Metropolitan Transportation Plan (MTP) 2040 4.1 Roads and Highways Element The largest part of the transportation system is a roadway network of more than 7,000 lane miles and is comprised of NCDOT maintained roads, locally maintained roads, and private roads. In late 2013 the metropolitan area boundary for the High Point MPO increased in size to include the remaining portion of Davidson County not already included in an MPO. This substantially expanded the roadway network for the MPO. Radial movements that are strongest in the MPO are: • Towards Greensboro and Jamestown to the northeast, • Towards Winston-Salem from High Point to the northwest via Interstate 74, • Towards the Piedmont Triad International Airport to the north via NC 68, • Towards Lexington from High Point to the southwest via Interstate 85 and US 29/70, and • Towards Winston-Salem from Lexington via US 52. • There is some radial demand between High Point, Thomasville, Archdale, Trinity, and Wallburg. Heavily traveled routes include: • Eastchester Drive (NC 68), towards Piedmont Triad International Airport • Westchester Drive and National Highway (NC 68), towards Thomasville • NC 109 • Main Street in High Point, • Main Street in Archdale, • US 311 Bypass, • Interstate 85, • US 29-70, • Wendover Avenue, • Main Street and NC 8 in and around Lexington, • High Point - Greensboro Road, and 4.1 Roads and Highways Element • Surrett Drive. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. AMENDATORY 47 O.S. 1991, Section 11-303, is amended to read as follows: Section 11-303. The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to those limitations, exceptions and special rules hereinafter stated: 1. The driver of a vehicle overtaking another vehicle proceeding in the same direction shall pass to the left thereof at a safe distance and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle. 2. Except when overtaking and passing on the right is permitted, the driver of an overtaken vehicle shall give way to the right in favor of the overtaking vehicle on audible signal and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle. 3. Texas Administrative Code TITLE 37 PUBLIC SAFETY AND CORRECTIONS PART 1 TEXAS DEPARTMENT OF PUBLIC SAFETY CHAPTER 15 DRIVER LICENSE RULES SUBCHAPTER D DRIVER IMPROVEMENT RULE §15.89 Moving Violations (a) Moving violations are defined as an act committed in connection with the operation of a motor vehicle on a public street or highway, which constitutes a hazard to traffic and is prohibited by state law or city ordinance. (b) A list of traffic offenses that constitute a moving violation is available in Table 1. Attached Graphic shown below (c) Table 1 also indicates the moving violations that will be assessed points under the Driver Responsibility Program, Texas Transportation Code (TRC), Chapter 708, Subchapter B. (1) Not all moving violations are assessed points under the Driver Responsibility Program, however, they may be considered for Habitual Violator action under TRC, §521.292(a)(3). (2) Moving violation convictions that are assessed specific surcharges pursuant to Texas Transportation Code, §§708.102 (intoxicated driver offenses), 708.103 (driving while license invalid or without financial responsibility), and 708.104 (driving without valid license including no commercial driver license, driving without the proper commercial license endorsement and driving without the proper motorcycle endorsement), will not be assessed points under the Driver Responsibility Program. Proposed Project – I-35 Improvements
I‐35 ROADWAY Proposed Project – I‐35 Improvements Existing Facility The majority of existing I‐35 between the Williamson/Bell County Line and Hillsboro is four lanes, with six‐lane sections in Waco, Temple, and the southern part of Bell County. Project Purpose The purpose of the proposed project is to increase capacity and improve mobility on I‐35. Project Proposed by Corridor Segment 2 Committee The I‐35 Corridor Segment 2 Committee is considering improvements to I‐35, which would involve widening I‐35 to eight lanes from Hillsboro to the Williamso n/Bell County Line for a distance of approximately 93 miles. Conceptual Project Cost Estimate According to the TxDOT Waco District Improvement Plan, the cost for expanding I‐35 to six lanes through this area is estimated at approximately $1.5 billion. The six‐lane expansion of I‐35 is currently underway. The estimated cost for expanding I‐35 from six to eight lanes is between $2.25 billion and $3.25 billion, including design and construction. This cost, in 2010 dollars, does not include the purchase of right of way. The estimated project costs could increase due to right of way purchases and potential impacts to properties.
