All students were rushed to the nearby Bharati Hospital, where authorities said that four students have been admitted while the rest were discharged after a while.     Call for Papers Rambhau Mhalgi Prabodhini (RMP) is organizing the National Convention 2020 on the topic of “Elimination for Single Use Plastics (SUPs): Possibilities and Opportunities for New India”. We are pleased to invite academicians, researchers, industry leads, social entrepreneurs, policy makers, and other stakeholders to send in abstracts for research papers, successful case studies, innovations, anecdotes and posters for a cohesive policy dialogue to be conducted at the National Convention. Brief about the National Convention: Plastic products have become an integral part of our daily lives and an important piece for the global economy, resulting in production of polymer at a massive scale globally. The Swachh Bharat Abhiyaan is also focusing on phasing out single use plastics by 2022, addressing the seriousness of the need for a campaign to cater to issues of plastic waste management. India is currently producing about 15,000 tonnes of plastic waste daily out of which only 9,000 tonnes is recycled. The remaining plastic is either burnt or dumped in landfills leading to toxic air fumes and land pollution, resulting in various concerns for the municipal administrations and the communities in close proximity to these areas. The intensity of the economic and social impact of SUPs utilization and production has to be given high priority, and therefore strategies and policies for waste management and phasing out of SUPs becomes important. Multiple stakeholders, including government bodies, whether at the state or local level, are all coming together to take action to address the challenge of SUPs by imposing bans. Punjab, Haryana, Kerala, Maharashtra, Karnataka and many other states have introduced bans on the manufacturing, production, distribution, use and storage of plastic carry bags among other plastic materials.

Indian experience of women’s quota: India is the largest democracy in the world with over 1040 million citizens entitled to universal adult suffrage. Women have remained equal partners in India’s struggle for freedom. This led to the constitutional guarantee of equal civil and political rights for men and women. Right from its inception, the principle of affirmative action has been adopted in the Constitution of India. In India, women’s quota in local government was not something that was written afresh on a blank slate. There were various types of quotas already scribbled on it. India has a history of over 55 years of constitution-backed quotas for various sections in society. Article 15 (1) of the Constitution of India prohibits discrimination on grounds of religion, sex, caste and place of birth. Article 15 (3) and (4) state that nothing in this article shall prevent the state from making special provisions for women, children and for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes and the Scheduled Tribes.

Sridharan University of Pennsylvania Institute for the Advanced Study of India, New Delhi, India ABSTRACT This paper attempts to place the issue of cross-state learning and borrowing experiences in service delivery in India in the specific context of political incentives in India’s federal democracy as well relating it to the findings of the comparative literature on subnational policy diffusion in federal systems. It presents four types of borrowing experiences from a selection of six case studies of the past few years, and point towards ways in which learning/ borrowing across states can be usefully incorporated into policy.
