Expansion of settlements

 Jerusalem has started construction on parts of an NIS 3 billion (approximately $870 million) major highway that will eventually serve as a ring road around Israel’s largest city, with the goal of significantly alleviating traffic throughout the capital. At the same time, planners hope that the project will provide easier access for those entering or passing through the city from all sides. Construction has already commenced on the southern and central sections of the Eastern spur of the highway, which consists of a three-pronged, 10-kilometer (6.2 miles) stretch of pavement known as “The American Road.” When fully completed, the road, which will include bridges and tunnels, will stretch from the Arab neighborhood of Tzur Baher in the southeast to the Naomi Shemer Tunnel in the northeast on Mouth Scopus. The road got its name as a result of an American company that planned and began construction in collaboration with the Jordanian government in the 1960s. However, the plan was never completed after Israel retained full control of Jerusalem following the 1967 Six-Day War. Israeli authorities did build parts of the southern section, which today only consists of a small and barely functional narrow road. The cost of this Eastern spur is estimated at around NIS 860 million ($250 million). The American Road project, with two-thirds scheduled to be completed in 2021 and the final part to begin that same year, is under the auspices of the Moriah Jerusalem Development Corporation, the main construction arm of the Jerusalem Municipality and the Ministry of Transportation, and is one of the leading municipal companies in Israel. King also detailed how he American Road will connect to other Major Jerusalem arteries in order to eventually form the loop around the city. He noted that the second stage of the plan is to build a tunnel connecting the southeast neighborhood of Har Homa to Gilo in the south and the Begin Highway in the west, with Begin serving as the Western spur on the loop. An expansion of the Gush Etzion/Jerusalem

three photo-journalists with rubber-coated steel rounds and detained two journalists during the month of June. Israel also banned journalist, Sondos Owais, from the flashpoint Al-Aqsa Mosque in Jerusalem for three months, preventing her from covering events at the holy site. (MADA, IMEMC 13 July 2020)

 Israeli member of Knesset Bezalel Smotrich (Yamina) and Haim Katz (Likud), co-chairs of the Israel Land Caucus — a pro-Greater Israel body within the Knesset — filed a bill in the Knesset to have Israel both annex all of its settlements in the West Bank and preserve its control over Area C (in anticipation of future annexation). The bill is modeled after a January 2018 resolution passed unanimously by the Likud Party (with Prime Minister Netanyahu’s consent), a fact used by the authors of the new bill as incontrovertible proof that the bill should easily receive backing from the government and be quickly passed by the Knesset. The Israel Land Caucus is calling on Netanyahu to bring the bill up for a vote in the Security Cabinet this Sunday (July 19th), and its co-authors have requested that the legislation be fast- tracked in the Knesset. A spokesman for the Israel Land Caucus told The Jerusalem Post that the bill calls for Israel to unilaterally annex all settlements, outposts, and roads. Though the bill’s authors do not have a map to show the exact areas the bill will annex, they say their plan does not leave any settlements or outposts as isolated enclaves. Additionally, the bill would bring the entirety of Area C more directly under Israel’s control by requiring Palestinians to gain the approval of the Israeli security cabinet (as opposed to the Israeli Civil Administration) for any construction there. It would also ban international organizations and governments from conducting activities and projects in Area C. Taken together, these changes in the status of Area C, with Israel’s civilian government in effect asserting its direct authority over the area, would functionally amount to a form of formal annexation of the area. [It’s worth noting here that the European Union, Denmark, and the Palestinian Authority just announced $6.63 million in funding for 16 projects for Palestinians in Area C, including new schools, electricity networks, and water reservoirs.  The Israeli Occupation Army (IOA) injured many Palestinian political prisoners in Ofer prison, which is built on Palestinian lands west of the central West Bank city of Ramallah, in addition to forcing one detainee in solitary confinement. Dozens of IOA invaded the rooms of the detainees, and completely closed several sections in the prison, while mainly focusing their offensive in sections 21 and 22. The IOA caused many detainees to suffer the effects of teargas inhalation, in addition to forcing one in solitary confinement. The attack comes just one day after the soldiers, including K9 units invaded the detainee’s rooms in Section 16 of the prison, and assaulted many detainees, in addition to searching them. The IOA also transferred one detainee, identified as Rami Fasayel, to another detention facility. The detainees have been demanding the army to remove many political prisoners from solitary confinement and send them back to their rooms. However, their demands were met with rejection and violence by the IOA. (IMEMC 15 July 2020)  Israeli occupation Minister and Alternate Prime Minister Benny Gantz announced that he will expedite the planning process for a settler-backed project to install accessible infrastructure (including an elevator) at the Tomb of the Patriarchs/Ibrahimi Mosque in Hebron. Gantz will reportedly issue a construction tender for the project soon. Emek Shaveh reports that Gantz’s announcement was pressured by settlers, who claimed the Civil Administration was dragging its heels on advancing the project. The period during which the public can file objections to the plan closed on July 13th (the same day as Gantz’s announcement). Two objections were filed: One by Emek Shaveh (read more here) and a second by the Palestinian-run Hebron Municipality. Gantz’s objection suggests that neither is being taken seriously. (FMEP, EMEK, JPOST 13 July 2020)  A few days ago Palestinians began building a COVID-19 testing site at the northern entrance to Hebron, on private land donated by the owner for the purpose of the station. The station, which is at the very entrance to Hebron near the built-up urban area, is considered Area C according to the 1995 Interim Agreement, and therefore requires a construction permit from the Israeli authorities. Hebron is now one of the West Bank’s hardest-hit areas affected by the outbreak. The city itself is home to more than 200,000 residents, and hundreds of thousands more in the entire Hebron district. On Sunday, 12 July 2020, Civil Administration inspectors, accompanied by soldiers, arrived and issued immediate demolition orders

against the construction, and confiscated equipment and a crane truck. As a result, the works were stopped and currently there is no organized station for Coronavirus testing in the entire Hebron area and the southern West Bank, leaving overburdened hospitals to take on this critical task. As a result, many people are not tested and only those who have symptoms and come to the hospital in the city on their own can be tested. It will be recalled that about two months ago, the Jerusalem police closed a COVID-19 testing station that was opened in the Silwan neighborhood, which was operated with the assistance of the Palestinian Authority, due to the law prohibiting the Palestinian Authority activity in Jerusalem.  In June 2020, the Israeli authorities demolished or seized 100 Palestinian-owned structures, a sharp increase compared with previous months and the highest such figure since January 2017. As a monthly average, the number of structures targeted during the first half of 2020 is the same as during the whole year of 2019. The continuous targeting of Palestinian properties amidst the ongoing pandemic, especially inhabited homes (25), water and sanitation structures (5) and a tent used as a quarantine site, remains of serious concern, as it undermines the capacity of already vulnerable communities to prevent infection. 77 of this month’s demolitions and seizures were in Area C and 23 in East Jerusalem, resulting in the displacement of nearly 140 people, while over 400 others had their livelihoods, or access to services, affected. All the incidents were under the pretext of a lack of building permits, which are nearly impossible for Palestinians to obtain. In July 2019, the Israeli security cabinet announced the promotion of 700 housing units for Palestinians in Area C. However, by end June 2020, only one building permit, allowing for the construction of six housing units, has been issued, according to official information obtained by the Israeli organization ‘Peace Now’. By contrast, between July 2019 and March 2020, the Israeli authorities issued a total of 1,094 building permits in illegal Israeli settlements in Area C, according to the Israeli Central Bureau of Statistics. 10 of the structures demolished or seized by the Israeli authorities in June 2020 had been provided as humanitarian assistance at a value of over 27,000 euros. Another 4 donor-funded aid structures were destroyed or damaged by Israeli settlers in Lifjim, a small herding community in Nablus. The Hebron Governorate, which is the hardest hit by the COVID-19 outbreak, was also the most affected by demolitions, accounting for

over 40 per cent of the targeted structures in Area C (33). Over half of these structures were located in Massafer Yatta, an area declared a closed ‘firing zone’ for military training, where some 1,200 Palestinians are at risk of forcible transfer. The largest incident in this area took place on 3 June in the community of Mirkez, where 14 residential and livelihood structures, including four donor-funded, were targeted, displacing 36 people, including 23 children. In Maghayer al Abeed, within the same ‘firing zone’, the Israeli authorities seized a donor-funded tent that had been provided as a quarantine site for the community and recently used by a family with COVID-19. Also affected this month were 4 Palestinian Bedouin communities in Area C of the Jerusalem Governorate, located within or next to an area slated for the expansion of the Ma’ale Adumim settlement (the E1 plan), where 17 structures, including two donor-funded, were demolished or seized. In another community in the same area, Jabal al Baba, Israeli authorities carried out a land survey and handed over demolition orders. Two of the structures targeted this month, including one donor-funded structure, were demolished based on Military Order 1797, which allows for the expedited removal of unlicensed structures deemed as “new”, down from eight in May. Since coming into effect in July 2019, at least 12 donor-funded structures, have been demolished based on this order. In East Jerusalem, over half of the structures targeted this month were self-demolished by their owners, following the receipt of demolition orders, to avoid demolition fees and reduce damage to adjacent structures and personal belongings. This follows a trend observed since the start of 2020. Six of the structures demolished in East Jerusalem were in the Jabal al-Mokabber neighborhood, the most affected area over the past three years. One of these structures, home to 11 people, including seven children, was located on the route of a major road (the so called ‘Eastern Ring Road’), currently under construction; the road cuts through the neighborhood and will connect Israeli settlements in the southern West Bank to Jerusalem.
