IN THIS ISSUE Dear Kelana Jayans, Parliamentary Sessions Update: This is my fifth newsletter to the people of Kelana Jaya and it is a mid-year issue. We Terrorism legislations and RMK-11 will endeavour to update you of our activities and events every six months. The first six months of 2015 has seen tremendous political and economic developments in Malaysia. The incarceration of Anwar Ibrahim and the recent PAS Muktamar has effectively ended Pakatan Rakyat. As I write, the progressive members of PAS are regrouping with the prospects of forming a new party. I wish them Godspeed in their endeavours. We may yet emerge stronger than ever. On the other side of the political front, the very public quarrel between Dr. Mahathir and Prime Minister Najib is nearing boiling point. Political rumours and Community Projects: prospects of a change in leadership has become a norm topic of conversations. Medical camps and revamping a Ostensibly, the fight centers on the 1MDB story. The 1MDB financial scandal has kindergarten in Ladang Glenmarie had tremendous negative impact on investor and business confidence. The government is now trying to turn the tables and say that lies were spread by Constituency Matters: “economic saboteurs” on 1MDB. Ucapan : Dr. Kelvin Yii Lee Wuen [Bandar Kuching] Tajuk Ucapan : Lokasi Stabar Quarry (Kuching) Yang Terlalu Dekat Kepada Kawasan Perumahan Tarikh Ucapan : 3 April 2019 (Rabu) Kementerian : Kementerian Air Tanah dan Sumber Asli Tuan Yang Dipertua, di Kuching adanya sebuah kuari ‘Stabar Quarry’yang dimiliki of CMS Quarries Sdn Bhd yang beroperasi berdekatan dengan kawasan perumahan Batu 7 termasuk Taman Mei Lee, Taman Wai Leong, Taman Sentosa dan Sentosa Height. Mengikut anggaran yang ada, jarak antara kuari tersebut kepada Taman Mei Lee cuma 250m. Malah, ada kes yang berlaku pada 5th Disember 2008 di mana batu besar telah terbang ke kawasan perumahan disebabkan aktiviti “blasting’ yang menyebabkan kerosakan di 2 rumah di kawasan perumahan tersebut. Gegaran juga dapat dirasai untuk semua yang tinggal di kawasan berdekatan sampai beberapa kilometer. Orang yang tinggal di kawasan tersebut terutamanya kanak-kanak dan orang tua amatlah bimbang tentang keselamatan mereka. ‘Blast’ dari kuari tersebut juga semakin dekat kepada kawasan perumahan dan gegaran yang berlaku mungkin menjejaskan struktur dan integriti tanah terutamanya asas atau ‘foundation’ rumah yang ada. Ini juga meningkatkan risiko tanah runtuh disebabkan “heavy loading” di sekitar Sungai Stakan dan juga merosakkan “rock strata structure” berhampiran lembah tersebut. Mengikut spesifikasi Kementerian, jarak “buffer safe zone” antara kuari dan kawasan perumahan sepatutnya lebih daripada 600m. Pada tahun 2017, ada insiden tanah runtuh di kawasan perumahan Tanjung Bungah di Pulau Pinang disebabkan kuari yang berdekatan. Jarak antara kuari tersebut dengan kawasan perumahan tersebut adalah 750m. Oleh itu, saya meminta agar pihak kementerian dapat membuat pemeriksaan di kawasan tersebut dan juga untuk memastikan integriti tanah dan struktur rumah di kawasan perumahan tersebut tidak terjejas disebabkan kerja-kerja kuari tersebut dan juga mengambil langkah-langkah yang perlu jika spesifikasi dan peraturan Kementerian untuk kuari tersebut yang boleh mengancam keselamatan penduduk tidak dipatuhi. -

Saya dimaklumkan bahawa isu berkaitan guru pernah dibawa kepada Menteri Pendidikan dan kementerian semasa kerajaan yang lepas namun tiada tindakan susulan diambil dalam usaha mengurangkan atau menyelesaikan isu-isu yang berbangkit. Saya rasa terpanggil untuk menyuarakan rintihan dan aduan oleh majoriti guru di Malaysia dan saya juga sangat memahami permasalahan yang sering dihadapi oleh kerana saya juga merupakan bekas guru. Saya menyambut baik usaha kerajaan mahu mengurangkan beban guru daripada tugas perkeranian. Mereka selama ini dibebani dengan tugas di luar bidang dan masa mereka sebagai pendidik. -

KELVIN YII LEE WUEN [ BANDAR KUCHING ] TARIKH : 2 OGOS 2018 (KHAMIS) SOALAN : 7 Dr. Kelvin Yii Lee Wuen [ Bandar Kuching ] minta MENTERI PENGANGKUTAN menyatakan status perlaksanaan Stage Bus Services Transformation (SBST) di Kuching. Nyatakan jangka masa tarikh perlaksanaan, pelan terkini serta terperinci, syarikat-syarikat yang terlibat dan peranan setiap syarikat tersebut termasuk jumlah yang akan dibayar mengikut kontrak. Tuan Yang di-Pertua, Perjanjian Stage Bus Services Transformation (SBST) telah ditandatangani di antara Kerajaan Persekutuan dengan operator rangkaian pada 22 November 2017 dengan tempoh pelaksanaan kontrak selama lima (5) tahun ianya telah diselaraskan oleh Bahagian Pembangunan, Jabatan Perdana Menteri. Di peringkat Negeri Sarawak, Kementerian Pembangunan Infrastruktur dan Pengangkutan (MIDT) merupakan agensi pelaksana SBST dengan kerjasama Jabatan Perdana Menteri. Perkhidmatan bas ini dijangka akan mula beroperasi pada bulan Januari 2019. Pengendali atau operator rangkaian yang dilantik oleh Kerajaan adalah Konsortium Bas Bandaraya Kuching (KBBK) Sdn. Bhd. yang merupakan gabungan lima (5) buah syarikat pengendali bas sedia ada di Bandaraya Kuching dan Kota Samarahan syarikat-syarikat tersebut ialah Bau Transport Company Sdn. Bhd., Biaramas Express Sdn. Bhd., City Public Link Bus Service Sdn. Bhd., Petra Jaya Transport (Sarawak) Sdn. Bhd. dan Sarawak Transport Company Bhd. Di bawah pelan SBST, sebanyak 130 buah bas baharu Diesel berhawa dingin (116 beroperasi, 14 gantian) dengan kapasiti 55 penumpang akan disediakan, lengkap dengan ciri-ciri mesra Orang Kelainan Upaya (OKU), sistem WiFi, sistem kedudukan global (GPS) dan sistem tiket elektronik dengan penggunaan kad pintar untuk keselesaan pengguna. Di bawah pelan SBST tersebut juga, jumlah 130 buah bas tersebut akan meliputi keseluruhan jarak sepanjang 560 km, jumlah 27 laluan (15 laluan teras (trunk) dan 12 laluan pengantara (feeder) dengan kadar operasi yang ditetapkan dalam Perjanjian Kontrak. -

For the last two months, we have been hit very hard by the pandemic and there seems to be no near end in sight. The Emergency proclamation in January, ostensibly to fight COVID-19 has now been proven to be a complete political sham. Malaysia is the only country in the world where after Emergency has been declared (together with the suspension of Parliament), the pandemic situation has actually worsened instead of improving. This inability to contain the pandemic is the result of an incompetent and anti-democratic government that is weak in leadership and poor in policy planning. I get no joy in criticising the PN government but it is now as clear as day that without the checks and balances provided by parliament, their incompetency will only grow to the detriment of Malaysians from the pandemic. However, this newsletter is not so much about politics; for that you can follow me on my active social media posts. This newsletter is basically a report card of sorts of what my office and I have been doing in the last six months. -

KUALA LUMPUR, 2 MAY 2020 CMCO: More Preparation Time Needed We, the undersigned patients, former patients, non-government organisations, public health professionals and individuals express concern of the Government's recent announcement to introduce a Conditional Movement Control Order (CMCO) on 4 May. It would have been better if the recent announcement was made for implementation after 12 May as part of life post-MCO. That would have given at least a week for preparation. Due to the incalculable sacrifices made by the thousands of people delivering Malaysia's essential services in hospitals, clinics, at roads, roadblocks, markets and offices, the country has made remarkable progress in the COVID-19 public health emergency and achieved results which are the envy of many countries in the region and around the world. Though more than a hundred people have died, lives have also been saved. Thousands have already recovered from being infected, and have returned home to their families and loved ones. However, this achievement has come at a tremendous price. Everyone has been hurt by the imposition of the MCO. The impact to the economy has been severe. People have lost jobs, livelihoods of families and communities have been jeopardised. Poor mental health and a lack of physical activity have increased conflict, depression and caused suffering. We definitely need to gradually relax the restrictions and ensure that we are able to go back to life, to work and to rebuild. However, we are concerned that these achievements could be lost if there is not enough investment in time ensuring that people are sufficiently prepared to protect themselves, families, places of work and communities. -
