The Canadian Union of Public Employees (CUPE) represents education assistants, custodians, cleaners, school bus drivers, library technicians, intercultural and community liaisons, trades persons, office administrative staff plus more in 25 School Divisions across Manitoba. Many of our school support staff are exhausted and feeling overworked and undervalued – particularly when it comes to any form of wage program or recognition. These frontline staff are educating our children, aiding high needs students, transporting students to and from school, assisting in the everyday operation of schools, ensuring the buildings are clean and sanitized to ensure the safety of all staff and students. …/2 The Honourable K. Stefanson December 10, 2020 Page 2 Notwithstanding the Safe Schools Fund and the Federal Government COVID related funding, allocated to address remote learning, Personal Protective Equipment, staffing needs, and emerging needs, the CWSP funding falls short in recognizing the current work performed by education support staff. These workers are dedicated to supporting students in the education system and operations of the School Divisions, and we believe deserve the same wage recognition as those announced as part of the CWSP. By building upon such initiatives into the future, we can together respond to the most urgent and critical requirements of our communities and their schools. The Government’s plans to build and/or complete construction of twenty new schools province-wide over the next decade will certainly support community growth, while also making a difference when it comes to the mounting capital deficit that will be faced by public education in Manitoba over the next eighty years. Given the age of school infrastructure at present, that most school buildings will celebrate their centennial in this timeframe, deserves our utmost focus.

    Heather Stefanson Finding and Maintaining the Balance by Brian Campbell Politics has been part of Heather Stefanson’s life, almost from the very beginning. Over the years she has been involved in both Federal and Provincial politics, either as a volunteer, an employee, or as an elected official. However, being a political mom has its challenges. Heather says, “The most challenging part is balancing family life, with kids who play hockey and volley ball and ultimate (Frisbee) and soccer and all their other sports and birthday parties and other special occasions; and at times I have committee, or we’re in session and the time is not my own.” “My kids were born into this,” Heather says. “I was elected before they were born.” Heather and Jason have two children; Victoria (14) and Tommy (12) and she says that the secret to the balance is that, “I have a great supportive husband. He travels a lot, but he is very helpful when he is home.” Heather’s political future began to take shape when, after graduating from St. John’s-Ravenscourt, she went to the University of Western Ontario in London, Ontario to get her undergraduate degree in Political Science. From there she moved to Ottawa to take a job as Special Assistant in the Prime Minister’s office under Brian Mulroney. But Heather’s interest in politics goes back even further than that. Her father ran against Lloyd Axworthy in 1977. “I can recall going door to door when I was seven years old,” Heather says. “And it was a lot of fun.

    TO: UMSU Membership FROM: UMSU VPA, Kristin Smith DATE: Thursday, December 3, 2020 RE: 2020 Annual General Meeting VPA Report Report of the Vice-President Advocacy General Responsibilities Student Senate Caucus (SSC) I co-chair the Student Senate Caucus with UMGSA Vice-President (Academic) Rubel Talukder. We on-boarded the newly elected Senators in May, and distributed the revised Student Senate Caucus Handbook. Since then, we have been meeting on a monthly basis ahead of Senate meetings. Student Senate Caucus offers a venue for senators to voice their concerns about the Senate agenda prior to the Senate meeting, and to articulate questions to be raised at Senate. I construct the SSC agendas through reviewing the Senate agenda for the next meeting, pulling out the most important items for discussion, and distilling the issues in appendices. Senators understand they are encouraged to read the Senate agenda when it comes out to help identify if something should be added. The Student Senate Caucus has been eager in adopting an advocacy role as well, having submitted 2 proposals to the University, led by myself as Caucus co-chair: one for compassionate grading, and another for various measures to improve online learning. The Student Senate Caucus has also successfully filled the majority of Senate Committee seats requiring student representation. Individual Student Cases I have helped many students on individual advocacy concerns since beginning my term at UMSU. Sometimes it is as simple as answering a set of questions, providing advice, or connecting students with another office. Other times, students request that I be their official advocate in a disciplinary case, final grade appeal, admissions appeal, case for special consideration, or a myriad of other issues.

I am also voicing my support for the Manitoba Federation of Labour’s request for presumptive legislation for frontline workers in this province who contract COVID-19. As the World Health Organization notes, health care workers “face higher risks of potential COVID-19 infection in their efforts to protect the greater community.”1 Based on an analysis of data from the U.S. and the U.K., frontline health care workers had a nearly 12 times higher risk of testing positive for COVID-19 than individuals from the general population. The risk was even greater for those workers who lacked access to personal protective equipment (PPE).2 Frontline health care workers in this province have a higher likelihood of being exposed to COVID-19 because of their workplace, and in some cases, will be frequently exposed to it over lengthy durations. Through the nature of their work – treating COVID-19 patients or being exposed to an environment with individuals testing positive for COVID-19 – it should come as little surprise that health care workers have been disproportionately infected with the virus across the country.

In addition, the Legislature adopted the Miscellaneous Statutes (Signed Statements) Amendment Act, 2016 which replaces the need for sworn statements with a simple, signed statement where appropriate. This legislation intends to reduce costs, delays and inconvenience for British Columbians by simplifying the law and making it easier to comply with legal requirements.
