1. Introduction 1.1 Preamble

1. This report represents the Semi - Annual Environmental Monitoring Review (SAEMR) for ADB funded PDEIP-MFF-Tranche3 sub-projects funded under PDEIP-MFF-Tr.3.

2. This report is the 14th EMR for the project.

1.2 Headline Information 3. GEPCO had completed all 04 No of sub-project namely Conversion of 04 No. of sub-stations from 66kV to 132kV along with associated 132kV T/lines component.

2. PROJECT DESCRIPTION AND CURRENT ACTIVITIES

2.1 Project Description 4. Power Distribution Enhancement Investment Program Government of the Islamic Republic of Pakistan (GoP) through Ministry of Water and Power (MOW&P) with assistance of Asian Development Bank (ADB) is implementing the Power Distribution Enhancement Investment Program (PDEIP) under Multi Tranche Financing Facility (MFF). This Program is part of the GoP long term energy security strategy. Pakistan Electric Power Company (PEPCO) has been nominated by Ministry of Water and Power (MOW&P) to act as the Executing Agency (EA) while Gujranwala Electric Power Company (GEPCO) is the Implementing Agency (IA) for execution work in its service area. (GEPCO jurisdiction map provided at Annexure-B) 5. Power Distribution Enhancement Investment Project (PDEIP)-Tranche-III The Power Distribution Enhancement Investment Project (PDEIP) Tranche-III is designed to provide grid-connected customers with adequate and reliable supply of electricity. The rehabilitation, augmentation, and expansion of power distribution infrastructure will increase the reliability of supply to residential, agricultural, commercial, and industrial customers across Pakistan. A reliable electricity supply will lead to social and economic benefits and improved conditions for schools, hospitals, and social services, among others. The main component of the program is given as under: ▪ Conversion of 04 No. existing 66kV Grid Stations (, Head-Marala, & Malakwal) to 132kV along with T/Lines as an allied component. ▪ The projects basic information is provided here in Table 1.

Manager (E&S), AM (Environment) & AM Environment & Social (Social) are working in PMU Project Management Safeguards Unit, GEPCO 6.Objectives of the Project–PDEIP (Tranche-III):-The main objectives of this investment program are; (i) Improve power distribution infrastructure through system rehabilitation, augmentation, and expansion; and relieve the power system from distribution bottlenecks and constraints; 8

(ii) Enable continued operation and maintenance in accordance with best international practices; and (iii) The system will be capable of meeting peak demand, with electricity outages significantly reduced. 7. Scope of Work:-There are 04 No. of GEPCO proposed projects under ADB Tranche-2. Its detail is here as under: I. Conversion of 04 No. existing 66kV Grid Stations (Daska, Head-Marala, Siranwali& Malakwal) to 132kV along with 132kV Tr./Lines as an allied component. II. Transmission line component will be executed by GEPCO own sources (Table: 2). 8. Overall the proposed MFF has been designed to address both investment and institutional aspects in electric power sector. Development objectives/ project purpose will be fully achieved after completion of the proposed sub-projects.

9. To carry out and handle the investment projects GEPCO has established Project Management under the administrative control of Chief Engineer (Development). The PMU comprises of 4 sections. i. Planning Scheduling & Coordination: To take the responsibilities for (i) identifying and proposing the subprojects to PEPCO / Donor Agency for approval and financing, (ii) Scheduling and Monitoring (iii) preparing the necessary documentation in line with the statutory, corporate and Donor policies including quarterly reports (iv) coordinate with the consultant. ii. Procurement: To take care of all responsibilities and tasks related to procurement (goods, works and services) and for the activities related to material planning, preparation of bidding documents according to the requirement of the Donors, getting the evaluation done and for placing the orders after approval of the Donors, inspection and then transportation to the site. Arrange release of material thru CRR Karachi and final delivery to the site. iii. Project Finance: They are responsible for taking care of counterpart financing, funds flow arrangements, payments, recording and monitoring of both ADB &Korean funds. Also, will establish, monitor and manage the imprest account and statement of expenditure (SOE) procedures. Furthermore ensure timely preparation of the annual audited project accounts. iv. Environment & Social Safeguard: To take care of all the responsibilities and tasks related to environment, land, and social (including involuntary resettlement and indigenous people) and

provide oversight on occupational health, safety and environment safeguards in the working environment. The Environmental & Social Safeguard (E&SS) Section of PMU, GEPCO provides an overall supervision and advisory services during the Pre-Construction phase, Construction phase & Post–Construction phase of the project. The E&SS also assists and advises GSC Directorate, Construction Directorate and other GEPCO departments on environmental and social matters. Presently, the E&SS Section has one Environmental and one Social Impact expert under the supervision of a Deputy Manager Environmental and Social Safeguard (E&SS). The organizational structure/ Organogram is attached at (Annexure–A). 2.2-Project Contracts and Management

10. All 04 No of conversion of sub-projects have been awarded to M/S Sinosteel Equipment

and Engg. Manufacturing Co. China. (The execution & detailed progress of Tr.2 Projects is

provided at Annexure-C)

2.3 Project Activities during Current Reporting Period

11. The construction work of conversion of all 04 No grid stations from 66kV to 132kV had already been completed So no civil activity has been carried out the entire period. 2.4 Description of Any Changes to Project Design

12. There are no changes to project design taken place during the period.

2.5 Description of Any Changes to Agreed Construction Methods

13. No construction activity has been occurred during the aforesaid period.

3. ENVIRONMENTAL SAFEGUARD ACTIVITIES

3.1 General Description of Environmental Safeguard Activities

14. All the GEPCO sub-projects have already been completed and energized.

15. Environmental & Social Complaint Register both in English and versions have already been communicated and implemented by the Project Director (GSC), XENs TLC/ T&G at respective project sites. So far, No affected person/ household has approached GEPCO Grievance

Redressal Committee (GRC) and logged/ filed written complaint in PMU/ GSC Office.

16. Awareness sessions for compensation and grievance Redressal were conducted at different location of 132kV Transmission lines for the timely collection of required ownership documents and compensation of damages to minimize the right of way issues. These awareness sessions were conducted during foundation & erection works. Because the affectees were reluctant/ avoid providing/ submitting their ownership (Fard / Gardawari/ land ownership) documents required for compensation as per GEPCO SOP (Kharaba Compensation). The sessions were conducted the Naib- Nazim/ councilors of the villages and some affectees. 3.2 Site Audits

17. Site audits/ inspections have been carried out at constructed 132kV Siranwali and H/Marala

Substations in district Sialkot. (Detailed enclosed herewith at Annexure-E).

3.3 Issues Tracking (Based on Non-Conformance Notice)

18. 03 No of issues regarding construction/ repair work of boundary walls, drainage and provision

of trench covers have been communicated to M/S Sinosteel Engg Company and all have been

resolved.

3.4 Trends

19. The trends are generally on negative site i) HSE issues, ii) site restoration 20. 21. There are no unanticipated environmental impacts or risks identified/ reported during the current period.

4. RESULTS OF ENVIRONMENTAL MONITORING

4.1 Overview of Monitoring Conducted during Current Period

22. All the GEPCO sub-projects have already been completed and energized in the Years 2017-18 and detailed monitoring reports/ results were communicated in respective Biannual monitoring reports.

4.2 Trends

23. There are no negative trends based on past period of monitoring data. All monitoring results of drinking water, noise and air quality remained within acceptable level/ range of NEQS.

4.3 Summary of Monitoring Outcomes

24. Almost all civil works activities have been completed and past monitoring results have not shown any significant effect / impact over longer period of time. So, no further monitoring is required.

4.4.1 Current Period

25. No civil works activities have been carried out so, no waste streams neither generated nor being reported.

4.4.2 Cumulative Resource Utilization

26. No civil works activities have been carried out so, no resource utilization either gauged or reported.

4.5 Waste Management

27. No civil works activities have been carried out so, no waste management activities required as well as being reported.

4.5.1 Current Period

28. No civil works activities have been carried out so, no waste streams neither generated nor being reported.

4.5.2 Cumulative Waste Generation

29. No civil works activities have been carried out so, no waste streams neither generated nor being reported. However, solid waste (empty cement bags, metal scrap, debris etc.) generated in the past was collected, segregated and put in scrap/ waste yard. Thereafter recycling was carried out at all project sites.

4.6 Health and Safety

4.6.1 Community Health and Safety

30. No incident/ accident has been reported during this reporting period since no civil works executed and no contractor labor was mobilized at any work site.

4.6.2 Worker Safety and Health

31. No incident/ accident has been reported during this reporting period since no civil works executed and no contractor labor was mobilized at any work site.

4.7 Training

32. No training / capacity building sessions have been conducted during this reporting period as

no contractor labor was mobilized at work sites.

33. HSE/ safety induction sessions, trainings on solid waste management, fire fighting and first

aid had been conducted in the past during the execution of civil works.

5. FUNCTIONING OF THE SEMP

5.1 SEMP Review

34. The EM&MP (Environment monitoring & management plan) was made part of tender/ bidding documents and implemented at all project sites. The contractors(s) had implemented mitigating measures as prescribed in EM&MP.

35. The contractors(s) have been asked to carry out environment monitoring as per BOQ items environment monitoring, water sprinkling activities and HSE activities etc. to which they have responded with results.

6. GOOD PRACTICE AND OPPORTUNITY FOR IMPROVEMENT

6.1 Good Practices

36. Site HSE/ Safety plan was developed and implemented in true letter and spirit at project sites.

Site HSE trainings have been conducted both by E&S cell of Contract(s) and PMU. No fatality/major incident/ accident have been occurred during the entire project cycle.

37. GEPCO has adopted PEPCO issued SOP on E&S and its implementation is in process. HSE

Directorate has been approved by the Board of Directors (BOD) GEPCO.

6.2 Opportunities for Improvement

38. There is dire need to evaluate contract(s) progress on Environmental & Social Safeguard on part of completed projects in the past. During bidding evaluation process (at least 10 marks to be assigned), especially certificate(s) on E & S past performance be provided.

7.2 Recommendations

40. Prior meetings/ awareness sessions are required for contractor(s) before its mobilization at site to identify the requirements as set forth in bidding documents special conditions of contract (SCC) and general conditions of contract (GCC) e.g. BOQ items environment monitoring, water sprinkling activities and HSE monitoring etc.

41. There is dire need to develop proactive approach by conducting such trainings/ session before mobilization of contractor(s) at work sites. Apart from these trainings, separate sessions are also required to for contractor(s) to comply with/ meeting special conditions of contract (SCC) and general conditions of contract (GCC) e.g. BOQ items environment monitoring, water sprinkling activities and HSE matters etc.
