THE URBAN LAND (CEILING and REGULATION) ACT, 1976 No
THE URBAN LAND (CEILING AND REGULATION) ACT, 1976 No. 33 OF 1976 [17th February, 1976] An Act to provide for the imposition of a ceiling on vacant land in urban agglomerations, for the acquisition of such land in excess of the ceiling limit, to regulate the construction of buildings on such land and for matters connected therewith, with a view to preventing the concentration of urban land in the hands of a few persons and speculation and profiteering therein and with a view to bringing about an equitable distri- bution of land in urban agglomerations to subserve the common good. WHEREAS it is expedient to provide for the imposition of a ceiling on vacant land in urban agglomerations , for the acquisition of such land in excess of the ceiling limit, to regulate the construction of buildings on such land and for matters connected therewith , with a view to prevent- ing the concentration of urban land in the hands of a few persons and speculation and profiteering therein and with a view to bringing about an equitable distribution of land in urban agglomerations to subserve the common good; AND WHEREAS Parliament has, no power to lna$e laws for the States with respect to the matters aforesaid except as provided in articles 249 and 250 of the Constitution; 2 Urban Land (Ceiling and Regulation) LACT 33 AND WHEREAS in pursuance of clause (1) of article 252 of the Consti- tution resolutions have been passed by all the Houses of the Legislatures of the States of Andhra Pradesh, Gujarat, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Orissa, Punjab, Tripura, Uttar Pradesh and West Bengal that the matters aforesaid should be regulated in those States by Parliament by law; BE it enacted by Parliament in the Twenty-seventh Year of the Republic of India as follows:- CHAPTER I PRELIMINARY Short 1. -

KANPUR City Development Plan (CDP) 3. DEMOGRAPHY Kanpur is the most important metropolis and biggest city of Uttar Pradesh. According to the 2001 census, the city had a population of 25,51,337 which made it the fifth most highly -populated city in India. Among the big towns of Uttar Pradesh, the growth of Kanpur has been phenomenal. It ranked third after Lucknow and Varanasi in 1901, but by 1961 it assumed a position on top of the list. It has registered an increase of over five times from 1,97,170 in 1901 to 8,83,815 in 1961 in the course of six decades. This is mainly due to its most central location in the state. Kanpur has benefited from its fertile agricultural hinterland of the Upper Ganga Valley and Bundelkhand plateau, the available developed links of transportation and the stimulant of World War-2 with its industrial demand. In spite of a low percentage of irrigated area, the density is quite high which is mainly due to industrial concentration. 3.1 POPULATION GROWTH TRENDS As per census of 2001, Kanpur total population is 2,551,337 as compared to the 1,874,409 people registered in 1991. It may be observed that the average annual growth in population has increased to 3.5 percent during the period 1991-2001 from the average annual growth rate of 2.6 percent in the previous decade (1981-91) (Table 3.1). One of the factors for this kind of growth can be higher number of in-migration to Kanpur City from other areas. -

One of the important functions of the NGRBA is to prepare and implement a Ganga River Basin Management Plan (GRBMP). A Consortium of 7 Indian Institute of Technology (IIT) has been given the responsibility of preparing Ganga River Basin Management Plan (GRBMP) by the Ministry of Environment and Forests (MoEF), GOI, New Delhi. Memorandum of Agreement (MoA) has been signed between 7 IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) and MoEF for this purpose on July 6, 2010. This report is one of the many reports prepared by IITs to describe the strategy, information, methodology, analysis and suggestions and recommendations in developing Ganga River Basin Management Plan (GRBMP). The overall Frame Work for documentation of GRBMP and Indexing of Reports is presented on the inside cover page. There are two aspects to the development of GRBMP. -

Preparatory Survey on Ganga Rejuvenation Project Final Report CHAPTER 16 ACTION PLAN <Objective of the Study> Action plan was formulated in terms of institutional improvement <Result of the Study> Following nine subjects are required to be discussed as Action Plans: 1) Self-reliant Management of Sewerage Works 2) Preparation of Annual Business Plan up to Project Completion 3) Development of Asset Ledger 4) Improvement of Information Management System 5) Streamlining of Sewage Tariff and Improvement of a Collection System 6) Mandatory House Connection to a Sewerage Network 7) Preparation of Financial Statements 8) Improvement of Customer Service 9) Improvement of Human Resource Development and Management In the sewage works, a sewerage system consisting of sewage collection, treatment and disposal is managed by one utility including billing and collection and its operation and maintenance cost will be covered by tariff revenue at least will be the basis of self-reliant management. However, in both cases of EPC and HAM-PPP in UP, the present sewerage management system by two organizations will be maintained in the future. Following issues supposing the management by single organization will be excluded from Action Plans. 1) Self-reliant Management of Sewerage Works 2) Preparation of Annual Business Plan up to Project Completion 3) Streamlining of Sewage Tariff and Improvement of Collection System 4) Preparation of Financial Statements Refer to the discussions in Chapter 12 to cover abovementioned issues as required. --------------------------------------------------------------------------------------------------------------------------- In the State of Uttar Pradesh, the UPJN is responsible for planning and construction of sewerage facilities, but for their operation and maintenance, the UPJN is responsible for sewage pumping stations and sewage treatment plants, while the Jal Kal Varanasi (JVK) is responsible for sewer networks in addition to the billing and collection of sewage tariff. -

In the past censuses the final population totals and their basic characteristics at the lowest geographical levels popularly known as the village/town Pnmary Census Abstract was compiled manually. The generation of Primary Census Abstract for the Census 2001 is a fully computerized exercise starting from the automatic capture of data from the Household Schedule through scanning to the compilation of Primary Census Abstract. This publication titled "Final Population Totals" IS only a prelude to the Primary Census Abstract. The publication, which has only one table, presents data on the total population, the Scheduled Castes population and the Scheduled Tribes population by sex at the state, district, tehsil and town levels. The village-wise data is being made available in electronic format. It is expected to be a useful ready reference document for data users who are only interested to know the basic population totals. This publication is brought out by Office of the Registrar General, India (ORGI) centrally.
