The DCH is constantly referred to by planners, administrators, academicians and researchers. It is inter alia used for delimitation of constituencies, formulation of local level and regional plans and as an aid to district administration. The District Census Handbook is the only publication which provides Primary Census Abstract (peA) data upto village level for the rural areas ward-wise for each city or town. It also provides data on infra·structue and amenities in villages and towns, etc. The District Census Handbo:)k series was initiated during the 1951 Census. It contained important census tables and peA for each villa5e and town of the district. During 1961 Cen sus the scope of the DOH was enlarged and it contained a descriptive account of the district, administrative statistics, census tables and a village and town directory, including peA. The 197 J DCH series was planned in three parts. Part-A related to village and town directory, Part-B to village and town P JA and Part-C comprise anllytical rep.nt. administrative statistics, district census tables and certain analytical tables based on peA an.d amenity data in respect of villages. However, in some states it was confined to district census and in a few altogether given up due to deday in compilation and printing. While designing the formate of 1981 DCH series some new features along with the restructuring of the f.Jrmats of village and town directory have been attempted. At the same time! comparability with the 1971 data has also been kept in view. All the a'neniti~s except power supply in the villa~e have been brought togetiler in the village directory with the in)truction that in case an amenity is not available in the referrent vilL!ge the distance in broad ranges from the nearest place where the amenity is available may be gilren. The restructuring of the format of the village directory and incorporating more exhaustive data on infra"structure aSJect particularly in relation to amenities and land-use pattern is expected to futther act the need of micro level planning for rural areas. It is expected to help not only in local area planning but regulatjng the provision of goods and services as well as to minimise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of the requir~ments of the Revised Minimun Needs Programme. Such new items of information as adult literacy centres, primary health sub-centres and community health wJrkers in the village have been introduced in the village directory with this objective in mind. The new item on approach, to the village is to have an idea about the villages in the district which are inaccessible. A new column, Iitotal popUlation and number of households" has been intrvduced to examine the correlation of the amenities with the population and number of households they serve. Addition of two more appendices listing the villages where no amenities are available and accJrding to the proportion of scheduled caste and scheduled tribe population to the total popUlation has also been made with this view in mind. The formats of the town directory have also been modified to meet the requirements of ( iv ) the Minimum Needs Programme by providing information on a few new items. A new statement on civic and other amenities in Class-I and Class----II towns ( Statement IV--A ) has been intro duced with this objective in mind. It is expected that this will help th~ planners to chalk out programmes on provision of civic amenities for the improvement of slums. The columns on S,ched ... led Castes and Scheduled Tribes population in statement IV relating to civic and other amenities and adult literacy classess/centres under educational facilities in statement V are also added int', alia with this view. A significant adtlition is class of town in all the seven statements of the town directory. The infrastructl!re (If amenities in urban areas of the country can be best analysed by taking the class of towns into consideration. The addition of the columns on civic administration status and population in a few statements also serves this purpose. The format of the primary census abstract for the villages and towns has been formula ted in the light of changes in the economic and other questions canvassed through the individual slip of 1981 Census. In order to avoid delay 1n publication of 1931 DCH senes it has been so designed that Part-A of the volume contains village and town directl,ry and Part-B, the peA of villages and towns including the Scheduled Castes and Scheduled Tri()es peA upto Tahsil/ fown levels. At the beginning of the DCH a detailed analytical note sUfJported by a number of inset tables based on peA and non-census data in relation to the infra~structure has been intr0duced to enhance its value. 1 he District and Tahsil/Police Station/CD Block etc. Ie.'e1 :naps depicting the boundaries and other important features have been inserted at appropriate places, to further enhance the value of the publication. This publication is a joint venture of the State Government and the Census Organi~ zation. 1 he data have been collected and compiled in the State under the direction of Sri Ravindra GUpta, the Director of Census Operations, U. P. on beha1f of the State Government which has born the cost of printing. The task of planning, designing ;llld cCl<>rdinati:m of this publ:cation was carried out by Dr. N. G. Nag, D~puty Registrar General (Social Studies) of my office. Dr. B. K. Roy, Deputy Registrar General (M3.p) pr.}vided the technical guidance in the preparation of the maps. Data received from Census Directorates have been scrutinised in the Social Studies Division at the headquarters und'er the guidance of Sri M. M, Dua. Senior Research Officer. I am thankful to all who have contributed in this project. New Delhi P. Padmanabha The 26th April, 1982. By presenting census data down to the level of villages, the District Census Handbook series occupies a place of prominence in the galaxy of census publications. The need for small domain data always prompted publication of village figures in some form or the other in most. of the censuses. Yet it was only in 1951 census that the publication of village statistics acquired the well deserved importance by the introduction of District Census Handbook series. There \ olumes have been published with unbroken regularity in Uttar Prad~sh State since 1951 census by the Cen~us Organization on behalf of the Government of Uttar Pradesh. The District Cens;ls Handbook was brought out for each District in two volumes in 1951/1961, three volumes in 1971 and is being brought out in two volumes Part A and Part B in 1981'0 With the introduction of this series, it developed into a healthy tradition to collect village-wise information on amenities and infra-structure, taking advantage of the massive census operation and pub:ish it in the form of village and town directories in volume A of the District Census Handbook. Part' A' volume, in keeping with the tradition, consists of village and town directo· ries, giving basic information relating to infra-structure and amenities and total population of each village and town as thrown up by the 1981 ceaSus. The Part B volume presents pri'nary census data fc;r each village and town giving total population with scheduled caste/scheduled tribe, literates, main workers by main category marginal w.)rkers and non-workers break up. The District Census Handbook Part A and Part C were published in English in 1971 census. Part B v01urne was brought out in Hindi as well as in English in separate issues with a view to enlarging its utility. This, however, resulted in delayed publication of data, erroding some of their topicality by pr010nged time-lag. This tim~, theref0re, the District Cenms Hlnd~ books are being brought out in diglot form in single volumes. The alphabetical list of villages is ghen in Hindi as well as in En31ish to make the reference easier to b)th categories of users. The scope of anatytical n)tes has been enlarged this tim~. They c)nlist of (i) a brief intro ducti(Jn of the District. (U) analysis of data, (iii) intr.):iu~cim to the cenm) handb'J)k; explanations of terms used in the village an:l town directories and definitiom of cen~UJ c )ncept s of general importance. Part B v,)lume contains the analysis of data and the relevant portion of the third part of the analytical notes in Part A. The non-census information was collected through the agency of lekhpals-the basic revenue functionary. The lekhpals collected information for each vilJage under their charge It has passed on to the Census Directorate by the District Cemus Office after getting it duly vetted by the Land Record Inspectors and Tahsildars. The information for towns was supplied by the local authorities. I gratefuJy acknowledge their role in collection of information. We have ; , ~ ( Vlll ) also used material made availabJe to us by the Collectors and District Magistrates in drafting introductory notes on districts, I am extremely thankful to them for their assistance. I grate fUlly thank Sri P. Padmanabha, Registrar General, of In.dia. and Dr. N. G. Nag, Deputy Registrar General, S( cial Stueies Divisiun for thtir inspiring guidance that came handy to me .all through. I also thank Sri Lal Kishan, Deputy Director, Planning and Co-ordination, Sri Akhlaq Ahmad Deputy Director, District Census Handtook and Shri N. C. Sinha Asstt. Director .and Sri R. P. Singh, Research O£1icer, Map of Census Directorate, uttar Pradesh for their hard work. In the end I ~m thankful to Sri Ashok Dar, Superintendent, Printing and Stati:lUary, U. P. Allahabad and Sri M. C. Pada1ia, Assistant Director and Sri R. K. Saxena, Senior technical Assistant Pirnting with the tea:-Il of Printing unit of this office who have kept a constant watch upon the Printing of this Publication. There is always some gap between what is desired and what is accomplished, both in terms ~f scope of the publication and accuracy of the published material. Yet, I hope, the District Census Handbooks will largely rise to the expectation of the v,triegated users fulfilling s'orhe of their' needs for micro level data. The Part A volume consists of village and town directories giving basi9 information relating to infra-stx'uctnre and amenities and total population of each village and town as thrown up by 1981 Census. The non-census information relates to the year 1979/ 80/1981, making it almost synchronous with the 1981 population census, Part B volume presents primary census data, known as in census Jargon as 'Primary Census Abstract' (peA) for each village and ward of a town. The peA gives totall population with scheduled castes/scheduled tribes, literates, main workers by main categories, marginal workers and non-workers break-up. Two special tables-.one for scheduled caste population and another for scheduled tribe population are also presented in Part 'B' volume. These tables.give tahsil-wise and townwise and also for the district as a whole scheduled caste/scheduled tribe population. It is important for the readers to acquaint themselves with census concepts of general importance. 1. RURAL AND URBAN AREAS The census data are presented by rural and urban areas. A rural area is non-urban. consisting of revenUe villages with well defined boundaries which is the smallest unit in the hierarchy of administrative units. It may comprise of several hamlets. Yet it is considered one unit for' the.. persentiltion .of da~a. 'Habitations in forest areas, are also considered as vilIage~ and each forest range Officer's beat is considered as one forest village. Urban areas have been especially defined for the purpose of population census~ The definition is treated with some flexibility with a view to accommodating nlinor variations for' meeting the 'exigency of the situation. An urban unit has been defined as follows: (a) All places with a municipal, corporation, municipal board, cantonment board, . notified area and town area. (b) All other places which satisfy the following criteria: (i) A minimum popUlation of 5/000; (ii) At least 75% of the male working popUlation engaged in non"agric~ltural activity/ (iii) A popUlation of at least 400 per Sq. km. (or one thousand per sq. mile.) Allied agricultural activities such as fishing, logging etc. have been considered "agricul tural, in 1981 Census for determining the proportion of engagement of male population in 'non agricultural activities for the purpose of declaring a place a town. 2. URBAN AGGLOMERATION The concept· of Uroan Agglomeration,of the 1971 is also adopted {or 1981" census. Very often the growth of towns over-lapped the statutory limits of the city or town. Large ( %vi ) tailway colonies, university campuses, port areas, industrial areas etc. came up outsMe the limits of the town but they form continuous growth with the town. These outgrowths mayor may not by themselves qualify to be treated as separate towns but these outgrowths deserve to be treated as urban areas. Such a town with their outgrowth areas is treated as one urban unit and called 'Urban Agglomeration' and Urban Agglomeration may constitute. (i) A. city with continuous outgrowths, (the part of outgrowth being outside the statutory 1imits but faUing within the boundaries of the adjoining village or villages), (ii) One town with similar outgrowth or two or more adjoining towns with their out-growths as in (i); or (iii) A city and one or more adjoining towns with their outgtowths all (of which form a continuous spread. 3. CENSUS HOUSE A 'census house' is a building or a part of a building having a separate majn entrance from the road or common courtyard or staircase etc., used recognised as a separate unit. It' may be vacant or occupied. It may be used fot' residential or non-residential plH'pose or both. 4. HOUSEHOLD A. household is a group of persons who commonly live together and who t.ake their· meals from a common kitchen unless the exigency of wOl"k prevents them from. do.mg so. There may be a household of persons related by blood or unrelated persons or having a mix of both. Examples of unrelated household are boarding houses, masses, hostels, residential hoteli, rescue homes, jails, ashrams etc. These are called institutional hous.:holds. There may be one",member households, two-member households or multi~member households. For census purpose, each one of these types is regarded as a household. s. SCHEDULED CASTES/SCHEDULED TRIBES A persons has been returned as belonging to a scheduled caste or scheduled tribe if caste or tribe to which he belongs is inclUded in the schedule of the Stat~ Schedulf?d caste can belong to Hindu or Sikh religion. However, a persons belonging to schedllied. tribe can profess any religion. 6. LITERATES A person who can both read and write with understanding in any langu$\ge is to be taken as literate. A person who can merely read but cannot write, is not a litera-teo It is not necessary that a person who is literate should ha-ve paased any minimum oducation~ standard. 7. WORKER In 1981 Census, the economic status of a person has been claSfllied a8 : (i) Main worker ( xvii ) (ii) Marginal Worker (iii) Non-workers Th~ dichotomy of workers and non-work~rs or 1961 and 1971 census has bqen discarded in 1981 census and time disposition criterion in economic activity with one year reference period is adopted. A person who has engaged himself in economic activity for major part of the year (at least 183 days) is considered as main worker while those who worked in for sometime during the last year but not major part of the year have been treated marginal worker. Those who have not worked at all during the one year reference PQriod are non-workers. Work has been defined as participation in any economically productive activity. Such participation may be physical or mental in nature. Work involves not only actual work but also effective supervision and dirqction of work. 8. CULTIVATOR A person is consideyed a cultivator if he has engaged in cultivation as a single worker or family worker of land woned or held from Gov~rnment or held from private persons or institutions for payments in money kind or share. Cultivation includes supervision or direction of cultivation. Cultivation involves ploughing sowing and harvesting and production of cereals and millet crops and other crops such as sugar cane, ground nuts, tapioca etc. and pulses, raw jute and kinder((d fibre crops, cotton etc. and does not include fruit and vegetable growing or keeping of orchards or groves or working on plantation like tea, coffee, rubber etc. 9. AGRICULTURAL LABOURER A person who works in another personts land for wages in mon~y, kind or share should be regarded as an agricultural labourer. He does not have a risk in the cultivation but merely works in another persons land for wages. 18. HOUSEHOLD INDUSTRY Household Industry is defined as an industry conducted by the head of the household himself/herself and or by the members of the household at home or within the prec;ncts of house where the household lives in urban il.reas. The larger proportion of workers in a household industry should consist of membqrs of the household inclUding the head. The industry should not be run on the scale of a rqgistered factory which would qualify or has to be registered under the Indian Factories Act. Industry impIiI$ production, processing, servicing or repair of articles or goods such as handloom weaving, dyeing, carpentry, bidi rolling, pottery manufacture, bicycle repairing, blacks .mithy, tailoring etc. n. OTHER WORKERS All workers, who are not cultivators or agricultural labourers or engaged in Household Industry are treated as other workers. This category covers factory and plantation workers, Government servants, Municipal employees, teachers, priests, entertainment artist:!, workers engaged in trade, c)mmerco, business minin~. construction etc. AN ALYTICAJ.., NOTE JNTRODUCTION The district of Kanpur is one of the' five districts of A11ahabad division. The lowest literacy obtains in rural areas of tahsil Bhognipur and urban areas of tahsil Bilhaur. Male literacy generally confirms to total literacy. It may be interesting to note that female literacy is as high as 45.2 per cent in the urban areas of the district while it is as low as 20.9 per cent in the rural areas. The district has about 19.8 per cent of its population belonging to scheduled caste, about 24.4 per cent in the rural and 14.4 per cent in the urban. Scheduled tdbe popUlation has sprinkling in rural areas of all tahsils except Bilhaur, Main workers constitute 28.1 per cent of the total population of the district with 28.6 per cent in the rural and 27.4 per cent in the urban. The highest participation lS m the Ghatampur tahsil. Main male workers constitutes 48.9 per cent of total male population of the district, 50.2 per cent in the rural and 47.5 per cent in the urban. Bilhaur tahsil has the highest participation of male population. Female participation is quite low around 2.9 per cent in the district as a whole. It is higher in the rural areas than in the urban Marginal workers constitutes only 0.4 per cent of total population. Female marginal participation is quite high in the rural area as compared to the urban areas of the district. After deducting the total workers i.I. main plus marginal from total popUlation the remaining are non-workers. Around 71 per cent of total population consists of non·workers with 70.7 per cent in the rural and 72.6 per cent in the urban. Due to higher participation the propor tion of male non-worken is less than half the female non-workers in the district.
