EX ALDERMAN NEWSLETTER 137 and UNAPPROVED Chesterfield 82 By John Hofmann July 26, 2014 THIS YEAR'S DRIVING WHILE BLACK STATS: For some reason the Post-Dispatch did not decide to do a huge article on the Missouri Attorney General's release of Vehicle Traffic Stop statistical data dealing with the race of drivers stopped by police. The stats did not change that much from last year. Perhaps the Post-dispatch is tired of doing the same story over and over or finally realized that the statistics paint an unfair picture because the overall region's racial breakdown is not used in areas with large interstate highways bringing hundreds of thousands of people into mostly white communities. This does not mean profiling and racism doesn't exist, but is not as widespread as it was 30 years ago. Traffic stop statistics for cities are based on their local populations and not on regional populations. This can be blatantly unfair when there are large shopping districts that draw people from all over a region or Interstate highways that bring people from all over the region through a community. CHESTERFIELD: Once again the Chesterfield Police come off looking pretty good. The four largest racial groups in Chesterfield are: Whites (84%) Asians (9%), Hispanics (2.9%) and Blacks (2.6%). If you believe in these statistics they show the Chesterfield Police are stopping too many whites and blacks and not stopping enough Asians and Hispanics. That is what is wrong with the Missouri Collection of Traffic data. The County wide population data comes into play since there is a major Interstate Highway going through Chesterfield and four major shopping districts. -

America’s Most Controversial Medical Marijuana Licensing Process Explained Cannabis Consumers Coalition, October 29, 2020 Executive Summary: The struggle to control medical marijuana licenses & market share in Missouri has been hotly contested since at least 2014. This has led to 5 diverging campaign groups differing over access to licensing and strategy during the time period 2014-2018. In November 2018, Missouri voters approved New Approach Missouri’s initiative petition, Constitutional Amendment 2, implementing medical marijuana in Missouri (now Amendment XIV to the Missouri Constitution). In January 2020, some 1800 out of 2200 license applications were denied, sparking a public controversy & legislative investigations into the process. Honorable Gary Fuhr The 2013-2014 election cycle began like most others Deputy Directors with municipal and special elections spread throughout Mary Wall 2013 and early 2014. It initially appeared as though the Christian Tolbert 2014 primary and general elections would be relatively mundane affairs. For the first time since 1990 there would be no Presidential or U.S. Senate contest on the general election ballot. Compounding this dynamic was the fact that the Democratic Party did not field a candidate for state auditor which was the only statewide race on the ballot. For St. Louis County voters, however, the dull tint to the 2014 primary and general elections was quickly wiped away by the Table of Contents increasingly competitive race for county executive. On the first day of candidate filing, sixth district County Councilman Steve Stenger entered the Democratic primary for county executive against 10 year incumbent Letter from the Directors 1 Charlie Dooley. On the Republican side, term-limited Election Summaries 3 State Representative Rick Stream entered the fray Legislative Changes 6 buoying Republican hopes that the party might retake the county executive suite for the first time since 1990. -

Veterans Resource Directory of the St. Louis Metropolitan Area Veterans Program VETERANS RESOURCE DIRECTORY FOREWORD This Veterans Resource Directory was first published in 1987 to assist Veterans and their families in finding necessary information and referral sources. Through the years we have updated and expanded the information in this directory. We offer you the best resource information available in response to community need relating to Veterans and human services professionals. The Veterans Resource Directory has been very well received, and we would like to thank all those people who have helped us update and print this directory. Our directory has been replicated in many other states and is a well- worn resource for many St. Louis area Veteran advocates. We are constantly striving to provide new information and to keep up with the daunting task of updating hundreds of telephone numbers and addresses in an ever-changing world. This directory is a product of the Saint Louis County Office of Family and Community Services, County Veterans Program. As a division of the Saint Louis County Department of Human Services, the Office of Family and Community Services are comprised of three components: County Older Resident Programs, County Veterans Program, and County Youth Programs. Though these programs all have services that target specific populations, they also work in concert with other programs to provide services for those St. Louis County residents who may find themselves "falling through the cracks" of other organizations. Though developed for Veterans this directory is designed to offer resources to all of our customers. We will continue to provide you with quality information and referral services through the publication of this Veterans Resource Directory. -

HUD Great Plains Region VII News July 2015 IN THIS ISSUE A Message from the Regional Administrator HUD News News & Events from around the Region Kansas Iowa Missouri Nebraska What’s New Quick Resources Stay Connected A MESSAGE FROM THE REGIONAL ADMINISTRATOR In his first year, Secretary Castro has focused on advancing policies, helping families and individuals secure quality housing, ending homelessness, addressing climate change and natural disasters, leveling the playing field for Americans from all walks of life, strengthening all communities in this century of cities, and building a stronger HUD. Across the country HUD continues to provide rental assistance to low-moderate income households and making homeownership more affordable for families. In an ongoing effort to end homelessness, HUD awarded, almost $55 million in Continuum of Care grants to support over 300 homeless programs in Region VII. In addition, permanent housing for nearly 350 homeless veterans was provided through the HUD-VASH program. To further encourage self-sufficiency among HUD assisted households, invest in neighborhood revitalization, and expand economic opportunity, communities in Region VII received much needed assistance through the Jobs Plus Program, Choice Neighborhood Program, and Promise Zone Initiative. HUD continues to strive to improve the quality of life in some of the country’s most vulnerable areas. KS Over the past 22 years, communities have produced more than 1.2 million affordable housing units with HOME funds. HOME provides financing for a variety of housing related projects, including critical affordable rental and homeownership housing, and housing for the homeless. In FY 2015, approximately $36 million in HOME funding reached urban, suburban, and rural communities across Region VII. -

The extent to which the influence of white supremacy—including its latest mutation, white privilege hidden in the guise of “color-blindness”—has predominated has varied according to time and place, but has never been wholly absent. It’s a cancer the nation has never been able to cut out of itself. The reality of this racial ideology is at once too obvious for most blacks to doubt and too difficult for most whites to genuinely acknowledge. Blacks are arrested, incarcerated, and menaced by police violence at significantly higher rates than whites. To residents of black communities, the presence of this especially virulent and invasive aspect of oppression is as immediate as being thrown up against a wall and patted down. Whites are privileged by their skin color in a thousand different ways, but perhaps never more dramatically than when it comes to their interactions with law enforcement. This privilege carries with it a blinding effect. 64 percent of the U.S. population is white, 13 percent is black. Yet currently more blacks than whites are incarcerated.1 Clever minds have been able to convince themselves that there are reasons for this uniquely American form of ethnic semi-cleansing beyond anti-black prejudice. Perhaps it’s true that other reasons—a colorblind contempt for the poor, for instance—might contribute to the great disparity, but nothing other than abiding racism can even begin to fully make sense of it. -
