TAY ESTUARY RAIL STUDY Planning Objectives and Appraisal Framework Working Paper A October 2002 Prepared for: Prepared by: Dundee City Council Steer Davies Gleave Tayside House Reception House Crichton Street Lansdowne Crescent DUNDEE Edinburgh DD1 3RB EH12 5EH [t] +(44) 131 535 1101 [i] www.steerdaviesgleave.com Planning Objectives and Appraisal Framework Introduction 1.1 Great emphasis is placed in STAG (Scottish Transport Appraisal Guidance) on the derivation of planning objectives to support any transport planning exercise. There are many reasons for devoting proper attention to planning objectives but they can be summarised as follows: with properly drafted planning objectives, the planning organisation can be much more confident that the proposals it produces will actually deliver the desired changes. 1.2 A brief note was circulated to Steering Group members last month in which a draft set of planning objectives was proposed. At that point, the objectives had been drawn up on the basis of the workshop held in Dundee on August 30th. Since then, further information has been gleaned from the on-train surveys and focus groups conducted during September. Comments were also received from Steering Group members on the draft objectives. This note takes those various inputs into account. 1.3 The purposes of this note are to provide revised draft planning objectives and to establish the foundations of the appraisal framework which will be used to assess options later in the study. Consultation details are attached to this working paper. Planning objectives Planning objective (PO) 1 – accessibility 1.4 The strongest message from all our information-gathering was that, at present, rail does not facilitate as many desired journeys as it might.

Significant progress has been made since the initial concept was approved. Service leads have provided a vision of how each clinic within the service will be delivered. This has allowed us to develop a standard operating procedure for each service and a provisional clinic schedule. It is anticipated that this will be implemented in a phased way, and it is most likely that the first phase will open near the end of October 2019 with the delivery of many of these clinics. Utilising integrated care teams in this way should enhance the quality of the service provided, providing co-ordinated and appropriate care in a more timely fashion, closer to home. During discussions at the short life working group, an overview was provided of NHS Near Me and examples were given of its use. NHS Near Me is a new video consulting service which aims to provide outpatient consultations as close as possible to home.

INTRODUCTION This report sums up the findings of the 3 Climate Change Panel meetings that were convened in the Carse of Gowrie during the course of February and March 2011. Around 30 local people attended each of the meetings which were held in the Inchture Hotel. The meetings were hosted by Perth and Kinross Council and the Scottish Climate Change Impacts Partnership (SCCIP) and were aimed at providing an opportunity for the Carse of Gowrie community to consider the likely impacts and effects of climate change – and the potential to proactively adapt to address the challenges and issues that this might bring. The report is primarily designed to provide feedback to the participants on the findings of the meetings and to enable them to access the information and presentations made at these meetings. It was agreed at the end of the meetings that there was enough interest to hold a follow up meeting in 3 months time – sometime in June. Notification of this meeting will be sent out to all participants. This report and updates can be accessed via the Perth and Kinross Website: http://www.pkc.gov.uk or http://www.pkc.gov.uk/Planning+and+the+environment/Greener+living/Climate+change/ 2.
