    Student Resource XIV The Human Development Index: Measuring the Quality of Life The ‘Human Development Index (HDI) is a summary measure of average achievement in key dimensions of human development’ (UNDP). It is a measure closely related to quality of life, and is used to compare two or more countries. The United Nations developed the HDI based on three main dimensions: long and healthy life, knowledge, and a decent standard of living (see Image below). Figure 1: Indicators of HDI Source: http://hdr.undp.org/en/content/human-development-index-hdi In 2015, the United States ranked 8th among all countries in Human Development, ranking behind countries like Norway, Australia, Switzerland, Denmark, Netherlands, Germany and Ireland (UNDP, 2015). The closer a country is to 1.0 on the HDI index, the better its standing in regards to human development. Maps of HDI ranking reveal regional patterns, such as the low HDI in Sub-Saharan Africa (Figure 2). Figure 2. We approach and define innovation based on Global Innovation Index (GII). The following well-being indicators were emphasized in the research: GDP per capita measured at purchasing power parity, unemployment rate, life expectancy, crude mortality rate, human development index (HDI). Innovation index score was downloaded from the joint publication of 2018 of Cornell University, INSEAD and WIPO, HDI from the website of the UN while we obtained other well-being indicators from the database of the World Bank. Non-parametric hypothesis testing, post-hoc tests and linear regression were used in the study. We concluded that there are differences among regions/continents based on GII. It is scarcely surprising that North America is the best performer followed by Europe (with significant differences among countries). Central and South Asia scored the next places with high standard deviation. The following regions with significant backwardness include North Africa, West Asia, Latin America, the Caribbean Area, Central and South Asia, and sub-Saharan Africa. Regions lagging behind have lower standard deviation, that is, they are more homogeneous therefore there are no significant differences among countries in the particular region.

    Contribution to Beyond Gross Domestic Product (GDP) Name of the indicator/method: The Human Development Index (HDI) Summary prepared by Amie Gaye: UNDP Human Development Report Office Date: August, 2011 Why an alternative measure to Gross Domestic Product (GDP) The limitation of GDP as a measure of a country’s economic performance and social progress has been a subject of considerable debate over the past two decades. Well-being is a multidimensional concept which cannot be measured by market production or GDP alone. The need to improve data and indicators to complement GDP is the focus of a number of international initiatives. The Stiglitz-Sen-Fitoussi Commission1 identifies at least eight dimensions of well-being—material living standards (income, consumption and wealth), health, education, personal activities, political voice and governance, social connections and relationships, environment (sustainability) and security (economic and physical). This is consistent with the concept of human development, which focuses on opportunities and freedoms people have to choose the lives they value. While growth oriented policies may increase a nation’s total wealth, the translation into ‘functionings and freedoms’ is not automatic. Inequalities in the distribution of income and wealth, unemployment, and disparities in access to public goods and services such as health and education; are all important aspects of well-being assessment. What is the Human Development Index (HDI)? The HDI serves as a frame of reference for both social and economic development. It is a summary measure for monitoring long-term progress in a country’s average level of human development in three basic dimensions: a long and healthy life, access to knowledge and a decent standard of living.

One significant component of the HDR has traditionally been advanced statistics seeking to measure economic and human development in more comprehensive and informative ways. One of the best known measures in the HDR is the Human Development Index (HDI). The HDI provides a broad overview of human progress and the complex relationship between income and well-being. The HDI looks beyond the GDP to a broader definition of well-being by including health and knowledge. By doing so it corrects, to some extent, for the inherent weaknesses in traditional measurements of growth and wealth (see Annex 2 for more detail). The recently released Global HDR 2011 provides, as in previous years, a HDI value for a 187 countries in the world. Mozambique’s performance this year, as in previous years, continues to baffle observers. The country has made significant progress in the past ten years or more. It is among the five highest performers in the world measured in terms of average annual increase in the HDI since 2000 in relative terms, and among the top 25 in absolute terms (see Annex 1).

From the point of view of social welfare, achieving all the positive effects of diversity appears as a challenge for our societies. Nevertheless, while it is true that ethnolinguistic diversity involves costs and benefits, at a country level it seems that the former are greater than the latter, even more so when income inequality between ethnic groups is taken into account. In this respect, there is a vast literature at a macro level that shows that ethnolinguistic fragmentation induces lower income, which leads to the conclusion that part of the difference in income observed between countries can be attributed to their different levels of fragmentation. This paper presents primary evidence of the role of education in mitigating the adverse effects of ethnolinguistic fractionalization on the level of income. While the results show a negative association between fragmentation and income for all indices of diversity, the attainment of a certain level of education, especially secondary and tertiary, manages to reverse the sign of the marginal effect of ethnolinguistic fractionalization on income level. Since current societies are increasingly diverse, these results could have major economic policy implications.

    Frequently Asked Questions (FAQs) about the Gender Inequality Index (GII) What is the Gender Inequality Index? The Gender Inequality Index is a composite measure reflecting inequality in achievements between women and men in three dimensions: reproductive health, empowerment and the labour market. It varies between zero (when women and men fare equally) and one (when men or women fare poorly compared to the other in all dimensions). The health dimension is measured by two indicators: maternal mortality ratio and the adolescent fertility rate. The empowerment dimension is also measured by two indicators: the share of parliamentary seats held by each sex and by secondary and higher education attainment levels. The labour dimension is measured by women’s participation in the work force. The Gender Inequality Index is designed to reveal the extent to which national achievements in these aspects of human development are eroded by gender inequality, and to provide empirical foundations for policy analysis and advocacy efforts. How is the GII calculated, and what are its main findings in terms of national and regional patterns of inequality? There is no country with perfect gender equality – hence all countries suffer some loss in their HDI achievement when gender inequality is taken into account, through use of the GII metric. The Gender Inequality Index is similar in method to the Inequality-adjusted Human Development Index (IHDI) – see Technical Note 3 for details. It can be interpreted as a percentage loss to potential human development due to shortfalls in the dimensions included. Since the Gender Inequality Index includes different dimensions than the HDI, it cannot be interpreted as a loss in HDI itself.

    Using Census Data to Explore the Spatial Distribution of Human Development Iñaki Permanyer1 Abstract: The human development index (HDI) has been criticized for not incorporating distributional issues. We propose using census data to construct a municipal-based HDI that allows exploring the distribution of human development with unprecedented geographical coverage and detail. Moreover, we present a new methodology that allows decomposing overall human development inequality according to the contribution of its subcomponents. We illustrate our methodology for Mexico‘s last three census rounds. Municipal-based human development has increased over time and inequality between municipalities has decreased. The wealth component has increasingly accounted for most of the existing inequality in human development during the last twenty years. Introduced by the Human Development Report Office (HDRO) thirty years ago to provide a simple measure of human progress – built around people’s freedoms to live the lives they want to - the HDI has gained popularity with its simple yet comprehensive formula that assesses a population’s average longevity, education, and income. Over the years, however, there has been a growing interest in providing a more comprehensive set of measurements that capture other critical dimensions of human development. To respond to this call, new measures of aspects of human development were introduced to complement the HDI and capture some of the “missing dimensions” of development such as poverty, inequality and gender gaps. Since 2010, HDRO has published the Inequality-adjusted HDI, which adjusts a nation’s HDI value for inequality within each of its components (life expectancy, education and income) and the Multidimensional Poverty Index that measures people’s deprivations directly. Similarly, HDRO’s efforts to measure gender inequalities began in the 1995 Human Development Report on gender, and recent reports have included two indices on gender, one accounting for differences between men and women in the HDI dimensions, the other a composite of inequalities in empowerment and well-being.
