AOB Feedback collected on the proposal for the Hull Thursday Racing Members Reimbursement Scheme (2017 onwards) The aim of the proposed 2017 Hull Thursday Racing Members Reimbursement Scheme is to encourage members to race (more) whilst also attracting and retaining new racing members. Background: A revision to the current Club reimbursement scheme was proposed in October 2016. This was in response to the loss of a number of talented racers over the past two years. The proposed revision increases the reimbursement to those who race more for the Club (in an effort to hold on to talented riders via significant financial support) and reduces the reimbursement for those who race little. Breakeven with the current scheme would be at 18 races. Feedback was requested of 15 people made up of Committee members and other Club members who had been present at the October, November or December Committee meetings where the proposal had been discussed. Feedback was received from 9 people. Findings related to the proposed reimbursement scheme: Of the 9 responses, 5 were supportive of the proposal, 3 were not supportive and 1 did not fully understand the proposal (wanting to save questions and feedback for the next Committee meeting). Of the 5 supporters, 3 were supportive of the proposal as it stood without condition or change. The other supporters had concerns regarding the potential cost of the scheme. One suggested that, whilst a sliding scale was a good idea, 100% reimbursement may be too expensive if also reimbursing Club kit. The other suggested limiting the total amount Email articles for Scene to [email protected] For club information visit: www.htrc.co.uk Page 4 of 28 Club Scene January 2017 Hull Thursday rc payable in a year – e.g. If total claims in a year add up to £6,000 and the agreed cap is £4,000 then each racer gets just 2/3rds of their claim paid out. There was also a concern that financial considerations alone will never be enough to offset the attractiveness of cool, young race teams. Of the 3 non-supporters, the main concern was also cost and sustainability. One respondent suggested a compromise of an increase from 50% to 75% reimbursement after 20 races. Another respondent believed that a minimum of 10 races (to prove the seriousness of racers) was too many for those new to racing and that new starters should be getting the biggest benefit from this scheme. There was also one concern about the proposed schemes complexity. Recommendation: Given the split views from this feedback, I cannot recommend a change unless we can reach a greater consensus during discussion at the Committee meeting. However, there are still issues that need addressing - if we continue to do what we have done in the past, we will continue to get what we have gotten in the past! Findings not related to the proposed reimbursement scheme: Regardless of the reimbursement scheme, the following concerns came out from this feedback: What do we want to be as a Club? A racing club or racing team? A social club? Some kind of mix? How will the Club fund future activities if the Big G is no longer bringing in the big money? Divisions within the Club – racing versus non-racing members. How to better support non-racing members of the Club? Kit subsidy or no kit subsidy? Some recommended dropping the kit subsidy whilst others wanted to widen it to non-racing members. Kit looks dated? Due to Paul Campbell’s findings, decision on continuation of current race incentive scheme for 2017 season to be decided at AGM.     CTT / RTTC British National 10 mile TT Ayr Roads / Fullarton Wheelers 1st & 2nd September 2018 Race Manual Ayr Roads and Fullarton Wheelers are delighted to welcome you to the RTTC British National 10 Mile TT Championships for 2018 presented by CTT. Many of you may know that this is the first time which the championships have been held north of the border, and we welcome you all to our local area. Special thanks go to William Cosh and Bill McMillan for driving the Scottish District from strength to strength. The CTT Scottish district is a fairly recent creation, and clubs were delighted to hear that the board wished to bring the National Championships here for 2018. Ayr Roads and Fullarton Wheelers met to tout the idea of submitting a joint proposal to host the race on the well-known “Eglinton 10” course. This course on the A78 is one which most riders have on their bucket list, with an appetite to test themselves on quiet roads, but never quite knowing how the Ayrshire winds will blow. Both clubs have come together to put on this festival of racing for the weekend, and we would both like to thank all members for their help and support in bringing our idea to fruition. Trenér týmu Sky hovořil v polovině Tour, která byla pro ambiciozní sestavu dobře financovaného britského týmu vní- maná jako katastrofa. Ellingworth myslel na budoucnost: tehdy nešlo jen o týmo- vou premiéru na Tour, kde se Bradleymu Wigginsovi neda- řilo dostát roli lídra na kole ani mimo něj.

I have requested that part of my evidence is written and present this to accompany the question and answer session. 1.0 Summary I wish to present to you evidence for two problems that you may wish to consider. The first one relates to the governance of a sport that receives annually significant financial support from the public purse and the fact that such funds are not distributed equitably and in a decent manner for the benefit of the whole of the target population. I summarise that as a sport run by men, for men. I have attempted to achieve redress on a number of occasions but have encountered a governance structure at the National Federation – British Cycling - that is not responsible to anyone other than itself for its own actions. It has an Executive Board, but this exerts minimal control of its executive officers and is filled with a majority who approve of the mal-distribution of public funds. The oversight that should be in place via UK Sport is, at best, token. The second relates to how measures and schemes put in place to fight the abuse of performance enhancing drugs (PEDs) are inadequate and ineffective in planning, management and execution – the so called “war on PEDs”.
