I'm Jeff Lacker, President of the Federal Reserve Bank of Richmond and I serve as chair of the Federal Reserve System Sponsoring Committee. I'm honored to serve as your Masters of Ceremonies for this afternoon's historic event. On behalf of the various Federal Reserve Systems Centennial Coordination Committees -- and there are several, I'd like to welcome you to the commemoration of the 100th anniversary of the Federal Reserve Act and the founding of Federal Reserve System. The signing of this act by President Woodrow Wilson was the culmination of decades of discussion and debate on myriad proposals for banking and currency reform. Upon enactment, our nation began the process of organizing and opening the Board and the reserve banks across the country. On November 16, 1914, the Federal Reserve System began full-fledged operations. I want to specifically welcome our board chairmen, both current and past, our current and former board members and reserve bank presidents and distinguished members of our Centennial Advisory Council. I welcome as well, the board and reserve bank employees watching this ceremony throughout the Federal Reserve System today. With approximately 80 of us assembled in the boardroom, this is the largest single gathering of current and former Federal Reserve senior officials in our history. We will begin our centennial commemoration by providing each of our chairmen an opportunity to share with us their thoughts and reflections on our history, and perhaps also some noteworthy moments from their terms as chairman of the Board of Governors of the Federal Reserve System. -

What the Federal Reserve Board Tells Us About Agency Independence

TAN* In administrative law, the sine qua non of agency independence lies in the enabling statute. If the statute protects the agency’s head from removal except “for cause,” then the agency is considered insulated from presidential control and classified as independent. On the other hand, if the statute is silent on for-cause tenure protec- tion, then the agency is classified as executive. This Note questions that central assumption by relying on the history of the Federal Reserve Board of Governors, arguably one of the most independent agencies in Washington. By tracing the Board’s history from a limited institution in 1913 to the powerful central bank of today, this Note demonstrates that in at least some cases, the driving factors behind operative independence have more to do with the practical realities of governance than the formalities of administrative law. Indeed, even though the Fed’s enabling statute is silent on the issue of for-cause tenure protection, the President has never fired the head of the agency. Even President Trump has declined to go so far. This Note addresses this paradox through a detailed look at the Board’s history and the major inflection points in its rise. Throughout, this Note also highlights the active role that the Board played in its own ascendency, demonstrating the dynamic life of administrative agencies and the powerful role they can play in shaping their own futures. -

US-4 Location: Route du Monument, Department of the Aisne, France, on “Hill 204” just above the commune of Chateau Thierry. The monument is located at latitude: 49.041978, longitude: 3.371442. The coordinate was obtained in 2016 using Google Earth (WGS84). There is no restriction to the public. Present Owner: The monument is owned and maintained by the American Battle Monuments Commission on property leased in perpetuity from the French Government. Present Use: The monument is a historic site open to the public. Significance: Chateau-Thierry Monument was built between 1928 and 1930 under the auspices of the American Battle Monuments Commission (ABMC) as one of three “commemorative” monuments to World War I. It honors the services of the American Expeditionary Forces and the French Army, and the friendship and cooperation between the two, in the critical operations of the Aisne-Marne region. The monument was designed by renowned architect Paul Philippe Cret, who is further distinguished by his service as Consulting Architect for the ABMC’s World War I design program. Cret’s national reputation as a civic architect in the Beaux Arts tradition, French heritage, and war service made him ideally suited to the task. The ABMC found particularly appealing Cret’s austere, modern interpretation of Classical design, which was deemed more appropriate to the American experience. -

Eccles Building (Eccles Building) at 2051 Constitution Avenue NW and to renovate and construct an addition on the Federal Reserve Board-East Building (FRB-East Building) at 1951 Constitution Avenue NW. The Board is seeking comments from the Commission on their concept plan for the project. The Eccles Building was constructed between 1935 and 1937 as the headquarters of the Board. While there have been regular modifications and renovations to the building over its 80-year history, many of the building systems are at the end of their useful life, and the building no longer fully serves the Board’s needs. The FRB-East Building was constructed between 1931 and 1933 for the US Public Health Service. The building has not undergone a comprehensive modernization in decades and does not serve the Board’s needs effectively in its current condition and configuration.
