    Heather Stefanson Finding and Maintaining the Balance by Brian Campbell Politics has been part of Heather Stefanson’s life, almost from the very beginning. Over the years she has been involved in both Federal and Provincial politics, either as a volunteer, an employee, or as an elected official. However, being a political mom has its challenges. Heather says, “The most challenging part is balancing family life, with kids who play hockey and volley ball and ultimate (Frisbee) and soccer and all their other sports and birthday parties and other special occasions; and at times I have committee, or we’re in session and the time is not my own.” “My kids were born into this,” Heather says. “I was elected before they were born.” Heather and Jason have two children; Victoria (14) and Tommy (12) and she says that the secret to the balance is that, “I have a great supportive husband. He travels a lot, but he is very helpful when he is home.” Heather’s political future began to take shape when, after graduating from St. John’s-Ravenscourt, she went to the University of Western Ontario in London, Ontario to get her undergraduate degree in Political Science. From there she moved to Ottawa to take a job as Special Assistant in the Prime Minister’s office under Brian Mulroney. But Heather’s interest in politics goes back even further than that. Her father ran against Lloyd Axworthy in 1977. “I can recall going door to door when I was seven years old,” Heather says. “And it was a lot of fun.

    Legislative Reports Implementation Act, 2016 which gives effect to budget initiatives, and the Food and Agricultural Products Classification Act which requires all food and beverage products marketed as “organic” to be certified under a provincial or national certification program by 2018. In addition, the Legislature adopted the Miscellaneous Statutes (Signed Statements) Amendment Act, 2016 which replaces the need for sworn statements with a simple, signed statement where appropriate. This legislation intends to reduce costs, delays and inconvenience for British Columbians by simplifying the law and making it easier to comply with legal requirements. We again this year had a large incoming class of graduate students in the BSc, PhD and MPH programs, as well as a large incoming class of undergraduate students in the Bachelor of Human Ecology (Family Social Sciences) and Bachelor of Health Studies programs.

    The New West: Bill 202 and Manitoba’s Future in the New West Partnership JOSHUA MORRY I. INTRODUCTION ill 202, The Participation of Manitoba in the New West Partnership Act,1 is a Private Member’s Bill introduced by Progressive Conservative B (PC) MLA Heather Stefanson in the Fourth session of the Fortieth Legislature of Manitoba. It is the fourth time that the Opposition has attempted to pass such a bill.2 If the Bill were to be enacted, within one year of its coming into force, the Government of Manitoba would be compelled to “communicate [with the governments of British Columbia, Alberta and Saskatchewan]…the desire of the government to join the New West Partnership and its intention to commence negotiations with those governments as soon as possible.”3 While the Bill has not yet faced second reading, it is clear that the current Government does not support the Bill, and it seems to be intended more to influence public opinion than to compel executive action. This paper will begin by providing a brief history and outline of the New West Partnership (NWP). It will then look at the Government of Manitoba’s view of the NWP, and the three other NWP Bills that the PCs have proposed. Finally, this paper will examine Bill 202 itself, focusing on the arguments presented in favour of and against the Bill by both the Government and Opposition. We want to thank you for hosting the roundtable discussion related to Manitoba’s Non-Profit Strategy on November 3, 2020, which some of the undersigned were able to attend. It was a beneficial opportunity to engage directly with the Government of Manitoba. We want to build upon this open and constructive dialogue through a sector table with scheduled, ongoing meetings between our sector and provincial decision-makers, including the Department of Municipal Relations. Multiple Provinces in Canada have established sector tables to serve this purpose, such as the Premier’s Council on Charities and Civil Society in Alberta. This table would enhance the communication and relationships between sector leaders and participating departments, improve the effectiveness of policy and programs targeting community-based organizations, and thereby support Manitoba communities through the COVID-19 crisis and beyond. We see this as an excellent opportunity for input and value-add to your department from agencies on the front- line in Manitoba communities.

INTRODUCTION ill 16 – The Fatality Inquiries Amendment Act,1 was first introduced on March 8, 2017 during the second session of the forty-first legislature.2 B As the name suggests, the bill made significant amendments to the Fatality Inquiries Act (“Act”).3 This Act sets out the investigation process of deaths that occur in specific circumstances in Manitoba. The stated purpose of Bill 16 was to clarify the Act, make it more readable, and implement changes that had been requested by those involved in the death investigation process. The bill made significant amendments to both the inquiry and inquest process; however, only the changes as they related to the inquest process were contentious. This paper will provide context for the origin of the bill, summarize the changes Bill 16 made to the Act, and outline the justifications given for those changes. It will then set out the legislative process from the first reading until the bill received royal assent and proclamation. The analysis will outline the media coverage Bill 16 received and will explore the merits and deficits of the bill. Finally, comparative legislation in other Canadian * B.A., J.D. (2018). All Manitobans, and indeed all Canadians, have come together to fight the COVID-19 pandemic over the last year. This has been a truly Team Canada approach that has served all Canadians well in keeping families and businesses supported. While we are not out of the woods yet, I have no doubt that all Manitobans, including all orders of government and Indigenous partners, will work collaboratively together to keep people safe. I am writing today to respectfully recommend that the province of Manitoba involve the full, and meaningful, participation of the Manitoba Metis Federation (MMF) in Manitoba’s COVID-19 vaccination task force and in vaccine distribution. Only through full and active participation will the pressing health needs of Manitoba’s Metis be adequately met. While there have been no large outbreaks in any Metis villages in Manitoba to date, I am sure you know, and can appreciate that, Manitoba Metis are at higher risk of serious complications with COVID-19 and that an outbreak amongst vulnerable Metis citizens or elders would be devastating. I understand through my discussion on January 15, 2021 with Minister Heather Stefanson, Minister of Health and Seniors Care, she is currently scheduled to meet with MMF’s Minister of Health & Wellness Frances Chartrand on Tuesday, January 19, 2021. I consider this to be a very positive step, one that I hope will result in the MMF having full and active participation in the early planning, rollout and distribution of the COVID-19 vaccine in their communities.
