Forging Plowshares in Eritrea Written by Louis Werner Photographed by Lorraine Chittock North of the horn of Africa, between the regions known in Pharaonic times as Kush and punt-now northeastern Sudan and Somalia, respectively-one of the ancient world's oldest trading lands has become one of the modern world's youngest sovereign states. A funnel-shaped country as large as Pennsylvania, slightly smaller than England, Eritrea's narrow "spout" runs northwest to southeast between the Red Sea and Ethiopia. At its southern end, it borders diminutive Djibouti. In the north, the mouth of the funnel opens toward Sudan. Geography and history have given Eritrea its name, which comes from the Greek word erythros, "reddish," and the Greek name for the Red Sea, Erythra Thalassa. At the throat of the Eritrean funnel, a high central plateau, the site of Asmara, the capital, separates a sweltering coastal strip from game-rich lowlands in the northwest. In the south, the Danakil Depression lies 116 meters (380') below sea-level; the highlands of the north reach up to 2700 meters (8000'). This topographically and climatically diverse land was given its form by the same violent plate tectonics that began opening the Red Sea and ripping apart Africa's Rift Valley some 25 million years ago. Eritrea's physical diversity has its analogue in the nation's citizenry. When Italian ethnographer Conti Rossini called neighboring Ethiopia "a museum of peoples," he might well have included Eritrea in his assessment. The country's 3.8 million citizens are evenly divided between Muslims and Christians, and include nine major ethnic groups speaking nine different tongues classified in language groups from Nilo-Saharan to Kushitic and Semitic. -

Received 17 May 2006; received in revised form 14 September 2006; accepted 3 October 2006 Abstract Objective: to explore Eritrean immigrant women’s experiences of female genital mutilation (FGM) during pregnancy, childbirth and the postpartum period. Design: qualitative study using an ethnographic approach. Data were collected via tape-recorded interviews. Setting: interviews in the Eritrean women’s homes located in and around Uppsala, Sweden. Participants: 15 voluntary Eritrean immigrant women. Data collection and analysis: Semi-structured interview and open-ended questions were used. The interviews were tape-recorded, transcribed verbatim and then analysed. Findings: six themes of experiences of FGM among Eritrean women during pregnancy and childbirth were identified. They are (1) fear and anxiety; (2) extreme pain and long-term complications; (3) health-care professionals’ knowledge of circumcision and health-care system; (4) support from family, relatives and friends; (5) de-infibulation; and (6) decision against female circumcision of daughters. Key conclusion and implications for practice: the Eritrean women had experiences of FGM and had suffered from its complications during pregnancy, childbirth and the postpartum period. Midwives and obstetricians should have competence in managing women with FGM, and they need increased understanding of cultural epistemology in order to be able to provide quality care to these women. -

International Journal of Asian Language Processing 27(2): 95-110 95 Morphological Segmentation for English-to-Tigrinya Statistical Machine Translation Yemane Tedla and Kazuhide Yamamoto Natural Language Processing Lab Nagaoka University of Technology Nagaoka city, Niigata 940-2188, Japan [email protected], [email protected] Abstract We investigate the effect of morphological segmentation schemes on the performance of English-to-Tigrinya statistical machine translation. Tigrinya is a highly inflected Semitic language spoken in Eritrea and Ethiopia. Translation involving morphologically complex and low-resource languages is challenged by a number of factors including data sparseness, word alignment and language model. We try addressing these problems through morphological segmentation of Tigrinya words. As a result of segmentation, out-of-vocabulary and perplexity of the language models were greatly reduced. We analyzed phrase-based translation with unsegmented, stemmed, and morphologically segmented corpus to examine their impact on translation quality. Our results from a relatively small parallel corpus show improvement of 1.4 BLEU or 2.4 METEOR points between the raw text model and the morphologically segmented models suggesting that segmentation affects performance of English-to-Tigrinya machine translation significantly. Up until this point, they lived relatively isolated in the country, unaffected and unaware of the existence of world Jewry. Following this period and especially from the beginning of the twentieth century, the attention of certain Jewish individuals and organisations was drawn to the Falashas. This contact initiated a period of external interference which would ultimately transform the Falashas, an Ethiopian phenomenon, into Ethiopian Jews, whose culture, religion and identity became increasingly connected with that of world Jewry. It is the purpose of this thesis to examine the external influences that implemented and continued the process of transformation in Falasha society which culminated in their eventual emigration to Israel. -

In addition, they have to deal with national campaigns condemning “female genital mutilation”. Some of these young women arrived in Sweden already circumcised. -

Demographic profile of Yemen Religion Religion in Yemen consists primarily of two principals Islamic religious groups; 53% of the Muslim population is Sunniand 45% is Shi'a according to the UNHCR. Sunnis are primarily Shafi'i but also include significant groups of Malikis and Hanbalis. Shi'is are primarily Zaidis and also have significant minorities of Twelver Shias and Musta'ali Western Isma'ili Shias (see Shia Population of the Middle East). 4 Health care Despite the significant progress Yemen has made to expand and improve its health care system over the past decade, the system remains severely underdeveloped. Total expenditures on health care in 2004 constituted 5% of gross domestic product. In that same year, the per capita expenditure for health care was very low compared with other Middle Eastern countries—US$34 per capita according to the World Health Organization. According to the World Bank, the number of doctors in Yemen rose by an average of more than 7% between 1995 and 2000, but as of 2004 there were still only three doctors per 10,000 persons. -

Ethnolinguistic Favoritism in African Politics Andrew Dickensy 10 August 2016 I document evidence of ethnic favoritism in 164 language groups across 35 African countries using a new computerized lexicostatistical measure of relative similarity between each language group and their incumbent national leader. I measure patronage with night light lu- minosity, and estimate a positive effect of linguistic similarity off of changes in the ethnolinguistic identity of a leader. Identification of this effect comes from exogenous within-group time-variation among lan- guage groups partitioned across national borders. I then corroborate this evidence using survey data and establish that the benefits of fa- voritism result from a region's associated ethnolinguistic identity and not that of the individual respondent. yYork University, Department of Economics, Toronto, ON. Dickens, 2017 Abstract In this dissertation, I study the origins and economic consequences of ethnolinguistic differences. To quantify these differences, I construct a lexicostatistical measure of linguistic distance. I use this measure to study two different outcomes: ethnic politics and cross-country idea flows. I then take the economic importance of ethnolinguistic differences as given, and explore the geographic foundation of these differences. In chapter 1, I document evidence of ethnic favoritism in 35 sub-Saharan countries. I use lexi- costatistical distance to quantify the similarity between an ethnic group and the national leader’s ethnic identity. I find that a one standard deviation increase in similarity yields a 2 percent in- crease in group-level GDP per capita. I then use the continuity of lexicostatistical similarity to show that favoritism exists among groups that are not coethnic to the leader, where the mean ef- fect of non-coethnic similarity is one quarter the size of the coethnic effect. I relate these results to the literature on coalition building, and provide evidence that ethnicity is a guiding principle behind high-level government appointments. In chapter 2, I use book translations data to capture cross-country idea flows. It has been conjectured that income gaps are smaller between ancestrally related countries because they com- municate more ideas. -

My measure of night lights is calculated by averaging across pixels that fall within each WLMS country-language group polygon for each year the night light data is available (1992-2013). In some years data is available for two separate satellites, and in all such cases the correlation between the two is greater than 99% in my sample. -

NOTES AND NEWS 63 The main principle is that an Ngombe word is recognized as belonging to one or other word-group (' part of speech '), not, as in English, by its use and meaning, but by its form. As everybody knows, a Bantu word generally consists of a core or radical, to which are attached various prefixes, infixes, and suffixes. Except in ideophones, this radical in Ngombe has a tone, integral and fixed, high or low. Its basic form is Consonant-Vowel-Consonant, e.g. -OIP- (' shut'). The affixes modify the intrinsic meaning carried by the core and bind the structure of the sentence. There are four major groups of words. The nominals, containing each a fixed prefix, are invariable. The distinction between ' singular ' and 'plural' has no grammatical significance: for example, molangi (' bottle ') and milangi (' bottles ') are two independent words existing each in its own right. There are independent and dependent nominals, the latter containing a variable prefix which imitates the initial syllable of the in- dependent nominals with which they are linked. Older grammarians would call these ' adjectives ', ' pronouns ', ' adverbs ', 'conjunctions '. The next group, the verbals, differ from nominals in that alternating affixes occur both before and after the central core, the prefixes referring to the preceding independent nominal. The remaining words in Ngombe are either particles, which are used to associate words in sentence-construction, or ideophones. The independent nominals are grouped in genders—' classes ', we used to call them. Mr. Price proceeds to divide dependent nominals into adnominals and pronominals, corresponding roughly to ' adjectives ' and ' pronouns '. -

Abstract The article analyzes the discourse of politics of language in Eritrea. It argues that the language debate in Eritrea over equality of languages and bilingual official language policy is more about power relations than about language per se. It relates to politics of identity that derive from the construction of two identity formations as understood by political elites. Equality of languages is based on ethnic identity, whereas official language is based on the construction of supra-ethnic civic identity. According to the constructivist bilingual official language Arabic and Tigrinya are supposed to represent two different socio-cultural identity formations, notably, Islamic-Arabic and Christian-Tigrinya. Consequently, the official language policy debate could be construed to derive from politics of power relation where two groups of elites supposedly representing the two identity formations are engaged in power competition reflecting real or imaginary socio-cultural cleavage of respective identity.
