Cilongok sub-district as the centers of the sugar industry in Central Java makes coconut organic crystal sugar as its superior product. The success of KSU Nira Satria in exporting products abroad has made cooperatives the most important factors of coconut farmers. Information gaps regarding products and prices among farmers can already be overcome by cooperatives, so that coconut farmers begin to improve product quality and innovation. This study is field research trough descriptive-qualitative approach, the author does in-depth study in order to know how KSU Nira Satria increase household welfare and the government‟s role in supporting rural industrial development in KSU Nira Satria. This research was conducted in Cilongok Sub-district with 59 samples were selected based on a simple random samplingof total members of KSU Nira Satria. While data collection techniques are observation, interview, and documentation. The result of analysis of government‟s rule in supporting the development of rural industries in agroindustry sector is not optimal yet. Evidenced by the lack of usefulness felt by the community, especially coconut sugar farmers as the main actors. This is due to the lack of coordination between the local government with the management of the cooperative or the coconut sugar farmers as program implementers (beneficiaries). In terms of Islamic welfare, based on 5 principles of maqashid syariah, it shows that 100% of households of coconut sugar farmers in KSU Nira Satria, Cilongok sub-district reach high welfare, namely: First, faith (al-din) shown through religious life like they are carrying out religious activities, construction of religious facilities is good and socio-religious relations between coconut farmers still awake. Second, soul (al-nafs) is shown in the needs of the community, such as: facilities are good and permanent home, access to transportation facilities and ease of doing sport. Third, reason (al- 'aql) is shown by the availability of good quality education and affordable prices, so people can provide primary education needs to their children. Fourth, posterity (al-nasl) is indicated by the existence of guaranteed family v health, they are also aware to register in the BPJS Employment and ease in obtaining health services with the availability of polyclinics close to the village. Five, wealth (al-mal) with an increase in income because the price of coconut organic crystal sugar is more expensive than others, making the level of public consumption also increased. The factors are: General Allocation Fund, government expenditure, investment, quality of human resources, agglomeration, and labor. The analysis tool used ist the regression of data panel/pooled data with the approach of Least Square Dummy Variable (lSDV). This approach is used because it is in accordance with the aim of research, which is to know the role of the economic growth factors to the GDP and to know the rate of economic growth from 2004 to 2013 in the West Pantura (northern coastal) areas of Central Java. From the estimation, it is known that the economic growth factor of human resource is the one that influence the GDP ipm with coefficient of 0.199316 percent, followed by the labor factor with coefficient of 0.165086 percent, an investment of 0.0013066 percent and the government expenditure with coefficient of minus 0.019731 percent. However, the General Allocation Funds does not have much influence on the economic growth, only at 0.009572 percent. Whereas, the agglomeration has no influence on the role of the GDP and on the economic growth in the West Pantura areas of Central Java.

Abstract: Spatial regression model is a regression model that is formed because of the relationship between independent variables with dependent variable with spasial effect. This is due to a strong relationship of observation in a location with other adjacent locations. One of assumptions in spatial regression model is homogeneous of error variance, but we often find the diversity of data in several different locations. This causes the assumption is not met. One such case is the poverty case data in Central Java Province. The objective of this research is to get the best model from this data with the heterogeneity in error. Ensemble technique is done by simulating noises (m) from normal distribution with mean nol and a standard deviation σ of the spasial model error taken and adding noise to the dependent variable. The technique is done by comparing the queen weighted and the cross-correlation normalization weighted in forming the model. Furthermore, with these two weights, the results will be compared using R2 and RMSE on the poverty case data in province of Central Java. Both of weights are calculated to determine the significant factors that give influence on poverty and to choose the best model.

This research aimed at describing and analyzing the value of local wisdom in Javanese culture contained in Banyumas proverbs. This research was classified into a descriptive qualitative study with ethno-linguistic research approach as the information was carefully described and well analyzed. This research employed a single case study specifically conducted on one characteristic and one target (subject), that is, proverbs in Banyumas Regency. The research data were collected from several informants, and documents using direct participatory observation, interviews, and document analysis using purposive sampling technique. The results of the study showed that Javanese proverbs reflecting behaviors symbolized by the puppet character of Bawor include patient in accepting fate (sabar, nerima), noble (ksatria), agile (cekatan), and frankly speaking (cablaka). Therefore it is normal when talking about a particular community or ethnicity, the first question arises always has to do with their customs, lifestyle, and the way they communicate. One of the dominant fishing landing is in Brebes. People in Java used to consume simping in form of fresh cooking of the flesh. The shell itself are mostly through away as a waste product. The marketing of simping in local market has not promising to the fishers and traders as the highly value of shell-fish. On the other hand, a favorable market of simping goes to international one with strictly fulfillment of size above 7 cm (diameter). However, fishers catch simping with many variety in size and mostly is under 7 cm in diameter. This might be due to the stock are marginalized as of now. The problem encountered is many of simping production have to be marketed in local due to can not fulfill the export quality. While, in order fishers are able to a favorable simping for export is indeed need stock management. The main objective of the study are: to find out the strategy to improve the added value for local market; and to explore the suitable bionomic stock management of simping in the study area; to figure out how is the waste product of simping (shell and some other part of the flesh) should be processed for handicraft, raw material of tile industry, biogas, fertilizer and also a part component of ducks feed meal, respectively.
