S5M-14123 Monica Lennon: South Lanarkshire Care Homes Under Threat—That the Parliament understands that South Lanarkshire Council plans to reduce the number of its care home facilities; notes that the first phase of these plans includes the closure of McWhirter House in Larkhall and Kirkton House in Blantyre; considers that the proposed new community hub facility at the St Joseph’s site in Blantyre is not a like-for-like replacement and that this will result in a reduction in the number of long-term residential beds; understands that the closure of McWhirter House will leave Larkhall with no council-run care facilities for older people; believes that council- run care provision must remain a vital part of the delivery of residential care for older people and that the ageing population requires a shift in the model of care in South Lanarkshire and the Central Scotland region; recognises that the reliance of the older population on care is likely to increase in coming decades; acknowledges calls that this should be achieved without a reduction in the availability of long-term council care beds and with the support of the community; is concerned at reports that there has not been meaningful consultation with care home staff, trade unions or the communities that are affected by the plans; acknowledges in particular the concerns raised by the GMB, and notes the calls for the SNP administration in South Lanarkshire to halt the planned closures. *S5M-14677 Jackie Baillie: Scottish Water to Penalise Scots for Living Alone—That the Parliament disagrees with the Scottish Water proposal to cut the single occupancy discount from over half a million people in Scotland; understands that, currently, 944,659 people in Scotland receive a discount from Scottish Water due to the fact that they receive Council Tax Reduction or live alone; understands that the proposal is to instead offer discounts to only those who receive Council Tax Reduction, regardless of how many people live in the household; believes that this will see hundreds of thousands of people in Scotland, including those in the Dumbarton constituency, being forced to pay for far more water than they are actually using; considers that this will particularly affect older people who are on low and fixed incomes, and notes calls on the Scottish Government to work with Scottish Water to rethink what it considers this ill-advised proposal to penalise those who live alone.

*S5M-14675 Monica Lennon: Lung Cancer Awareness Month—That the Parliament recognises November as Lung Cancer Awareness Month; notes that lung cancer is the most common cause of death from cancer in Scotland, resulting in 4,069 deaths in 2017 according to ISD data; understands that cancer of the trachea, bronchus and lung disproportionately affects people in the most deprived areas of Scotland with incidence and mortality rates three times higher in those areas compared with the least deprived areas; acknowledges that, according to NHS Scotland, the single largest risk factor for lung cancer is cigarette smoking and is concerned about the strong correlation between cancers associated with deprivation and areas of deprivation; notes that the number of quit attempts made with the help of NHS Smoking cessation services in 2017-18 has fallen for the sixth consecutive year and by 54.4% since 2011-12; understands that, after 12 weeks, 22.7% of attempts to quit have been successful, and notes that a higher percentage of successful quits have been recorded in less deprived areas, and sends its best wishes to everyone taking part in activities to promote Lung Cancer Awareness Month. Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Claire Baker MSP: Proposed Culpable Homicide (Scotland) Bill— A proposal for a Bill to amend the law of culpable homicide to ensure that where loss of life is caused by the recklessness or gross negligence of individuals, companies or organisations that, where proved, the wrongdoer can be convicted of the offence that reflects the appropriate seriousness and moral opprobrium of what occurred. (lodged on 7 November 2018).

A consultation document, lodged with the proposal, may be viewed in the Scottish Parliament Information Centre (SPICe) or on the website page referred to above. The consultation period runs from 8 November 2018 to 15 February 2019.

Jeremy Balfour: Proposed Pet Shop (Licensing) (Scotland) Bill—Proposal for a Bill to improve animal welfare by enhancing local authority pet shop licensing powers and updating the licensing system currently set out in the Pet Animals Act 1951, including in relation to licence conditions, fees and inspections. For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before.
