This report fulfills PCAST’s responsibilities under Executive Order 13539 and the High- Performance Computing Act of 1991 (Public Law 102-194) as amended by the Next Generation Internet Research Act of 1998 (Public Law 105-305) and by the America COMPETES Act of 2007 (Public Law 110-69). The United States leads the world in both the science of networking and information technology (NIT) and the myriad uses that transform lives. NIT impacts virtually every human endeavor, including scientific discovery, human health, education, the environment, national security, transportation, manufacturing, energy, and governance. The Federal Government coordinates its unclassified NIT research and development investments through the Networking and Information Technology Research and Development (NITRD) program, which helps ensure that the Nation effectively leverages its strengths, avoids duplication, and increases interoperability in such areas as supercomputing, high-speed networking, cybersecurity, software engineering, and information management. In 2010, PCAST conducted a major review of the NITRD program, including the portfolio of investments and the coordinating process, and recommended that steps be taken to develop an understanding of investment levels in NIT R&D and to create effective collaborations across key Federal agencies. In 2012, PCAST asked a small Working Group to review progress since the 2010 report and also to make further recommendations in response to the activities and advances since 2010. The current study finds that important NITRD investments responsive to the 2010 recommendations have been made, with notable progress in the multi-agency investments in “big data,” NIT-enabled interaction with the physical world, health IT, and cybersecurity. Furthermore, significant progress has been made in creating infrastructure for network scaling and testbeds. Some of the areas have received less attention and investment than was recommended, however. Efforts in educational technology, energy and transportation, and interagency collaboration still appear to be lacking, and R&D levels remain inadequate. The new PCAST report calls for a broad, high-level advisory mechanism to help meet these continuing NIT challenges. NIT remains a powerful engine for economic growth, national security, and enhanced quality of life. To maintain America’s leadership in NIT in an ever more competitive global environment, the Federal Government must develop a national strategy for continued and expanded investments in a robust NIT R&D program. Virtually every human endeavor is affected as advances in NIT enable or improve domains such as scientific discovery, human health, education, the environment, national security, transportation, manufacturing, energy, governance, and entertainment. NIT is also a powerful engine for economic growth. The United States leads the world in both the science of NIT and the myriad uses that transform lives. U.S. leadership stems from a sustained Federal investment in fundamental NIT research and develop- ment (R&D) spanning more than sixty years, and a vibrant industrial base that converts the fruits of that research to products. The research addresses both core NIT capabilities and the increasingly diverse domains in which NIT plays a crucial role. The interplay of Federally-funded university and government- agency research, privately funded industrial research, and entrepreneurial companies, together with the education and training that fuels innovation and productivity, clearly strengthens the Nation’s prosperity, health, and security. The role of NIT in meeting future challenges is even greater than in the recent past. NIT is now a funda- mental part of U.S. infrastructure—for communication, for commerce, for defense, for education, for safety, and for quality-of-life. The nature of NIT continues to change rapidly, demanding continuing U.S. attention to the R&D that fuels that change. The challenges are far more multidisciplinary than before, increasing the importance of R&D that crosses agency boundaries as well as effective government coordination of its NIT R&D investments. More than ever, the future depends on strengthening U.S. NIT R&D capabilities. The High-Performance Computing Act of 1991 established an R&D program in NIT, consisting of investments by multiple government agencies, a coordinating body within the government, and an advisory committee drawn from the academic and private sectors. The scope of the High-Performance Computing Act was expanded by the Next Generation Internet Research Act of 1998, and again by the America COMPETES Act of 2007. The term “NITRD” is now used to designate both the portfolio of govern- ment investments and the coordinating process. The National Coordinating Office (NCO) is responsible for managing the coordination process.1 The President’s Council of Advisors on Science and Technology (PCAST) has responsibility for the advising role. Malone1 1Massachusetts Institute of Technology 2University of Zurich Finding innovative solutions to complex problems is often about finding people who have access to novel information and alternative viewpoints. Research has found that most people are connected to each other through just a few degrees of separation, but successful social search is often difficult because it depends on people using their weak ties to make connections to distant social networks. Recursive incentive schemes have shown promise for social search by motivating people to use their weak ties to find distant targets, such as specific people or even weather balloons placed at undisclosed locations. Here, we report on a case study of a similar recursive incentive scheme for finding innovative ideas. Specifically, we implemented a competition to reward individual(s) who helped refer Grand Prize winner(s) in MIT’s Climate CoLab, an open innovation platform for addressing global climate change. Using data on over 78,000 CoLab members and over 36,000 people from over 100 countries who engaged with the referral contest, we find that people who are referred using this method are more likely than others both to submit proposals and to submit high quality proposals. Furthermore, we find suggestive evidence that among the contributors referred via the contest, those who had more than one degree of separation from a pre-existing CoLab member were more likely to submit high quality proposals. Thus, the results from this case study are consistent with the theory that people from distant networks are more likely to provide innovative solutions to complex problems.

Denning, On 29 January 2007, I opened my e-mail to discover that a colleague and U.S. Naval Postgraduate School friend, Jim Gray, was feared to be lost at sea. A noted computer scientist and Turing Award2 winner, Gray had failed to return the day before from a solo trip aboard his 40-foot sailboat Tenacious to the Farallon Islands, which lie about 27 miles off the coast of San Francisco. Over the next several days, I ob- served a massive search effort spring into action. Not only did the U.S. Coast Guard search 40,000 square miles, but a large social network also emerged to assist in the effort. Sadly, Gray was never found, but the scale and energy put into the search itself was inspiring. Since then, I have observed three other large-scale search operations, although none with life and death consequences. Indeed, all three were contests that offered prizes to the winners. The first of these, the Vanish competition, took place in 2009 with the goal of finding a person who intentionally tried to disappear under a new identity. The second, the Red Balloon Challenge, took place later that year with the objective of finding 10 red balloons that had been tethered to unspecified locations across the United States. Finally, the third, the Tag Challenge, took place in 2011 with the goal of finding five individuals in five cities of the world. In all four of these cases, social networks emerged to assist with the search, leveraging communications and information technologies, especially social media, to mobilize, organize, coordinate, and share information.

The majority of the DARPA alumni consider their tenure at DARPA a life-changing experience. More DARPA’s S&T Privacy Principles DARPA is the principal agency within the Department of Defense for high-risk, high-payoff research, development and demonstration of new technologies and systems that serve the warfighter and the Nation’s defense. DARPA’s core mission is to prevent and create technological strategic surprise for the United States. The Agency has a rich 50-year history of successes ranging from the Internet to GPS, stealth, and UAVs, but these advances, now ubiquitous, were once the source of discomfort and unease. Such is the nature of work performed at the Agency. Many of the now ubiquitous technologies pioneered at DARPA were once considered impossibilities. And this progression—first impossible, then improbable, eventually inevitable—characterizes many of the Agency’s most important advances. We take on new, seemingly impossible challenges each year. In so doing, there is often a tension between novel concepts and an underdeveloped ethical, legal, and societal framework for addressing the full implications of such research. This is a problem not unique to DARPA. Other agencies have faced it, such as NIH, during the Human Genome Project.

I appreciate the time and attention the Committee has devoted to this topic, and I commend you for advancing the dialogue on innovation and competitiveness, including in information technology. Microsoft deeply believes that investment in research and education lay the groundwork for advances that benefit society and enhance the competitiveness of U.S. companies and individuals. In my testimony, I will: describe the profoundly productive interrelationships between industry, academia, and government in the field of information technology; provide information and examples from our experiences and activities at Microsoft; mention some achievements that have occurred under the America COMPETES Act; and identify opportunities in computing research and education for the Committee to consider going forward. My testimony today is informed by my experiences in academia, government, and industry. In the first area, I spent 22 years as a professor at Carnegie Mellon University, including serving as the Head of the Computer Science Department and as the Vice Provost for Research. Between Carnegie Mellon and Microsoft, I served in the Department of Defense at DARPA, the Defense Advanced Research Projects Agency. There, I founded and directed a technology office that supported research and developed innovations designed to keep our military at the leading edge in computing and related areas.
