Revista UNISCI / UNISCI Journal, Nº 43 (Enero/January 2017) EU SANCTIONS POLICY TOWARDS POST-SOVIET CONFLICTS: CASES OF CRIMEA, EASTERN UKRAINE, SOUTH OSSETIA AND ABKHAZIA Maria Shagina 1 University of Lucerne Abstract : Going beyond the focus on the sanctions´ effectiveness, this article is rather interested in the investigation of EU internal dynamics of decision-making. Looking at post-Soviet frozen conflicts, namely Crimea, Eastern Ukraine, South Ossetia and Abkhazia, the article analyses the internal tensions between Russia-friendly and Russia-hawkish states in the EU process of imposing sanction regimes. Despite potential economic losses and political tensions, in some cases the EU decides and successfully manages to impose sanctions, whereas in other cases no punitive measures are undertaken. Comparing cases with and without sanction regimes, this article aims to uncover the ´black box´ behind the EU´s decision to impose sanctions. It aims to analyze why and under what conditions the EU is ready to resort to sanctions in post-Soviet conflicts. President Putin and His Generals Bureaucratic Control and WarWar---FightingFighting Culture Pavel Baev November 2001 PONARS Policy Memo 205 International Peace Research Institute Since the attacks on the United States on September 11, Russian president Vladimir Putin has moved Russia decisively toward the West, staking out a prominent place in the U.S.- led antiterrorist coalition. He has also redefined the war in Chechnya as just another theatre in this global campaign, thereby hoping to reduce the level and intensity of Western criticism. Putin quickly allied with the West diplomatically and politically in antiterrorist efforts, but the ability of the Russian military to be a useful partner in this campaign may inhibit Russia’s desire/efforts to be a useful contributor to the joint efforts in combating terrorism. Will Putin be able to transform the Russian military into a reliable partner with the West and, perhaps down the road, for NATO? Although the answer involves a host of issues, from resources available to the military to hunger and violence in the barracks, the key to successful military reform will be whether or not the military leadership accepts Putin’s authority. The president has shown skill and firmness in consolidating his control, but his relations with the top brass are far from being problem-free and hidden tensions might be building. Cadre Reshuffling Putin’s uncertain control over the military leadership manifested itself most obviously in July 2000 when Defense Minister Igor Sergeev and Chief of the General Staff Anatoli Kvashnin clashed head-to-head over priorities in resource allocation. Putin rightly saw more to that public scandal than just personal animosity and did not rush with disciplinary actions. -

Putin’s War in Chechnya: Who steers the course? PONARS Policy Memo 345 Pavel K. Baev International Peace Research Institute, Oslo November 2004 Each time a proposition is raised to resolve the Chechen conflict through negotiation, the Russian authorities respond with a double-riposte: We do not negotiate with terrorists, and there is nobody in Chechnya with whom to negotiate. The hostage tragedy in Beslan on September 1-3, 2004 revealed the real meaning of this rhetoric: no one in Moscow was ready to take responsibility for handling the crisis. The immediate response to the emergency and the following political measures (including the presidential initiative to abandon regional elections) were clearly inadequate. This malfunctioning decisionmaking mechanism raises serious questions about its integrity, the chain of command, and the flow of information. The authorities show little if any interest in addressing these questions and concentrate their efforts on maintaining the façade of impeccably organized executive power. This paper attempts to examine the evolution of the decisionmaking system on Chechnya, while admitting that the answers provided here are not informed by any insight and are derived from speculative secondary sources, scarce official information, and observable cadre rotation. Style is substance Putin’s secretive style of managing state affairs has remained remarkably consistent since his arrival in the Kremlin on New Year’s Eve 2000. His style reflects a general mistrust of public politics and the lack of previous leadership experience of any kind. Departing from the traditions of Yeltsin’s court, Putin has sharply reduced media access to his administration and exterminated leaks altogether. -

The Swiss section has been following the situation in the North Caucasus, particularly Chechnya, since the first war in 1994. It has been working closely with local NGOs and hosts an audiovisual archive documenting grave and systematic crimes committed in Chechnya. The STP thus notes the following main areas of concern raised in part at the 1st UPR cycle of the for review on the Russian Federation (RF) at the 2nd cycle and respectfully requests the Committee to put forward the following recommendations: 1. Impunity for killings and attacks on human rights defenders; 2. Non-compliance with rulings from the European Court of Human Rights; 3. Lack of criminal, political and moral accountability for war crimes and crimes against humanity committed in Chechnya. 1. Impunity for killings and attacks on human rights defenders 1.1 Although impunity for killings and attacks on human rights defenders, journalists, lawyers and whistle-blowers remains the norm in the RF, certain progress has been made in several cases since 2009 – notably those raised by the Committee at the UPR 1st cycle and accepted by the Russian state.1 1.2 Firstly, two ultra-nationalists were tried in April 2011 (with the decision being upheld by the Russian Supreme Court in September 2011) and imprisoned for the killing of human rights lawyer, Stanislav Markelov, and “Novaya Gazeta” journalist, Anastasiya Baburova who were shot dead in Moscow in January 2009. -

The contrast between the damaged Grozny before the latest battle and the utter destruction afterwards could not be more pronounced. The literal leveling of the city points to lessons that the Russian Armed Forces learned from their earlier battles for Grozny. The January 2000 battle was the second major battle for Grozny in five years along with two minor battles in 1996. In fall 1994 Grozny was the scene of fighting between opposing Chechen forces, those of President Djokhar Dudayev versus the Dudayev opposition, which received covert support from President Boris Yeltsin's government in Moscow. In late November, the opposition attacked Grozny with a few tanks and armored vehicles and was quickly annihilated. A month later, the first major battle for Grozny took place. It involved Russia's armed forces and turned the city into a bloody battleground before the Russians drove Dudayev's forces from the city. In August 1996 the Chechens retook the city. In late 1999 and early 2000, after a very well planned advance to theTerek River, Russian forces again assaulted Grozny—this time with artillery fire and air power instead of tanks and infantry— turning the city into rubble.1 This battle for Grozny proved different from the infamous January 1995 battle in both the attackers' strategy and tactics. -

Since the very beginning, this idea has caused some controversies. The authorities and some friendly businessmen pretend to care about citizens, but at the same time they simply seek to take over perfectly located areas in overcrowded Moscow, in order to make money. Demolition of the buildings and resettlement of their inhabitants will trigger protests against the authorities. This case may become, at least in the Russian capital, an important point of the presidential campaign, of course with some negative consequences for Putin.
