    MONUMENTS AND MEMORY IN THE LANDSCAPES OF KAZAKHSTAN By Robert Kopack A THESIS Submitted to Michigan State University In partial fulfillment of the Requirements for the degree of Geography – Master of Science 2013 ABSTRACT MONUMENTS AND MEMORY IN THE LANDSCAPES OF KAZAKHSTAN By Robert Kopack In the context of totalitarian regimes and their aftermaths, memorial landscapes are highly contested spaces in which newly emerging governments are quite active in framing and reframing the past as well as mapping a course for the future. Unsurprisingly, statuary and other overtly ideological materials are immediate targets. An abundance of scholarly literature has investigated memory, memorialization, and commemoration as state processes inherently complicated and problematized by greater public involvement. Far less time has been given however, to investigating the contrasting ways a state condemns or esteems the previous regime and for what reasons. Expanding these themes, Kazakhstan presents an ideal case study. Through an examination of archival materials, sixteen months of fieldwork, structured and unstructured interviews, media analysis, and governmental publications—this thesis uses discourse analysis to show the multiple agendas, conflicts, and negotiations that characterize the process of remembering the past and refashioning national identity in Kazakhstan. In this I examine three cities and how the legacies of the Soviet Union are selectively employed by the state to meet specific aims. First, underscoring a lack of uniformity in how the Soviet period is managed at the state level, this thesis investigates more broadly the kinds of currency that the Soviet period affords to Kazakhstan in different contexts. The three cities highlighted in this thesis were chosen to demonstrate the distinct ways that the legacies of the Soviet Union are employed in Kazakhstan in order to advance social, political, and economic agendas.

This work uses environ- mental monitoring techniques to analyze the current state of surface waters in the river. The content of main ions, biogenic and inorganic ions, heavy metals, organic impurities in seasonal and annual dynamics have been studied. Results show that, despite the tightening of requirements for wastew- ater discharge into the Ishim River basin, a number of water quality indicators did not fulfill the regulatory requirements for surface water bodies during 2013–2019. It has been identified that the greatest pollution in the Ishim River is brought by enterprises of the Karaganda-Temirtau techno- genic region, located in the upper reaches of the river. It is the most vast Central Asian state located at the centre of Eurasia on the crossroad of an- cient historic caravan ways which linked Europe and Asia. The state has a huge potential of natu- ral resources that cased the great diversity of landscapes, ecological systems and species. Accu- mulated knowledge and rich experience of Kazakhstani researches let to develop the effective policy in this field. Biological diversity, as the rest of the natural components was mostly threatened due to such problems as drying up of the Aral Sea, nuclear tests during the forty years at the Soviet test- ing areas, and the practice of industrial and agricultural use. Despite the social and economic dif- ficulties of the transition period the way to ecologically safe and sustainable development is be- coming one of the priority directions of the development Strategy of the Republic of Kazakhstan at present time. Development of the National Strategy for implementation of the Convention goals is based on the “Strategy of the Republic of Kazakhstan Development until the Year 2030”, where priority goals and respective objectives have been clearly identified. We believe that the diversity of the animal and vegetable world that Kazakhstan possesses shall not be lost.

In his speech at the World Summit for Sustainable Development, the President of Kazakhstan reminded the world community of the global scale of the processes that are underway, and called for prevention of irreversible harm to the environment in order to preserve the necessary life resources for our descendants. Environmental safety and sustainable development issues are of vital importance for Kazakhstan. Water resource deficit and significant land degradation, the Aral Sea disaster, the aftermath of the nuclear tests, accumulation of industrial waste, oil spills – all these problems are no longer fall under the category of environmental ones. Many of these problems are regional and even global. Coordinated interaction between the mankind and the environment and ensuring a safe environment are one of the priorities of the long-term Kazakhstan-2030 Strategy. It has clear-cut provisions: “...increase efforts in making our citizens healthy during their life time, and enjoying a healthy environment”.

    Geneva, 1st September 2017 Asylbek Nuralin President Trade Union of Mining & Metallurgy Workers of Republic of Kazakhstan 38 Abay Street, Office 301, Astana, 010000 Republic of Kazakhstan Sent by email: [email protected] IndustriALL Global Union in solidarity with the coal mine explosion victims in the Kazakhstanskaya mine Dear Brother Asylbek, I am writing this letter to you as the General Secretary of IndustriALL Global Union, which represents more than fifty million workers in mining, energy and manufacturing sectors throughout the world, including Kazakhstan, to mourn the death of three coal mineworkers in the JSC ArcelorMittal Temirtau’s Kazakhstanskaya mine in Shakhtinsk, Karaganda region, yesterday. Our hearts go out to the victims and their families, and the injured workers. We understand this deadly accident, which was the result of a methane explosion, occurred early in the morning yesterday while 136 workers were underground. Unfortunately, this is not the first time that preventable accidents strike the mining industry in Kazakhstan. We strongly believe that such mining disasters are mostly attributed to the lack of adequate health and safety standards. We demand that JSC ArcelorMittal Temirtau, which operates as a subsidiary of ArcelorMittal, adopt stringent health and safety measures in the Kazakhstanskaya mine. Furthermore, IndustriALL Global Union will contact ArcelorMittal immediately to remind the company of its obligations under the Joint Global Health and Safety Committee. In addition, IndustriALL Global Union finds it imperative that the Government of Kazakhstan urgently ratify ILO Convention 176 on Health and Safety in Mines, as well as implement the ILO Code of Practice on Safety and Health in Underground Coal Mines.
