Metropolitan Transportation Plan (MTP) 2040 4.1 Roads and Highways Element The largest part of the transportation system is a roadway network of more than 7,000 lane miles and is comprised of NCDOT maintained roads, locally maintained roads, and private roads. In late 2013 the metropolitan area boundary for the High Point MPO increased in size to include the remaining portion of Davidson County not already included in an MPO. This substantially expanded the roadway network for the MPO. Radial movements that are strongest in the MPO are: • Towards Greensboro and Jamestown to the northeast, • Towards Winston-Salem from High Point to the northwest via Interstate 74, • Towards the Piedmont Triad International Airport to the north via NC 68, • Towards Lexington from High Point to the southwest via Interstate 85 and US 29/70, and • Towards Winston-Salem from Lexington via US 52. • There is some radial demand between High Point, Thomasville, Archdale, Trinity, and Wallburg. In addition, we submit a report by transportation expert David T. Hartgen, which reviews NCDOT’s traffic forecasts for the project.1 Dr. Hartgen concludes that the forecasts are inadequate to support decisionmaking. The comments below identify severe deficiencies in the DSFEIS which call into question the advisability of proceeding further with the $900 million Bypass. The key shortcomings include the following: New Trends: Much has changed since NCDOT first began to study the Monroe Connector/ Bypass in 2007. But the DSFEIS, which appears to be written only to justify a new highway, disregards any new information suggesting the merits of a different approach. • Travel speeds along the U.S. 74 corridor have improved dramatically in the past five years, increasing by 10-15 mph in that short time span. • Traffic volumes in the corridor have remained flat for the past decade. • The Bypass, which was originally anticipated to save commuters travelling its full length 29-32 minutes, is now estimated to save a mere 8-12 minutes in the opening year. -

STANLY COUNTY SECTION 1: AN INTRODUCTION TO THE STANLY COUNTY LAND USE PLAN Introduction to the Final Report This revision of the Land Use Plan for Stanly County updates the 2002 Land Use Analysis and Development Plan that was prepared for the Board of Commissioners by the County Planning Board and County Planning Department. While the 1977 and 2002 plans provided an adequate planning and infrastructure decision-making tool for county officials and the public, changes in county development patterns necessitate an update. Stanly County and the rest of the Yadkin-Pee Dee Lakes region have a reputation as a place of wonderful natural beauty, from the lakes and rivers of eastern Stanly County, to the “rolling Kansas” district of Millingport, to the Uwharrie Mountains near Morrow Mountain State Park. The steady rise in population over the years verifies Stanly County’s livability and reputation as an excellent place to live, work, and play. The county remains one of the leading agricultural counties in North Carolina. The agricultural economy was for decades augmented by a strong industrial sector based on the textile and aluminum industries, among others. In addition, tourism has emerged as an important industry for the county. Today Stanly County lies at the edge of the growing Charlotte metropolitan region, a region that now extends into Cabarrus and Union Counties, both of which share Stanly County’s western border. While indications are already apparent that parts of western Stanly County are experiencing increased development activity, it is expected that major infrastructure projects— among them the completion of the eastern leg of the Interstate 485 Charlotte by-pass, and the widening of NC 24/27 to four lanes from the county line to Albemarle—will speed the rate of development and growth in the county. -

Roadside Flowers By Josh Shaffer Photography by Joey and Jessica Seawell The Department of Transportation’s wildflower program brings back-road scenery to North Carolina’s busiest highways. Little of beauty shows up on the side of a highway. It’s where cars break down. It’s where hitchhikers stand. It’s where litterbugs toss drink cans and cigarette butts. There’s nothing much to see but a gas station sign on a pole, a shredded tire from a tractor- Multicolored wildflowers catch the eyes of motorists traveling down U.S. Highways trailer, or the remains of an 52 near Rural Hall unlucky deer. Nobody fusses much about these places, places we pass in a hurry on the way to somewhere prettier. But for 27 years, North Carolina has persisted with the stubborn idea that those humdrum strips of road should offer some reward beyond six lanes and reflective highway markers. A driver crossing the state on Interstate 40 should see more than asphalt and weeds between Wilmington and Asheville. The hot, flat ribbons linking Raleigh and Charlotte ought to show off scenery more often found in meadows — the catchflies, the toadflax, the oxeye daisies. As a driver, the sudden flash of red from an acre of corn poppies ought to make you pull off on the roadside, stop the car, step over the bits of gravel and broken glass, and walk knee-deep into the blooms. Even in this budget-slashing era, the North Carolina Department of Transportation still treats 1,500 acres of lowly roadside as the state’s flower garden. -

As a resident and home owner at the end of South Point road, we are in desperate need for alternative ways to cross into Charlotte and to relieve some traffic trying to commute up south point road to Wilkinson and I‐85. I would ask you also assess whether it is feasible to widen South Point road. News Release For more information, contact: Jill Bonamusa, (212) 614-3354 [email protected] Debra Trace, (610) 385-8306 [email protected] FOR IMMEDIATE RELEASE STV CELEBRATES OPENING OF CHARLOTTE’S LYNX BLUE LINE EXTENSION CHARLOTTE, April 30, 2018 – The Charlotte Area Transit System (CATS) inaugurated passenger service on the long-awaited LYNX Blue Line Extension (BLE), thanks to STV, a leading provider of design and construction management services for transportation infrastructure and facilities throughout North America. The 9.3-mile extension of the LYNX Blue Line effectively doubles the length of the initial 9.6- mile light rail line running northeast from the 7th Street Station in Uptown to the University of North Carolina’s Charlotte campus. STV provided planning and design services along five miles of the original LYNX Blue Line running from the Interstate 485/South Boulevard terminus through Center City to 7th Street. STV developed planning for the final alignment of the extension’s route and provided the necessary environmental assessments needed for regulatory review and approvals for the $1.16 billion project. The firm designed all 11 stations, 13 bridges, including an 822-foot bridge over the Toby Creek Greenway in the University City area and over 40 retaining walls. In addition, STV oversaw the design of three parking garages and one surface lot providing over 3,000 new parking spaces. “This project has been more than a decade in the making and has involved so many people that have been dedicated to getting to this moment,” said STV Senior Vice President, Martin Boyle.
