While the reform agenda is largely supported by the masses, these measures have met a strong, multifaceted and relentless reaction from the social and political interests being affected, couched in a right-wing discourse. This opposition, carried out either by individual actors or by coalitions of organized interests, has been sarcastically dubbed TUMOR (“Todos unidos contra Morena”, All United against Morena, the party in power) by 4T supporters. This article aims at mapping and analyzing the right-wing movement of resistance to the 4T, identifying its main individual and collective actors, their strategies and their international allies. It tests the hypothesis suggested in Kevin Middlebrook’s theory about conservatism and the right in Latin America: when economically and socially privileged actors feel deprived of political power to protect their interests, they resort to whatever means and strategy is at their disposal to regain the lost influence. -

ELECTION 2018 PRESIDENTIAL ELECTION Andrés Manuel López Obrador is the virtual winner of the Presidential election. This situation would respond to a candidate that was able to capitalize on the high social discontent and an 18 year political effort. The AMLO effect is reflected at the national level, since the Coalition that he leads will obtain different strategic positions, such as the Head of Government of Mexico City, 4 governorships, majority in the Federal Congress, majority in more than 15 local congresses, among other local posts. This electoral process will result in a substantial change in the national political order. ELECTION 2018 PRESIDENCY NDRÉS ANUEL ÓPEZ BRADOR RESULTS A M L O President-Elect virtual November 13, 1953 (64 years). BA in Political Science and Public Administration from the National Autonomous University of Mexico (UNAM). Founder of the National Regeneration Movement (MORENA) party and 53.1% virtual candidate elected to the Presidency by the Coalition Juntos Haremos Historia, formed by MORENA, the Labor Party (PT) and the Social Encounter Party (PES). He was a presidential candidate in the 2006 and 2012 elections. HEMISPHERE FOCUS Volume XIII, Issue 2 June 28, 2005 A Guide to the July 3, 2005, Mexico State Gubernatorial Election George W. Grayson Introduction Analysts have labeled the Mexico State (Edomex) gubernatorial showdown a “critical indicator,” “overture,” and “preamble” with respect to the 2006 presidential contest. Although social scientists have discredited the concept of “bell weather” jurisdictions,1 Edomex represents a critical confrontation in anticipation of next year’s presidential “Super Bowl.” Five reasons buttress this conclusion about the state: (1) it embraces the nation’s largest population and largest number of voters; (2) since 1993 a tri-party system has prevailed—with the Institutional Revolutionary Party (PRI), the National Action Party (PAN), and the Democratic Revolutionary Party (PRD)—dominating the balloting; (3) despite gyrations in final tallies, PRI reverses in Edomex—the late-1996 municipal face-offs, for example— foreshadowed the party’s losing control of the Chamber of Deputies in 1997; (4) a synergism links Edomex to the Federal District (Distrito Federal–D.F.)—many citizens of the two entities read the same newspapers, watch identical television programs, work in the same offices, factories, and stores, and bemoan the common problems of violent street crime, traffic gridlock, pollution, inadequate housing, and unemployment; and (5) opinion leaders like domestic and foreign journalists, many of whom live in or near the state, assign great importance to what happens in Edomex. Not only is the state the largest in terms of population and voters, it also represents a microcosm of the country. Shaped like a high-heel lady’s shoe with the toe pointing southwest, it wraps around most of Mexico City. -

Sagasti (1973) has also remarked that the relationship that “underdeveloped” countries have with science and technology, and with the “developed” nations where it is produced, is a complex one that cannot be understood by simply transposing the structures found in “Global North” scholarship to the “Global South” (GN and GS, henceforth). -

The contents of this study are the responsibility of the authors and should in no way be construed to reflect the views of The Union or Bloomberg Philanthropies. 1 Executive Summary This technical document contains an analysis of the main vulnerabilities of the Mexican legal framework for the implementation of the WHO Framework Convention on Tobacco Control (FCTC), which allow undue interference by the tobacco industry (TI), as well as recommendations for its strengthening based on the principles and guidelines of Article 5.3 of the FCTC, international best practices and existing regulations in Mexico. The preparation of the document is based on the review of a series of journalistic investigations conducted within the framework of the project Fostering Transparency and Accountability in the Design and Implementation of Tobacco Control Policies: A Whole-Of- Government Approach, of Ethos Laboratorio de Políticas Públicas. Based on this review, the most common interference tactics used by the TI to influence legislative, regulatory, and legal processes and public opinion in Mexico were identified, and recommendations were drafted to protect them from commercial interests of the TI and new electronic devices.
