General Characteristics of the District: Deoghar District, an administrative district of Jharkhand has it’s headquarter at Deoghar. It was seperated from Santhal Pargana on 09.08.1983 by the Gazette Notification No. 179 dated 01.08.1983. The district lies between 230 03’ to 240 05’ (North) Latitude and 860 09’ to 870 04’ (East) Longitude. The district is situated at about 247 meters above the sea level. The Deoghar District is surrounded by Banka district of Bihar in the north, by Dumka (Jharkhand) in the east, by Jamtara (Jharkhand) in the south and by Munger (Bihar) and Giridih (Jharkhand) in the west. The total geographical area of the district is about 2479 Sq. Km or 230106.58 hectares. As per the Jharkhand Industrial Policy 2001 Deoghar District comes under ‘C’ category, i.e. most backward district for industrial activities. The district is very famous for as there is situated famous Shiva temple called “Baidyanath Dham”. Lacs of people from all over the country & abroad also come to Deoghar i.e. “Baidyanath Dham” in the month of Shravan to worship Lord Shiva. Location & Geographical Area: The district lies between 230 03’ to 240 05’ (North) Latitude and 860 09’ to 870 04’ (East) Longitude. Deoghar District is surrounded by the following districts of Bihar and Jharkhand:- (a) North : Banka (Bihar) (b) East : Dumka (Jharkhand) (c) South : Jamtara (Jharkhand) (d) West : Munger (Bihar) and Giridih (Jharkhand) The total geographical area of the district is about 2479 Sq. Km. Continued on page ------- 2. 2. Topography: The Climate of Deoghar district is semitropical with hot & dry in summer and cold in winter through out the district. The temperature varies from 420C maximum in summer to 70C minimum in winter. The height of the district above sea level is 247 Mts. The annual rainfall varies from 110cm to 130cm. The soil of the district is stony and mixture of red and sandy clays. The water holding capacity of the soil is poor but suitable for agriculture and crops production. Black soil is also found in low lying areas of the district. The soil is rich in quartz, feldspar, stone and other minerals. There are small rivers passing through the district, but most of them are dry in summer season. The total forest area is about 18534.85 hectares which is mostly barren. Continued on page ------- 3. 3. 1.4 FOREST: Total area covered under forest in Deoghar district is about 46337.09 Acres or 18534.85 hectares which is mostly barren. 1.5 Administrative set up: Deoghar town is the Division headquarter of Deoghar itself. For administrative purpose the district has been divided into 02 sub-divisions and 08 nos. of Blocks / Tehsils, 04 nos. in each sub-division as follows :- Sub-Division: Deoghar: Blocks / Tehsils: 04 Nos. 1. This court noticed through electronic media of today i.e. 10.08.2015 that stampede took place on 10.08.2015 at about 04:30 a.m., near a temple of Goddess Durga in Belbagan locality which is about 3 k.m far from Baba Baidya Nath Dham Temple, Deoghar. The said fact is also available on e- newspaper, prabhatkhabar.com. 2. According to the report, the tragedy took place when people started trying to jump queue in order to get closer to the temple. In the aforesaid incident about 11 persons have been reported dead and more than 50 persons were injured. 3. Suo Motu cognizance is being taken on the aforesaid news item and following persons are being made as party respondents:- (i). The State of Jharkhand through the Chief Secretary, Jharkhand; (ii). The Dy. Commissioner, Deoghar; (iii). The Director General of Police, Jharkhand; (iv) The Superintendent of Police, Deoghar; (v). The Jharkhand State Hindu Religious Trust Board, Jharkhand; and (vi). The Management Board, Baidyanath Dham Temple, Deoghar. 4. On asking of the Court, Mr. Ajit Kumar, learned Additional Advocate General, appears and accepts notice on behalf of the State. 5. Let notice be issued to the remaining respondents. 6. The respondents are being directed to file their counter affidavits with regard to acknowledge this court about the cause of accident, measures, both interim and final, are being taken for preventing the similar accident in future, about the persons who are responsible for the above accident and the steps which has been taken against them.

    DISTRICT ENVIRONMENT PLAN for District-Deoghar [Hon’ble NGT vide order dated 26.09.2019 in the matter of O.A 360 of 2018] 1 | P a g e PREFACE The District Environment Committee for each district of Jharkhand was constituted vide Department of Forest, Environment & Climate Change, Govt. of Jharkhand notification no. 489 dated 26.12.2019. The concerned Deputy Commissioner and Divisional Forest Officers were Notified as Chairman and Member Secretary respectively of the Committee apart from other members. In the light of Judgement passed on 26.09.2019 by Hon’ble National Green Tribunal (NGT) in the matter of O.A. 360 of 2018 this District Environment Plan has been prepared. After a lot of delibrations during the various meetings of District Environment Committee, tasks were assigned to various concerned departments to provide information and basic data for the preparation of District Environment Plan (DEP) for Deoghar District. We express our sincere thanks to Jharkhand State Pollution Control Board for providing necessary guidance through meetings, Video Conferencing and communications to prepare this plan.
