  • Rural and Tribal Development
CHAPTER-IX RURAL AND TRIBAL DEVELOPMENT Developmental Challenges in Early Years Soon after independence, both the Central and State government of Odisha implemented various poverty alleviation and public welfare Programmes for improving the standard of living of common people with focus on the poor, the marginalized, the handicapped, socially under privileged and other weaker sections like women, children and senior citizens. Free India began its journey towards progress as an underdeveloped economy. Primarily agrarian in nature, over 70 percent of people seek employment and sustenance in the agriculture and allied sectors. Further, various Programmes/ schemes were also drawn up to change the face of the rural and urban people and backward areas with improved health facilities, better and useful education, all weather connectivity through surface transport, safe potable drinking water ,electricity, sanitation and solid waste management, food security, and other social welfare measures. By working collectively, significant changes have been registered in the socio-economic scenario of Deogarh district in all aspects of development in the rural sector. Civil society groups like Women Self Help Groups (WSHGs), Pani Panchayats, Joint Forest Management Committees have set marvellous trends and examples in ushering desired results. Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) The MGNREGS is a scheme which has been implemented in every state of India through the Central Act known as Mahatma Gandhi National Rural Employment Guarante Act of 2005.The erstwhile National Rural Employment Programme (NREP) and National Food for Work Programme (NFFWP) Programmes have been subsumed in MGNREGA from 2nd February, 2006. This scheme came into force in Deogarh District from the financial year 2006-07 with Central and State Government joint funding pattern in the ratio of 90:10.

CENSUS OF INDIA, 1981 SERIES 16 ORISSA Part .. XB SPECIAL SURVEY REPORTS ON SELECTED TOWNS TALCHER S.K.SWAIN Deputy Director of Census Operations Orissa FOREWORD PART from the decennial enumeration of population, the Indian Census is Asteeped in the tradition of undertal·dng a variety of studies of topical interest. In fact, the publications brought out in connection with the earlier censuses contained veritable mines of informatior. on racial, cultural, linguistic and a number ot other aspects of life of the people of this country. With the advant offreedom, however, tt-Ie scope and dimension of these special studies had to be restructured in a manner Ulat would provide the basic feedbacks on the processes of development ta~<ing plac!O~ in different spheres of life of the people especially under planned development. Thus, in connection with the 196i Census, a massive programme was launched {nter-alia to conduct socio-economic survey of about 500 villages selected from different parts of the country. The main objective of this study was to know the way of life of the people living in Indian villages which accounted for 82 per cent of the total population as per the 1961 Census. There was, however, an imperative need to extend the area ofthe s,tudy to urban centres as welt, to provide a complete coverage ofthe people living in diverse socio-economic conditions. It was with this objective in view ancillary studies on towns were. launched as part of the social studies programme in connection with the 1971 Census. The programme of social studies taken up in connection with the 1971 Census, was continued without any major change at the 1981 Census as well.

  • Rahul Gandhi
EDITORIAL he country is in the midst of elections to state assembly in five important states: Delhi, Rajasthan, Madhya Pradesh, Chhattisgarh and Mizoram. Together they account for 73 Seats in the Lok Sabha and therefore they are politically significant. The Congress has Governments in three Tstates and is aspiring to increase the tally in these elections. The Congress has fulfilled the commitments made to the people in the last election and hopes to repeat the success in these states for its Good work. The optimism in the Congress for a better result is due to the efforts put in by the party in all the states and the introduction of pro people’s policies which benefit the aam aadmi across the country. Never before has there been a Government, like the Congress led UPA, so focused on the needs of the aam aadmi and never before so many schemes have been introduced for the betterment of the lives of the poorest of the poor. This is because of the concentrated thrust and dedication, following on the road map set by Indira ji and Rajiv ji, of Congress President Smt. Sonia Gandhi ably assisted by the Vice President Rahul Gandhi. After having brought about transparency in Governance through the Right to Information Bill the Government set about targeting specific needs of the people. The MGNAREGA assured right to employment for 100 days to everyone at the village level. The Right to Education gave an opportunity to every individual to compulsorily join schools to get primary education thereby acquiring knowledge and setting the road map to stop people from getting exploited by unscrupulous elements.
