DISTRICT ENVIRONMENT PLAN for District-Deoghar [Hon’ble NGT vide order dated 26.09.2019 in the matter of O.A 360 of 2018] 1 | P a g e PREFACE The District Environment Committee for each district of Jharkhand was constituted vide Department of Forest, Environment & Climate Change, Govt. of Jharkhand notification no. 489 dated 26.12.2019. The concerned Deputy Commissioner and Divisional Forest Officers were Notified as Chairman and Member Secretary respectively of the Committee apart from other members. In the light of Judgement passed on 26.09.2019 by Hon’ble National Green Tribunal (NGT) in the matter of O.A. 360 of 2018 this District Environment Plan has been prepared. After a lot of delibrations during the various meetings of District Environment Committee, tasks were assigned to various concerned departments to provide information and basic data for the preparation of District Environment Plan (DEP) for Deoghar District. We express our sincere thanks to Jharkhand State Pollution Control Board for providing necessary guidance through meetings, Video Conferencing and communications to prepare this plan. We are also thankful to Deputy Development Commissioner, Nagar Aaukta, Civil Surgeon, Irrigation Department, Public Health Engineering Department and Regional Office of Pollution Control Board, Dumka, Mining Department, Deoghar for extending their sincere support for providing necessary inputs/data for this plan. We also thank Sri Prince and Sri Roushan Sharma of Divisional Forest Office, Deoghar for timely compilation of data received from various sources and to complete this plan within the time frame. This plan is uploaded on the official website of the Deoghar District for reference and future use. No. 360 of 2018 filed by Shree Nath Sharma Vs Union of India and Others directed that CPCB shall facilitate the District Magistrates in preparation of District Environmental Plan by placing Model plan on its website. This model plan may be adopted as per local requirements by all Districts under supervision of District Magistrate. The said Order also directs that Department of Environment in respective States / UTs should collect district plans to prepare State Environment Plan, which shall be monitored by respective Chief Secretaries of State/UT by 15/12/2019. The model District Environment Plan (DEP) is envisaged to bring the scope of environmental management to local governments and administration, so as to set their own goals and targets to achieve desired environmental quality. The DEP is intended as a quick reference to the personnel of District Administration to: - (i) Identify key environmental issues within the district boundary. (ii) Prioritize the required projects. (iii) Strategize and plan for implementation and (iv) Outline tentative timelines for completion of projects. This report will also help regulators to monitor compliance and is structured to allow updates and monitoring at State level. CPCB has prepared Data templates for preparation of DEPs. Data templates have been circulated to all Districts to capture information related to key parameters essential for preparing environment management plan. As identified by Hon’ble National Green Tribunal in Original Application No. 360 of 2018, the scope of DEP will be based on 7 thematic areas unless there is any other specific environmental factor in the district that needs to be covered as part of DEP. 3 | P a g e The scope of work is outlined in following areas: 1. Noise Pollution Management Plan Data templates covers 7 thematic areas by capturing basic information on 64 action areas with 220 data points, which covers essential information required for preparing District Environment Management Plan. BRIEF DETAILS OF DEOGHAR DISTRICT LOCATION District lies between 240 03' and 23038' N Latitude and 860 28' and 870 04' E longitude within northern hemisphere at 254 Meters altitude from the sea level. With respect to population and area the rank of district amongst the districts of state are 9th and 16th respectively. Tribal like Santhals, Paharias and Lohras make a sizeable chunk of the population. Being tribal dominated its culture and creed is unique. This district is covered with mountains, rivers and forests. Its natural phenomena are fascinating and rare. The history of Deoghar district is inseparable from the history of parent district of Santhal Pargana. Santhal Pargana was created by Act No. XXXVII as a separate district in the year 1855 by transferring out portions of Bhagalpur and Birbhum districts. The entire area comprising present divisions of Santhal Pargana, Hazaribagh, Munger and Bhagalpur was termed as Jungleterry (Jungle Terai) by the English on assumption of Diwani in 1765. HISTORY As a consequence of tetra furcation of old Santhal Pargana district on two different dates the district of Deoghar was created on 1st of June 1983. On 17th May 1983 Godda and Sahebganj districts were created while on 1st June 1983 Deoghar and Dumka districts were created out of old Santhal Pargana district. Old Santhal Pargana district was thereafter upgraded to the level of division comprising all the aforesaid districts (Deoghar, Godda, Dumka and Sahibganj). On 28.1.94 a new district of Pakur was created out of Sahibganj district which also remained the part of Santhal Pargana division. Deoghar district was named after its principal town Deoghar. Deoghar was named after Deogharh (fort of the god). Deoghar means “the abode of gods”. Davadhidev Mahadev is presiding deity of Deoghar district. Deoghar town in famous as one of the Sanctum Sanctorum of Hindus. About the installation of Jyotir Linga of Lord Shiva thee is more than one legend. One of the famous legends can be recounted like this. Once Lord Shiva was pleased with demon King Ravana. On Kailash Lord bestowed Ravana one of the Jyotir Linga. Ravana started for Lanka, his kingdom, with Jyotir Linga. Lord Vishnu became perturbed. He asked Lord Varun 7 | P a g e to do the something so that mighty Ravana would not take Shivalinga to Lanka. Owing to Varun’s effect Ravana felt very high pressure of nature’s call. While urinating he was afraid to hold to Jyotir Linga. As he was committed not to put Jyotir Linga on the land due to condition put by shiva as and when the sacred Jyo0tir Linga would be established there itself. Thoughtful Ravana asked the Baiju-a tribal boy – to hold the Jyotir Linga till he was urinating. As Ravana took a lot of time in urinating under the impact of water-god Varun Baiju became impatient and put down the holy Jyotir Linga on the ground. Ravana unsuccessfully tried to unseat the Jyotir Linga. Thus, he could not take the Jyotir Linga to Lanka and the famous sanctum sanctorum of Lord shiva was established at Deoghar. PHYSICAL ASPECTS. Deoghar district is a part of Hazaribagh Plateau. The district may be divided into Damin and non-Damin region. Damin –1Koh is a persion word and means skirts of the hills. The physical aspects of the district have been divided into two sub-micro regions.
