1.0 Brief on 4000 MW Deoghar Ultra Mega Power Project to Be Set up in Pipra Village, Mohanpur Anchal, District Deoghar, Jharkhand 1.0 Brief on 4000 MW Deoghar Ultra Mega Power Project to be set up in Pipra village, Mohanpur Anchal, District Deoghar, Jharkhand 1.1 Ministry of Power, Govt. of India has taken the initiative to develop coal based Ultra Mega Power Projects (UMPPs) of 4000 MW capacity (using Supercritical Technology) in different parts of the country. Power Finance Corporation Limited (PFC) is the nodal agency and Central Electricity Authority (CEA) is providing technical support for development of these UMPPs. 1.2 A 4000 MW UMPP is proposed to be set up Mohanpur Anchal in Deoghar district of Jharkhand. In this regard, Deoghar Mega Power Limited (DMPL), a wholly owned subsidiary of PFC Ltd. has been incorporated as a Special Purpose Vehicle to carry out technical studies, obtain all linkages, clearances and approvals and to select a developer for the Project through International Competitive Bidding process as per the Guidelines and Standard Bidding Documents issued by Ministry of Power, Govt of India. 1.3 Jharkhand is one of the power- starved states in the country with high potential for development. The 4000 MW UMPP will play a key role in providing the much needed power to overcome the short fall as well as in spurring all round economic development in the State. It will also supply power to other states as per the allocation given below: Sl. No. Procurer Power Allocated (MW) 1 Jharkhand 1500 2 Gujarat 1000 3 Tamil Nadu 600 4 Karnataka 300 5 Haryana 200 6 Kerala 200 7 Goa 200 Total 4000 1.4 Location The site is located under the block office of Mohanpur of Deoghar District at about 16 kilometers North of the Deoghar district town. The Eastern Railway Main line running between Patna to Asansol is at a distance of about 15 Kms on the Western side of the proposed site and the nearest railway station is Chandan on Broad gauge at a distance of 10 kilometers between Banka to Deoghar. The river Chandan is running at a distance of 800 meters from the south boundary of the site. The site is approachable from the Banka Deoghar road which is about 10 km from the site. Motor able road is available upto Pipra village from the deoghar district town which is about 16 km from the site. 1.5 Land Availability Total land for the proposed power plant is 2200 acres. This does not include land required for, Ash & Water Pipeline corridors, Fuel Transportation corridors, access roads and Transmission tower corridor etc. 1.6 Water Availability Estimated consumptive water requirement for the project is about 106 MCM which is proposed to be met from Ganga River. The water would be transported through a pipeline to the project site. 1.7 Coal Availability Coal requirement for the project is estimated about million tonnes per annum (MTPA). @ 85% PLF considering domestic coal of 3425 kCal/kg GCV. Station heat rate has been taken as 2300 kCal/kWh as per latest CERC regulations. Coal will be sourced from the Rajmahal group of coalfields located in the State of Jharkhand. 1.8 Power Evacuation Power from the proposed plant will be evacuated through 765 KV & 400 KV transmission lines. 1.9 Construction Power In the construction phase power will be drawn from Deoghar substation which is around 15 kms from the proposed site. 1.10 Project cost & tariff The estimated Capital Cost, Capitalised Project Cost (including IDC) has been taken as Rs. 35,000 crore. Tariff comprising of Fixed Charge in Rs/kWh and variable Charge in Rs/kWh would be quoted by the Bidders and the Bidders would be selected based on the lowest evaluated levellised tariff as per the provisions of the Guidelines and Standard Bidding Documents (SBDs) issued by Central Government under section 63 of the Electricity Act 2003. 1.11 Project Schedule The project will be scheduled for the first unit to go into commercial operation in 52 months after the ”zero date” & subsequent units at four (6) months interval thereafter. 1.12 The Salient Features of the Project are as follows: Items Description S.No. 1. Site Elevation 210 m – 220 M above mean sea level MSL 7. Seismic Zone Seismic Zone III as per IS 1893 (Part-1) : 2005 8. Availability of the Approx. 2200 acres land will be acquire for the Power Plant Land area including Township and Ash dyke as per CEA guideline. 9 Availability of the 106 Million Cubic Meter (MCM)/year (Approx. 12510m3/hr) Water from the Ganga River 10. Availability of The annual coal requirement is estimated at about 18-20 Primary/ Support million tons per annum based on the GCV of about 3400-3800 Fuel & Source kcal/kg. Coal for the proposed plant will be fed from coal block in the State of Jharkhand. The support fuel (HSD/LDO) from nearest refinery/oil depots by rail/road. 11. Steam Generator Semi outdoor type two pass single re-heat balanced draft, drumless unit designed for firing pulverized coal as main fuel. 12. Steam Turbine The steam turbine generator will be single shaft, two /three Generator cylinders, tandem compound, reheat, regenerative, condensing unit directly coupled to AC Generator giving a continuous output at generator terminal of 800, 000 KW at 21~27 KV. 13. Control System Distributed Digital Control and Management Information Items Description S.No. System (DDCMIS) with integrated, CRT/Key Board operation for Steam Generator, Turbine, Generator and auxiliaries from Central Control room. i)1 4. Chimney Two (2) twin flue and One (1) single flue chimney of 275 M high. ii)1 5. Power The power generated from the plant will be evacuated at 765 Evacuation kV/400kV Transmission System to the nearest grid station. iii)16 .     Magmatic underplating beneath the Rajmahal Traps: Gravity signature and derived 3-D configuration A P Singh∗, Niraj Kumar and Bijendra Singh National Geophysical Research Institute, Uppal Road, Hyderabad 500 007, India ∗ e-mail: apsingh−[email protected] [email protected] The early Cretaceous thermal perturbation beneath the eastern continental margin of the Indian shield resulted in the eruption of the Rajmahal Traps. To understand the impact of the magmatic process that originated in the deep mantle on the lower crustal level of the eastern Indian shield and adjoining Bengal basin the conspicuous gravity anomalies observed over the region have been modelled integrating with available geophysical information. The 3-D gravity modelling has delin- 3 eated 10–15 km thick high-density (ρ =3.02 g/cm ) accreted igneous layer at the base of the crust beneath the Rajmahal Traps. Thickness of this layer varies from 16 km to the west of the Rajmahal towards north to about 12 km near Kharagpur towards south and about 18 km to the east of the Raniganj in the central part of the region. The greater thickness of the magmatic body beneath the central part of the region presents itself as the locus of the potential feeder channel for the Rajmahal Traps. It is suggested that the crustal accretion is the imprint of the mantle thermal perturbation, over which the eastern margin of the eastern Indian shield opened around 117 Ma ago. The nosing of the crustal accretion in the down south suggests the possible imprint of the subsequent magmatic intrusion along the plume path.

The concerned Deputy Commissioner and Divisional Forest Officers were Notified as Chairman and Member Secretary respectively of the Committee apart from other members. In the light of Judgement passed on 26.09.2019 by Hon’ble National Green Tribunal (NGT) in the matter of O.A. 360 of 2018 this District Environment Plan has been prepared.
