The Westfall Local School District Board of Education met in regular session on June 20, 2011 at 6:30 p. m. in the elementary school cafetorium.

1. Retirees: Teachers - Ms. Debra Gaskill, Miss Jo Hawkes, Ms. Karen Jarvis, Ms. Cindy McCoy, Ms. Cynthia Metzger, Mr. Gerald Mudd, Mr. Randy Pontius and Ms. Lisa Rugh Mr. Jim Brady, Superintendent – Thank you to Ms. Rugh, Ms. Jarvis and Mr. Mudd for coming tonight. Mr. Pontius is sorry he cannot be here, but he is out of the state; Ms. Jarvis has 33 years with the district, Mr. Mudd has 31 and Ms. Rugh has 30 years here; The bios that each of you have returned will be on the web; Mr. Mudd is a graduate of Paint Valley High School and graduated from Ohio University and the University of Rio Grande; Ms. Jarvis began teaching at Teays Valley High School, then was a teacher in Florida before coming to Westfall in 1978; Ms. Rugh is a graduate of the Ohio State University and began her teaching career here at Westfall. Ms. Jarvis - It has been a great pleasure to work here and I have made many great friends; I am looking forward to an enjoyable retirement. Ms. Rugh– I have worked here for 30 years and made lots of friends and met many great people; Thank you to everyone. Mr. Mudd - I started in April and when Mr. Massie tried to get me to say I would continue at Westfall, I told him I wouldn’t be staying; He said we’ll just have to convince you to stay and they did; Mr. Caudill was on the board when I started.

Ms. Reiterman – I did not have the privilege of having any of you as my teacher, so you are really young; Some of the most important things you have experienced are the friendships, but look at how many students lives you have touched; We really appreciate your service.

2. Ms. Cara Riddel – New Superintendent, Westfall Local Schools – Ms. Peg Reiterman, Board President

Ms. Reiterman – I would like to introduce our new superintendent, Ms. Cara Riddel. Ms. Riddel– Thank you; I have been spending the last three weeks in the district driving the roads and becoming familiar with the area; My husband and I are in the process of making an offer on a house in the district; I am excited to be here and would like to meet any of you who would like to come in; Give Ms. Davey a call to schedule an appointment; I have asked the Board to give me three to five names of people they would like to have meet with me; I am looking forward to getting to know all of you. Ms. Reiterman– You will be our 8th superintendent; We are pleased to have you and we are glad we can have Mr. Brady here to help with the transition; I would like to recognize our county superintendent, Mr. Ty Ankrom; He, Mr. Grooms and Mr. Brady served our district by searching through the information of 35 applicants; We would like to recognize all of them for the time taken to interview and select the candidates you presented to us; Thank you all very much.

3. Mr. Ty Ankrom, Pickaway County Superintendent of Schools: Thank you to Mr. Brady and to Mr. Jake Grooms for all of their help in the superintendent’s search.

PUBLIC COMMENTS

1. Ms. Dena Redman – I was here this time last year and asked to have the board meeting on a different night that wouldn’t be during the fair; Some of us are missing things at the fair in order to be here; So, in January when you set the calendar for meetings I would like to suggest changing the meeting night in June to some other date not during the county fair; The fair always begins the weekend of Father’s Day and runs through the next week.

Ms. Earich – This was brought up at the January meeting this year and I cannot remember the discussion; But, it was discussed.

2. Mr. Barry Barnes – Are we going to discuss random drug testing for athletes? Mr. Brady – This is the first time I have heard this suggestion; This issue can be a “Catch 22,” in regards to who is tested; Is testing done on band members and other extra-curricular activity participants; Do we have to have parental consent; One thing we tried to do this year was to have a search of the buildings using the Pickaway County Sheriff’s Department and drug dogs; Deputy Thomas asked when would be the best time to come; I requested it not be done during state testing; It was scheduled on a Friday in all of the county schools on a day that we were out on in-service; The Sheriff’s department did find that students were calling and texting friends in other districts to let them know that the dogs were

coming; The next time the Sheriff’s Department does a search they will most likely do each school on different days; It would be a board decision to begin this kind of testing; May be a good deterrent; False positives would be a concern. Mr. Barnes – The football team had a meeting, why not meet with the other students? Mr. Brady – Coach Keller had Deputy Thomas come to just give information to the team about things you can and cannot do; I talked to Mr. Koker and the meeting was held to have Deputy Thomas give them advise on making good decisions; According to Coach Keller, Deputy Thomas did state he would recommend the district to have testing. Mr. Barnes – I know it is different for each school; I think it would be something the board should look at implementing.

3. Ms. Emily Nelson – I have questions about the two line items that were for the WEF and for the Brandon Leist Scholarship; Has this been checked out; The WEF would like to see if that money can be moved to the WEF for scholarships? Mr. Hiles – We have about $1,600 between the two funds and they have asked that we consider that amount to be transferred to the WEF.

4. Ms. Emily Nelson – On behalf of the WEF I would like to announce that there will be a “meet and great” to welcome the new superintendent and treasurer to the district sometime in August; Information will follow.

CORRESPONDENCE

DISCUSSION ITEMS

1. Wellness Policy – Ms. Becky Shaw, Food Service Coordinator

Ms. Becky Shaw – The Wellness Policy is a result of Senate Bill 210 to promote healthy children; We must go by the guidelines. Ms. Earich – I have a child that eats a lot, a football player, is he going to get enough food in one of the meals at lunch? Ms. Shaw– Students can always purchase extras; As long as we have a meal that is healthy, an extra can be purchased; We have to watch calories in the lunch served as well as in the different drinks that can be purchased; We are checking into other healthy choices for drinks. Ms. Earich– Is breakfast served for the high school? Ms. Shaw - Yes; The number of students eating breakfast is picking up at the high school and ; A favorite breakfast is sausage and muffins. Mr. Ruff – Is Berger Hospital working with the schools? Ms. Shaw– They have a nutritionist that works with us; We can also call the State for help, but Berger is local and will help us purchase food at a lower cost; I would like Ms. Riddel to go with me to a meeting in July regarding the wellness policy; We are looking at our lunch prices at this time. Ms. Earich – I know that Logan Elm is raising lunch prices.

Mr. Hiles – They may need to raise prices. Ms. Shaw– Teays Valley raised the price to $2.60. Ms. Earich – The way I read the guidelines, we are required to raise prices. Ms. Shaw – After Mr. Hiles and I checked we found it was not mandated. Mr. Carfrey – I thought it was mandated. Mr. Hiles – It is not; We have no other need to raise prices at this time. Mr. Carfrey – I would like breakfast to be free for all students. Ms. Shaw – As long as we would have the finances to do so that would be okay. Mr. Carfrey – I thought the data proved the children do better if they have breakfast; I think we should do this as a service. Ms. Shaw – We have been asked if we can sell candy during school hours; No, after school is okay, but not during school hours. Ms. Earich – Are the Coke machines on during the school day? Ms. Shaw – No, they are turned off during school day; The machines in the teacher’s lounge are on, but no student access. Mr. Carfrey – Are students allowed extra salt and ketchup? Ms. Shaw – We are following the Federal guidelines and we have to be very strict on this and how much is allowed. Ms. Reiterman -Thank you, Ms. Shaw.

2. Retire/Rehire – Mr. Gerald Mudd, High School Math – Mr. Tom Lehman, High School Principal

Mr. Hiles – The retire/rehire process is a 3 step process; There is public notice of intent to rehire; Then the board must have a public hearing (during the regular meeting); with the last step being a resolution to rehire the retiree; The announcement of intent to rehire must be sixty (60) days before hire with thirty (30) days between the public hearing and the resolution to hire; We will get the information out on the web and in the Herald; We are announcing the intent to rehire tonight; Do we have an official hire request? Mr. Lehman – I recommend Mr. Gerald Mudd for rehire as a Math teacher. Ms. Earich – Would you double check the timeline; The information from OSBA is unclear to me; It says we have to give public notice in May to hire in August; I just want to make sure. Mr. Hiles – We are okay on the timeframe for announcement; The announcement we made tonight is sufficient, but we will make public notice tomorrow. Ms. Earich – Please check against the OSBA information. Mr. Hiles – With the first day of school for staff on August 22nd, we are within the timeline. Ms. Reiterman - It sounds like we are within the time frame.

3. Game Plan Summer Employees – Mr. Jim Brady

Mr. Brady – Game Plan enables us to have summer employees up to 15 hours per week at no cost to us; The people are only allowed to work the month of July; They are our students; Mr. Hiles and I met and we agree that we can use the extra

help; This year the program is 100% funded through Game Plan; There will be help for the custodians, technology and secretaries.; Just for the month of July and at a maximum of 15 hours per week. Ms. Reiterman – How many students will be working? Mr. Brady – Seven (7) at the moment, there may be more. Mr. Carfrey– Who will be supervising these workers? Mr. Brady – We will be working with Ms. Debbie Wippert from Game Plan on this to finalize; Most of the workers will be helping the custodians, at this point two (2) will be helping with technology and one (1) with secretaries. Mr. Ruff– Do we know the amount they will be paid? Mr. Brady- No, I do not; I will find out.

(11-216) Motion was made by Mr. Carfrey, seconded by Mr. Ruff to approve the contract between the Pickaway Area Rural Transit (P.A.R.T.) for transportation services of preschool students to classes at the Westfall Elementary School for the 2011-2012 school year as presented.

Ms. Earich – Do they pick up anyone else other than our students? Mr. Brady - No, they have never picked up anyone else before, just our students; This is the same cost as last year.

STUDENT INCOME FORM

(11-217) Motion was made by Ms. Earich, seconded by Ms. Reiterman to approve the Student Income Form for the 2011-2012 school year as presented.

Mr. Ruff – What is the success rate of getting this returned? Mr. Brady – Ms. Shaw and the secretaries have had more success in getting this back because it is sent with the free and reduced lunch forms and it is kept confidential. Ms. Earich– More success has been seen with the fine tuning of the form and confidence in the form being kept confidential.

FACILITY USE

(11-218) Motion was made by Mr. Carfrey, seconded by Mr. Ruff to approve the use of the fields behind the elementary school and beside the football practice field for soccer practices and games beginning August 1, 2011 through October 31, 2011 on Mondays from 5:00 p. m. to 9:00 p. m. with an occasional need for Thursdays and Saturdays as requested by Ms. Candy Webb, Westfall Youth Soccer Association Vice President. The organization must keep in contact with the building principals and athletic director for dates and times.

SUMMER SCHOOL TEACHERS (Addendum)

(11-219) Motion was made by Ms. Earich, seconded by Mr. Caudill to employ the following as teachers for the 2011 Summer School Program at a rate of $28.00 per hour. Teachers will work five (5) days a week, three(3) hours per day from 9:00 a. m. to 12:00 p. m. for a total of fifteen (15) hours per week. These teachers will be paid from Title I Grant Funds.

Mr. Carfrey– Why are these rates different from the tutor rate and how did we come up with this figure? Mr. Brady – These are the same rates as last year. Mr. Hiles– Ms. Riddel and Ms. Gibbs may need to revisit. Mr. Carfrey– We need to be consistent. Mr. Brady – Since the rate of $28.00 was paid last year, we stayed with the amount for this year. 1. (11-221) Motion was made by Mr. Caudill, seconded by Mr. Ruff to approve the following transfer of funds:

From Fund 034-0000 $3,787.00 To Fund 034-9201 $3,787.00

This is to correct the posting of Receipt 9253, dated March 23, 2009. Fund 034-0000 does not exist and should have been posted to Fund 034-9201. This receipt was for the Rollback and Homestead Reimbursement from the January 2009 Tax Settlement. This was to be posted to the OSFC Building Maintenance Fund.

Mr. Ruff– Will you please explain this process. Mr. Hiles– Money was posted in the wrong fund; Since this was done in a prior year, I need board approval before transferring; At a future meeting I will ask to move $82,447.28 from the General Fund to the OSFC Maintenance Fund; These are funds the state sends to us when the per pupil valuation fell below the state average; This is to help maintain the half mill maintenance fund. Mr. Carfrey– Why didn’t the auditors pick that up since it was such a large error? Mr. Hiles– We will ask them about this. Ms. Earich – Sometimes the auditors do random checks and may just not have hit this.

BOARD RECOMMENDATIONS

ADMINISTRATORS – BUILDING UPDATES

Mr. Tom Lehman, High School Principal – Graduation went well; Thank you for attending; OGT scores are in and results look good; Science scores have improved; We missed Junior Science by 0.9 of a point or we would have had 12 out of 12 indicators. Graduation rate was down a little bit but I am still concerned about the number of students not finishing; We are happy with OGT overall; Transcripts for seniors going to college went out last Thursday; Takes longer to get out because of receiving grades from colleges for post secondary classes; The Westfall Mall committee meets next Wednesday and the Mall will be held in conjunction with the Mustang Round-up on August 13th. Mr. Ruff– Is the test score data final? Mr. Lehman– There may be some changes, but it is fairly final. Ms. Kathy Payne, Middle School Principal – Welcome to Ms. Riddel and thank you Mr. Brady for your work here; Congratulations to the retirees; Ms. Jarvis spent 32 years at the middle school and influenced lots of lives; Thank you; I went to high school with Mr. Mudd and I am glad to see we are hiring him as a coach; Thank you to all of the retirees; We have been busy interviewing teachers and hope they will carry on where the retirees have left off; We used a team and rubric method for the interviewing new staff members; We have Title 1 Reading and Math positions posted; OAA scores are in, but we are still scrubbing data; We should have the final results in the next couple of weeks; Custodians are team cleaning; We should be able to get entire building clean and security system in this summer and some painting finished; Our former Superintendent,

Mr. Roger Crago, who is currently the Superintendent at Chillicothe, had a brain bleed; The bleeding stopped on its own and there will be weeks of recovery, but Mr. Crago’s prognosis is excellent; Please keep him in your prayers.

Ms. Janice Gearhart, Elementary School Principal– Welcome, Ms. Riddel, to Westfall; You have come to a great place; We have been working on interviews and have outstanding candidates; The best prepared students are coming out of Ohio Christian University in Circleville; They have been top quality; Our test scores are in and we are working on cleanup; The scores are really close; I don’t see much change in them over the last several years; We are working on how we can improve our scores; It looks like we will not meet AYP; Class sizes are about 22 over all with about 25 in Kindergarten; As you can see we have some pretty full classrooms.

Ms. Reiterman – Mr. Ankrom, would you like to say a few words?

Mr. Ty Ankrom, Pickaway County Superintendent – Ms. Reiterman thanked me for the work the ESC did on the Superintendent’s search but I would like to thank to Mr. Brady and Mr. Jake Grooms; Both men took a lot of time in helping this district to find the right person; Mr. Brady spent time searching the web and I know the board members worked hard on this, too; Thank you; Ms. Riddel is learning about the district and will do a great job; This was a learning experience and I enjoyed doing it, but hope I don’t have to do it again for Westfall anytime soon.

Mr. Eric Gillispie, Maintenance Supervisor – I have quotes from painters for the middle school; The companies are: Reading Painting, Barnes Painting and Henry’s; Henry’s is using a lower grade paint than the other two companies; I have quotes for security cameras for the middle school and elementary school; We have a new DVR for the elementary ordered; The current DVRS are recording but are not very user friendly The new ones will be shipped the first of July; The high school cameras have been readjusted in the parking lot and some need to be moved in order to see better. Ms. Earich – Has the camera on the corner at the wrestling room door been fixed? Mr. Gillispie – A new bracket has been installed. Mr. Carfrey– Why can’t the area be seen as it should? Mr. Gillispie – We are working on a criss-cross pattern to try to pick up blind spots. Mr. Carfrey – Are the cameras we have installed working and do the administrators know how to work them; Are all of the recorders working? Mr. Gillispie – Yes. Ms. Earich – Does it loop and then erase? Mr. Gillispie –Yes and then will record over. Mr. Carfrey – Will the cameras be based on the number of units; What is the trend? Mr. Gillispie – The high school records on movement and the recording is held for 20 to 30 days; I’m not sure about the elementary, but the DVR is being replaced and will go on movement instead of constantly running; The high school DVR is much more user friendly. Ms. Gearhart – Will the elementary have the same type as the high school? Mr. Gillispie – Yes.

Mr. Carfrey – Are you comfortable in using your DVR? Ms. Gearhart – It takes awhile to find what you need, but Mr. Dennis has shown me that the high school DVR is much easier to use, so when we get the new DVR that will help. Eric – We had a fire alarm in the middle of the night not long ago at the elementary school and I knew the time and date and still had a hard time finding it on the DVR. Mr. Carfrey – Will there be in-service to learn the new DVR? Mr. Gillispie– Mr. Dennis may be able to do this or we can have the people come in. Mr. Carfrey – We have key fobs now, but have locks been changed? Mr. Gillispie – The perimeter doors have not been rekeyed in several years. Mr. Carfrey – There are too many doors left open; There are too many keys out there; We have to know what is happening concerning these buildings all the time. Ms. Earich – I have been here in the evening and have seen the doors open in the locker room area; People assume that someone else is going to shut the door; Students prop them open. Mr. Carfrey - That is why we are having problems with the doors and security. Mr. Gillispie – We will work on this. Mr. Carfrey – How is the roof repair work going; What are the dates of the installation of the sections that are now ranging from 7 to 14 years old; What is still under warranty? Mr. Gillispie – So far we have found that the gymnasium roof is under warranty. Mr. Carfrey – Has any one looked for the other warranty(s). Mr. Gillispie – I have looked and need to look further; The roof over the art room may have been done in the last 10 years. Mr. Carfrey – Please find the dates of the installation/repairs and get back to us.

Mr. Caudill – I would like to thank the retirees for their many years of service. Ms. Earich – I would also like to thank the retirees; You have all served as role models for students and teachers; You have been mentors; Everyone would like to know that they have made a difference in a child’s life and you have. Mr. Carfrey – Thank you; Look at the years of service and the lives you touched; Your loyalty is wonderful. Mr. Ruff – There is an average of 28 years of service for the retirees; This speaks volumes about your loyalty and being a part of the “Westfall Way.” Ms. Reiterman – We feel responsible for the day to day things and we therefore, don’t always take time to thank you for your service; We thank you very much for taking the time to be here this evening.
