The content of the Framework document appended to the report is endorsed and used as the basis for the next stage of consultation with stakeholders and the public. (ii). Approval of the final content of the Provisional Local Transport Plan for Greater Nottingham is delegated to the Portfolio Holder for Transportation and Street Services via the ‘B’ delegation procedures. 3 REASONS It is a statutory requirement for all local transport authorities outside London to prepare a Local Transport Plan (LTP). The end date for the first LTP for Greater Nottingham is the end of March 2006. The Department for Transport (DfT) therefore requires complete new LTPs covering April 2006 to the end of March 2011 now to be prepared. 4 BACKGROUND Guidance on the approach and methodology to be adopted in the preparation of new LTPs was published by the DfT in December 2004. This requires that authorities produce complete new plans by the end of July 2005 but the these will be regarded as provisional with authorities having the opportunity to produce finalised plans by the end of March 2006, informed by the 2006/07 settlement and publication of revised Planning Guidelines. Central to the guidance is the ‘shared priority for local transport’ agreed between the Local Government Association and the DfT. The four key transport themes identified are: q Tackling congestion, q Delivering accessibility, q Safer roads, and $huqhq1to.doc q Better air quality. The production of the second round of plans is also seen by the Government as a way to enhance the quality of local transport planning, increase the effectiveness of the LTP system as a performance management tool, and focus efforts on a small number of key priorities. The measures set out in the LTP provide the local context for transport improvements and reflect broader policies adopted at national level in the Government’s White Paper, ‘The Future of Transport’ and at the regional level through the Regional Transport Strategy. At the local level, the LTP must identify the important linkages in terms of planning, regeneration, the economy, health, education, leisure and social inclusion. A significant change to the process is that instead of bidding for funds the Government has set ‘planning guidelines’ as budgets for implementation programmes over the five-year plan period. The Government will confirm these planning guidelines in late 2005 to inform the preparation of finalised LTPs. Depending on the quality of Plans submitted the Government will choose to reward or reduce the actual funds allocated by +/-25% of the final guideline figure in local transport settlements over the plan period. Transport is contained within the Environment block of the Comprehensive Performance Assessment (CPA). The DfTs assessment of the Provisional Plan will contribute to the Council’s overall CPA score. 5 PROPOSALS 5.1 Plan preparation The current Local Transport Plan for Greater Nottingham is jointly prepared with Nottinghamshire County Council and this joint working approach is to be carried forward in the preparation of the second plan. A ‘Framework document’ outlining the key elements of the proposed second LTP including proposed measures to be implemented by the City Council has been prepared and is appended to this report. This sets out key elements including broad set of objectives, approach to identifying problems and opportunities, key issues and strategies, 5-year implementation programme based on the Provisional Planning Guidelines and initial identification of targets. A similar document is also being prepared by the County Council in parallel and together these documents will form the basis for the preparation of the Provisional Greater Nottingham LTP. Endorsement of the content of the Framework report is therefore being sought. A substantial amount of further work will be required to prepare the full Provision Plan within a tight timescale including computer modelling, target setting and programme development. It is proposed the detailed technical content be worked up by officers with final approval delegated to the Portfolio Holder for Transport and Street Services in order to meet the required Department for Transport submission deadline. An extensive programme of consultation is being undertaken to inform the content and direction of the plan. Wherever possible stakeholders are being invited to participate through existing partnership networks. Where requested, targeted consultation events and $huqhq1to.doc activities are also being arranged. The wider public are being engaged through an advertising campaign, website and leaflets distributed to all households within the Plan area with associated feedback invited. Both Stakeholders and the public will have a further opportunity to comment in the Autumn following publication of the Provisional Plan, prior to the Plan being finalised for March 2006. 5.2 Centre of Excellence The Government has launched a new ‘Centre of Excellence’ initiative for the second LTP period and Greater Nottingham was selected as one of only 17 LTP areas to apply for such status. A bid has been submitted and if successful the authority will benefit from additional revenue to support the dissemination of best practice to other Authorities, together with an increased national profile, and recognition as a leading authority in local transport delivery. 5.3 Transport Innovation Funding A further development by the Government is the establishment of a Transport Innovation Fund. This is intended to allow Authorities to work closely with the Government and receive additional financial support to develop new and bold transport projects to tackle congestion and raise the quality of public transport. The City Council have a strong track record in this field and has submitted an expression of interest. The DfT are expected to release further information on the initiative later in the year. 5.4 Workplace Parking Levy The LTP will once again include proposals for the introduction of a Workplace Parking Levy.
