I also dedicate this to my children Tyrone, Miracle and their families who have guided me to keep our culture protected and intact. iii Abstract The Piikani Nation, a vibrant Indigenous community, has enjoyed their territory since time immemorial. In 2006 the Mikisew Cree won a precedent-setting case proving the need for government and industry to appropriately and adequately consult with Indigenous Nations who have interest in areas proposed for development of public or Crown lands. Since this Mikisew decision, industry, government and Indigenous nations alike have struggled to develop effective and efficient methods to conduct consultation with Indigenous communities. Government and Industry want to develop resources to ensure that their concerns regarding equal opportunity in resource development is attained while respecting their Indigenous ties to the land. Through six conversations, this thesis explores collective bio-cultural heritage as a central concept in authentic consultation and as a way to meaningfully address these concerns through an Indigenous Research Methodology in consultation processes and for re-understanding land, land use, and land planning. iv Acknowledgements For her support and continuing mentorship, I would very much like to thank my supervisor in this endeavor, Dr. Michelle Hogue. The Piikani Nation is a member of the Blackfoot Confederacy, along with the Blackfeet Nation of Montana. The location will pay respect to the Piikani’s historic raid on Manuel Lisa’s company on May 31, 1823. Manuel Lisa was a fur trader and slave trader notorious throughout Montana. The raid, carried out by the Piikani, was responsible for causing Lisa’s company to go bankrupt, ending the Missouri Fur Company’s control of the region. This was an early event in the efforts to stem the trade in human misery that today is manifested in the crisis of Missing and Murdered Indigenous Women. Sacagawea was known to have been a child victim of trafficking, and post-the Lewis and Clark Expedition, the teenaged-mother endured the confines of Lisa’s trading post on the Missouri –a historical parallel to a contemporary issue. In that spirit, the Piikani will unveil a proposal to advance cross-border cooperation on the issue of Murdered and Missing Indigenous Women.

    MAY 2021 Indigenous People and Fresh Water Management ESTABLISHING A CANADA WATER AGENCY Artwork provided by Onchaminahos School Saddle Lake About Keepers of the Water We are First Nations, Métis, Inuit, environmental groups, concerned citizens, and communities working together for the protection of Water, air, land, and all living things, today and tomorrow, in the Arctic Ocean Drainage Basin. Project Background Keepers of the Water learned that the Government of Canada is starting a Canada Water Agency and we feel it is important to be involved in this process, to have oversight and provide Indigenous input and ensure our voices are included from the beginning. Recognizing there has been decades of work done already, we look at the current state of the Waters and see there is still a lot of work to be done. KOW was provided funding from Environment and Climate Change Canada (ECCC) for research and moderation of four workshops on freshwater to be held with four Indigenous communities. The information collected from the Freshwater Workshops will inform a report to the Government of Canada and also informed this booklet. An online survey was also conducted to help us understand Indigenous Peoples’ needs and concerns when it comes to Fresh Water, with the intention of helping to create change that will help protect fresh water for now and future generations. The responses will help to inform Keepers of the Waters’ consultation with the Government of Canada in the development of a Canada Water Agency.
