Bikaner camel festival 2018: The Bikaner camel festival is celebrated every year in Rajasthan to honour camels. The Bikaner camel festival 2018 started with a procession of camels adorned with decorations and folk artists. Both Indian and foreign tourists participated in the festival. The procession was held from Junagarh fort to Karni Singh stadium. During the festival, camel dances, camel races, camel rides etc. were also held. US, Japan Hold Joint Military Iron Fist Drill amid Korea Tensions 2 January 13 & 14 Current Affairs American and Japanese military forces launched 13th annual Iron Fist joint exercises in California, US. Around 500 U.S. Marines and sailors and about 350 members of the Japanese Ground Self-Defense Force are participating in this exercise wherein they will be trained in fire support operations and amphibious assaults. The main training event will be a mock amphibious assault launched from the USS Rushmore amphibious landing ship, in coordination with an inland helicopter assault. It is to be noted that recent nuclear and ballistic missile tests conducted by North Korea have put South Korea, US and Japan on high alert. 4. China to fund construction of Counter-Terrorism Base in Northern Afghanistan China will provide financial support to construct a counter-terrorism base in Badakshan province of northern Afghanistanthat would prevent cross-border infiltration of the Chinese Uyghur militants. Location of the counter-terrorism base has not yet been decided. The Chinese funding will include all material (weaponry, uniforms for soldiers, military equipment) expenses and technical costs. A special commission has been formed to finalise the location of the base, determine construction costs and to manage technical issues. The decision regarding this counter-terrorism base was taken during the recent meeting of Afghanistan Defence Minister Tariq Shah Bahrami, Chinese Defence Minister Chang Wanquan and Vice Chairman of China‟s Central Military Commission, General Xu Qiliang. The Chinese Uyghur militants were trained in Al Qaeda camps. They were active during Taliban rule in Afghanistan. This event will continue till January 20, 2018. This event is being organised by Union Ministry of Culture.On January 14, 2018, Union Minister for Chemicals and Fertilisers and Parliamentary Affairs, Ananth Kumar and Union Minister of State for 3 January 13 & 14 Current Affairs Culture (I/C) and Environment, Dr. Mahesh Sharma inaugurated the Mahotsav at Gandhi Nagar and Bengaluru. Key highlight of this Mahotsav will be various forms of art performances from classical and folk, music and dance, theatre to literature and the visual arts. A handloom and handicrafts-utsav is also being held at the event. Ek Bharat Shreshtha Bharat programme was launched by Prime Minister Narednra Modi on October, 31 2016. This programme aims to celebrate the idea of unity in diversity by promoting engagement amongst the people of different States/Union Territories and thereby strengthening people- to-people bond.Under this programme, Karnataka is paired with Uttarakhand. 6. President of India Inaugurates Economic Democracy Conclave in Maharashtra President of India, Ram Nath Kovind, inaugurated the „Economic Democracy Conclave‟ at Thane, Maharashtra This conclave has been organised by Rambhau Mhalgi Prabodhini. Rambhau Mhalgi Prabodhini is a charitable organisation working in the domain of training of social- political activist. The objective of the conclave is to serve as a platform for young entrepreneurs and self-employed individuals and provide them motivation, mentoring and networking opportunities. On January 14, 2018, President Kovind also visited the Global Vipassana Pagoda in Mumbai. 7. India signs MoU with UK to enable return of illegal Indian migrants abroad, sharing of criminal records India signed a MoU with the United Kingdom for the return of illegal Indian migrants within a month of their detection by UK authorities. The MoU was signed by Kiren Rijiju, Union Minister of State for Home Affairs, and Caroline Nokes, UK Minister of State for Immigration, in Britain. Kiren Rijiju had gone on a week-long visit to Britain along with an Indian delegation. The MoU will enable return of illegal Indian immigrants in UK and also sharing of criminal records. Indian agencies have found nearly 2,000 Indians illegally staying in UK. Green Bonds: Main difference between regular bond and Green Bond is that funds raised through Green Bonds are used for financing projects/business activities that are environment-friendly. India INX‟s Global Securities Market (GSM) on which IRFC Green Bonds have listed is India‟s first debt listing platform, that allows foreign and Indian issuers to raise funds in any currency of choice. 9.New moth species „Elcysma Ziroensis‟ discovered in Arunachal Pradesh A new moth species named„Elcysma Ziroensis‟ has been discovered in theTalle Wildlife Sanctuary in Arunachala Pradesh. This discovery has been published in the Journal of Threatened Taxa. It was published by Jyoti Gogoi, J J Young and Punyo Chada. This new species has been scientifically named Elcysma Ziroensis. It would be commonly called Apatani Glory. This has been named after a local tribe called Apatani. The Elcysma Ziroensis is seen only during autumn, mainly, in September. Retail Inflation Rises to 5.21% in December Retail inflation crossed the RBI‟s comfort level and rose to 5.21 percent in December on rise in prices of food items, egg and vegetables, dashing hopes of interest rate cut in the near future. The retail inflation, based on Consumer Price Index (CPI), was 4.88 percent in November. In December 2015, it was 3.41 percent. As per the data released by the Central Statistics Office, CSO, inflation for the food basket increased to 4.96 percent in December from 4.42 percent in the preceding month.     Call for Papers Rambhau Mhalgi Prabodhini (RMP) is organizing the National Convention 2020 on the topic of “Elimination for Single Use Plastics (SUPs): Possibilities and Opportunities for New India”. We are pleased to invite academicians, researchers, industry leads, social entrepreneurs, policy makers, and other stakeholders to send in abstracts for research papers, successful case studies, innovations, anecdotes and posters for a cohesive policy dialogue to be conducted at the National Convention. Brief about the National Convention: Plastic products have become an integral part of our daily lives and an important piece for the global economy, resulting in production of polymer at a massive scale globally. The Swachh Bharat Abhiyaan is also focusing on phasing out single use plastics by 2022, addressing the seriousness of the need for a campaign to cater to issues of plastic waste management. India is currently producing about 15,000 tonnes of plastic waste daily out of which only 9,000 tonnes is recycled. The remaining plastic is either burnt or dumped in landfills leading to toxic air fumes and land pollution, resulting in various concerns for the municipal administrations and the communities in close proximity to these areas. The intensity of the economic and social impact of SUPs utilization and production has to be given high priority, and therefore strategies and policies for waste management and phasing out of SUPs becomes important. Multiple stakeholders, including government bodies, whether at the state or local level, are all coming together to take action to address the challenge of SUPs by imposing bans. Punjab, Haryana, Kerala, Maharashtra, Karnataka and many other states have introduced bans on the manufacturing, production, distribution, use and storage of plastic carry bags among other plastic materials.

Indian experience of women’s quota: India is the largest democracy in the world with over 1040 million citizens entitled to universal adult suffrage. Women have remained equal partners in India’s struggle for freedom. This led to the constitutional guarantee of equal civil and political rights for men and women. Right from its inception, the principle of affirmative action has been adopted in the Constitution of India. In India, women’s quota in local government was not something that was written afresh on a blank slate. There were various types of quotas already scribbled on it. India has a history of over 55 years of constitution-backed quotas for various sections in society. Article 15 (1) of the Constitution of India prohibits discrimination on grounds of religion, sex, caste and place of birth. Article 15 (3) and (4) state that nothing in this article shall prevent the state from making special provisions for women, children and for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes and the Scheduled Tribes.

It presents four types of borrowing experiences from a selection of six case studies of the past few years, and point towards ways in which learning/ borrowing across states can be usefully incorporated into policy.
