELEBRATION 5K AND 10K This year marks Vineyard’s 30th-year Anniversary! As part of the celebration, we hope you will take part in the 5K or 10K race on Saturday, June 1st! Following the race, each participant will be permitted to join the Council in a FREE catered breakfast. Registration will begin on Monday, March 18th. STORMWATER

Stormwater backing up into your gutter? What you should know, and what you can do about it: 1. Check around the inlet box (also called a catch basin). Sometimes in the colder months, snow and ice will collect around the inlets. Be sure to clear snow/ice buildup away from the box to allow what has melted to flow through. Remember to keep the gutters clear of ice melt and salt! The storm water flows directly to Utah Lake. 2. Check the inlet protection device. Many subdivisions are still under construction and the developers are required to maintain storm drain inlet protection devices. These inlet protection devices prevent construction debris from flowing into the storm drain, and eventually Utah Lake! If you notice that your inlet protection is full of debris (sticks, leaves, rubbish, etc…) please do not hesitate to contact Vineyard Public Works Department. 3. Keep your gutters clear of leaves, sticks, pet waste, motor oil and other chemicals in order to avoid contamination to our lakes and streams VINEYARD CITY MARCH 2019

HERITAGE COMMISSION CORNER

THE “SWEETNESS” OF VINEYARD Vineyard as a “sweet community” started slowly as the struggling sugar beet industry began to emerge in the late 1800’s and early 1900’s, with the building of the Lehi sugar plant. To reduce shipping costs by rail all the way to Lehi, a pipeline was constructed from Provo, through Vineyard and Lindon to the main Lehi factory through which beet syrup from crushed beets could flow. A beet slicer was then constructed in the north-western section of Provo to handle all sugar beets being produced in the immediate vicinity (including Vineyard). In its time, the beet slicer was a commercial boon to the valley, employing in its prime upwards of 100 men. Employees worked 12-hour shifts from the last of October through January. At a time when few jobs other than farming were available, the payroll proved a great economic blessing to the community. At the high point of sugar beet growing nearly 1,000 acres were planted with sugar beet seed within what is approximately today Vineyard. In 1934 the pipeline was closed, and the slicing plant ceased operating. Although a good cash crop, the production of sugar beets was very labor intensive, requiring regular and back-breaking “thinning” to be done, with hand-held hoes (long-handled and short handled). GUIDELINES TO ENSURE CONSISTENT SERVICE • If a holiday (only those shown above on calendar) falls on a weekday, service will be delayed one day following the holiday. • Recycle containers that have trash in them will NOT be dumped as recycling and called into the city. • All containers MUST be placed outside by 7 a.m. • Containers should be placed in the street with the wheels against the curb or within 2 feet of blacktop with the front of the container facing the street. • The container must be placed 4 feet apart from other containers and 8 feet from mailboxes, poles, fences, trees, or parked vehicles for easy access. • Please break down cardboard boxes.
